Khelds get more power choices than any other AT, so don't really need any extra choices.
Kheldians get 26 powers from their primary/secondary. (Yes, plus two freebie travels.)
Night Widows get 27 from their Primary/Secondary, Fortunata get 30, Crabs get 28 (30 if you count the two frags/vemons as seperate powers) and Banes get 30.
All four of those get Patron Pools.
AS a Kheldian player I frankly fail to see why any Kheldian player would be OPPOSED to getting access to APPs.
IF YOU DON'T WANT ONE, DON'T TAKE ONE. But don't rain on other people's parade because of your viewpoint.
I would immediately take any Psi based APP on my Peacebringer, because it would actually FIT his background. His host was a powerful psychic. It makes NO SENSE that he can't use ANY of his Psi powers now that he's joined. -

I'd have to disargee that Stone Assault is no fun. I think it's loads of fun. That's not to say that it couldn't use improvement, just that fun is a subjective term, and not the best thing to use as a metric.
As a casual(ish) gamer I love the feel of Stone regardless of it's numerical performance issues, and will play it even if released as is. -

I don't think the damage on Electric's Blasts (Other than Short Circuit, which should be doing more) are part of why it's viewed as (an) underperforming (blaster set), it's the fact that Electric Blast lacks a tier3 heavy hitter that most other sets have in addition to Electric's secondary effect of end drain being 'All or Nothing' and so seen as useless to any non-dedicated sapper build.
Electric's actual Blasts (teir 1 and 2) are identical to those in other sets with the same recharge. -

On the other hand, Hurl Boulder having a recharge of 14seconds, and a damage scale of ~2.45 WOULD at least bring it up to the same DPA as standard 8second blasts. (2.45ds/2.5sec=0.98ds/sec where most 2nd tier blasts are 1.64ds/1.67sec=0.982ds/sec)
There is precedent for it, Energy Assault's Power Burst is at 14sec recharge and 2.48damage scale...
It IS however questionable if the devs would let Earth have it at level 10, where EA has to wait till level 38.
EDIT to add:Sad thing is that with an activation time of 2.1seconds, the only way they could bring Stone Spears to the same DPA as other tier1 blasts would be to increase it's damage scale to 2.1, which would put it's recharge at 10seconds. -

The Stone Spears is the basic 4second scale 1 blast.
I think they could push it to 6second scale 1.32 blast and be ok. Yes that would hurt your attack chain (What you have for one anyhow) a bit in the very low levels, but between your sets you should have enough powers that by the teens you have plenty to do with those extra seconds.
I also think Hurl Boulder should be pushed to a 10seconds recharge attack. Better total damage will make it's long animation less painful. -

People seem to get into this mode of thought that powers exist in a vacuum. Radiation infection is one of the backbone powers of the set it is in. Liquify is a very very nice "extra" that for thirty seconds boosts Sonic Resonances defense/offense capabilities significantly above the norm. No its not "as good as" Fulcrum Shift. Then again what is?
Yes Resist debuffs and buffs are ther backbone of what Sonic does, but what sonic does do is Lacking as a set anyhow.
Radiation provides almost as much Defense and ToHit debuffing (but all the time) that sonic can, as much AoE resist debuffing (which doesn't require a cooperative melee teammate)(More if you have a helpfully dead teammate), and while it cannot provide resist buffs can provide almost as good of (or better) mitigation via Damage debuffs, heals and more effective control.
Sonic simply doesn't do enough for Liquefy's recharge to be justified.

Though he doesn't know it, he was accidentally killed (along with his entire village) by an immensely powerful Illusion/Empathy controller (I don't have a name for him). Stricken with grief over this, the controller found the last surviving villager and created an illusion which he embedded with as much of the young man's fleeting consciousness as possible, effectively resurrecting him, though there was significant gaps in Oathy's memory and inherent flaws in his psyche. He(the controller) never told Oathbound of the events that transpired that day.
The two would later become inseperable friends, and traveled the world together fighting for justice and freedom (and redemption).
Eventually when the controller died, he imbued his illusion with the entirety of his psychic energy, prolonging Oathbound's life indefinitely. Oathbound fights crime and injustice, mostly because it's all that he can really remember ever doing.
As far as his appearance goes, there are a few things that can't be depicted in game. He's kind of an amalgamation of a Judeo-Christian Seraphim and a Hindu diety, in that he has six arms and six wings.

Notes about Oathy's personality...
He's outwardly very reserved and somewhat aloof, sometimes to the point of seeming cold, or apathetic. This is largely due to the fact that he has outlived nearly everyone he's ever met, so he is wary of growing attatched to anyone, knowing that he will only suffer their eventual loss.
He has a dry, sarcastic sense of humor, and rarely actually laughs at things he finds amusing or humorous, tending only a slight, sly smile.
Oathbound has no qualms with killing when he needs to, though he does save it as a last resort, as it has a detrimental effect on his psyche. As a side effect of his creator's remorse and guilt, whenever he or Oathbound were in a situation where they had to kill someone or witnessed someone they cared about die, they absorbed a small fragment of that person's consciousness into themselves. As time goes on, and more and more people died/were killed more and more of his psychic power is required to keep his own mind in balance, thus reducing his cambat capabilites. (This is in fact how the controller died, so much of his own psychic energy was being used to maintain his illusion and his own psyche that he was no longer capable of healing his own wounds and died to a shot in his heart from a Council soldier.)
As far as who he might be paired with, he could really go any way.
He is a defender, so could be paired with Grey Huntress fighting against some shadowy figure. It could also be interesting seeing him pit his psychic powers against Jackalynn's. Or pair him up with Demon Trix, and have an immortal on (effectively) immortal battle royale. -

As someoen else with terrible posture, I feel your pain and I hope it improves for you.
I might sound silly here, but if you have any spare time, you might consider yoga. I took it during my last semester at school and it actually can help alot. (Just don't try going at it on your own... you can really hurt yerself.)

As for Sonic Siphon...
This needs to be made an actual siphon.
When used it should buff the Defender's personal resistance. This may neccesitate an increase to it's recharge to prevent horrible amounts of stacking, but I don't think that would be too much of an issue since the debuff already lasts nearly 2x as long as the recharge and doesn't self stack anyhow. The resist buff might have to be unenhanceable, as I don't know if they can let you slot resist enhancements without screwing up the debuff.

If i'm in the middle of a fight, I don't care what my costume looks like.
If I want to see my costume when not in a fight, I can turn it off.
On my warshade I kept Shadow Cloak in mind when picking his auras, and now my favorite costume of his is simply Shadow Cloak + Heavy Body Sparkles aura.
He's like a tiny little Nebula that fights crime. -

While traveling around earth the aging Kheldian came across a dying woman, and reached out to her offering to join and save her life. Unfortunately because of it's weakened state, and the woman's failing health instead of being able to pull her back from death, the Kheldian was pulled into it somehow combining not with the host's body, but with the host's soul creating a sort of hybrid spectre.
Ghosts in CoH have predominantly Dark/Negative Energy powers, so tinting peacebringer powers grey (White/black) would allow her appearance to represent her backstory as a ghost/energy being more accurately.
Here's a couple other backstory ideas that would easily fit power customization:
A Peacebringer/Warshade who was captured/experimented on by the 5th Column/Council/Nictus/etc could have suffered long term effects that altered their power's manifestations.
The Kheldian joined with a Mutant (or Magic) origin host who's mutant physiology (or magical abilities) interferes/modifies/partially blocks the joining, resulting in deviant/partial/hybrid power abilities. -

Here's a real life Heroic interpretation of a Mastermind....
A Military Commander. A military commander sends in units of personnel to accomplish a goal KNOWING in may cases some of them will not survive. Generally the higher up the chain that Commander is, the farther and farther removed from any personal danger he is.
You'd be hard pressed to convice people that an Army General is inherently evil.
It all comes back to the "It's not what powers you have, it's how you use them" arguement. -

If Humans as a race are capable of having Energy Blasts (Or whatever) of a variety of colors there's no reason why Kheldians as a race *shouldn't* be capable of having Luminous Blasts of a variety colors.
Sadly, just like being able to use Kheldian powers for Mission Architect, I get the feeling Custom Powers for Kheldians is probably back burner at best. -
