Does a freaking boatload of new powersets count as one thing?
If not, well then a Melee/Support or Support/Melee AT. -
Indeed we've already seen that the Praetorian NPCs are getting a once over. They just buffed but Malaise's group a bit.
Honestly I wouldn't be surprised if they left the PI arc Tyrant relatively weak (though probably a bit tougher than he is now) and instead included a TF/SF where you fight Emperor Cole who proves to be one mean son of a gun.
(Afterall, Recluse isn't anything special unless fighting him on the STF.) -
I always had that problem (before I started getting black squares of doom), I just adjusted my Gamma for when taking Screenshots, and that seemed to work fine.

That's 5 buffs, 5 debuffs (1 power does both). So is it a Buff set or a Debuff set?
IMO it simply doesn't make sense to try and seperate out Support sets or Defensive sets 5+ years into the game. Each one is geared towards a single thing; Support = Team Mitigation, Defensive = Self Mitigation. (Enabling faster killing is mitigation in it's own right. Dead mobs deal no damage.)

Invul is mostly res with a few tricks (Dull Pain) and some def (tough Hide, Invincible)
It doesn't take a huge leap of imagination (only decent and thorough testing and balancing, which is more the issue) to see a possibility.
Likewise I could argue Invulnerability, because while it gets twice as many resistance powers it can potentially gain as much benefit from those defense powers, more so if facing a lot of the elemental damage types.
Invulnerability with all powers 3slotted with Even level SOs gets 70.2% resist to Smashing/Lethal, but only 31.2% resist to Fire/Cold/Energy/Negative/Toxic where Tough Hide and fully saturated Invincibility give 31.2%defense to everything but Psionic.
Truth be told Neither set is an Either/Or situation. -

The better question, for me, would be when is a character "shelved"? That happens a LOT more often. This happens for a lot of reasons, but mostly it occurs when some random new character sparks my interest and becomes the new "main" for a period of time. That might be until it hits 50, like when I started really playing my Kheld, or it may be only until a new issue comes out and adds powersets I want to try and a NEW temp-main gets created.
I make a lot of characters, some will get played until 50, some only a weekend, and others will survive deletion for long periods of time (inexplicably) and may never get above 23. -

Ok, well, I was gonna take new reference shots of Oathy now that his powers have changed color, but I'm feeling very lazy recently, So IF I win, then I'll bother with it.
This is both of my entries in one, as they both revolve around the same characters, but with different poses.)
Figure I'd suggest pairing my forum namesake with Fenian Girl in one of two Guardian Angel-esque poses. He is a defender, as such I'd like to play heavily into that.
Pose 1: Oathy crouching on the ground with Fenian cradled in his arms, wings swept around them like a shield. The pair are contained within Oathy's personal forcefield, as a wave of fire washes in from out of frame breaking on the barrier.
Option 1: Fenian may or may no be injured.
Option 2: Perhaps the heat is so intense that it begins to break down the force barrier, burning Oathbound's wing.
Pose 2:Fenian girl stands at the ready in the middle of the frame with Oathy hovering above and behind her, arms and wings outstretched encasing them in a large force bubble, off of which bounce a spray of bullets/energy beams/fire/etc.
Option: Oathy could be semi-transparent for this picture to give it a real Ethereal vibe. Perhaps Fenian doesn't even know he's there.

(Background info, not neccesarily related to the contest but possibly interesting or informative.)
Oathbound is a case of "He thinks, therefore he is." Though he doesn't know it, he was killed accidentally by an immensely powerful Illusion/Empathy controller (I don't have a name for him). Stricken with grief over this, the controller created an illusion and embedded it with as much of the young man's fleeting consciousness as possible, effectively resurrecting him, though there was significant gaps in Oathy's memory.
Eventually when the controller died, he imbued his illusion with the entirety of his psychic energy, prolonging Oathbound's life indefinitely. Oathbound fights crime and injustice, mostly because it's all that he can really remember ever doing.
As far as his appearance goes, there are a few things that can't be depicted in game. He's kind of an amalgamation of a Judeo-Christian Seraphim and a Hindu diety, in that he has six arms and six wings.

Notes about Oathy's personality...
He's outwardly very reserved and somewhat aloof, sometimes to the point of seeming cold, or apathetic. This is largely due to the fact that he has outlived nearly everyone he's ever met, so he is wary of growing attatched to anyone, knowing that he will only suffer their eventual loss.
He has a dry, sarcastic sense of humor, and rarely actually laughs at things he finds amusing or humorous, tending only a slight, sly smile. -

Be prepared for a slow trudge upto the late 20s, when you finally get your AoE stun.
Teamed you'll often be relying heavily on your secondary to be margially effective, becoming what amounts to a weak Defender.
Sure, certain secondaries fill in Gravity's weaknesses well, but any other Control set with the same secondary will still provide more to the team. -

Voila. It doesn't split spawns, it isn't overpowered, and it doesn't use any new technology.
Since the mobs wouldn't be alerted until the stun effect is applied (like with every other AoE stun) it would prevent the problems faced by Grav Controllers taking Alphas to their face if using Wormhole within LoS.
(Edit)Thinking about it, I kinda doubt it... since the Stun's ToHit check happens at the same time as the Teleport, but has a built in delay. -

Lift already deals just slightly more than 1/2 the damage it should.
Doubling the recharge puts it on a 12second timer, with a damage scale of 0.8, which is actually close to the standard for Target AOE attacks which range from .89ds on a 20s timer(Psi Tornado) to 1.26ds on 16s timer(Fireball). (Which converts to 0.534-0.945ds for 12seconds.)

Fire also gets all of it's main control powers by level 18 (with a situational control at 26), and it's the set that's actually *SUPPOSED* to give up control capability for damage.

100%. The only one that I had to actually stop and think about was the Defense debuff question, cause I couldn't remember what all Lingering Radiation did (Sad considering how many Rad character I've played), but reading the other answers I knew they all had -Def, so there was no other option.
(I always get Lingering Radiation and Radiation Infection mixed up.)
