Figures they wouldn't ustream the 3 panels most people are actually interested in knowing about.

I believe the powers still stack, and the damage still adds up, but the slow no longer does.

This was never anywhere I could see in any patch notes, so it may be/have been a bug not a feature. No idea if it still works.

No idea. All it said was "More Proliferation."

I do agree that Dark/Dark for Controllers and Doms seems highly probable.

Sadly I'm not at the Pummit, despite living within driving distance, cause I'm a poor *******.
  6. It was specifically mentioned that Darkness Control wouldn't have any Tentacles, and would be more "Oily" in theme.

That implies that they decided to go a very different direction with the upcoming set from what Dark currently is in-game. While it may or may not have a few powers copied from existing sets, it would seem that a large portion of the set is brand new.

More proliferation was mentioned in Von Krieger's Keynote and Opening Q & A thread.

  9. Yeah, ran a few DfBs last night. While I couldn't select Death From Below specifically, queuing for First Available worked both Solo queue and with a full team.

I didn't have the problem of it failing to start after queued with enough people to meet requirements.

This was indeed what I was getting at.

  11. As others have said, perma-hasten is more of a Means-to-an-End nowadays.

It's pretty easy to build enough global +recharge to equal perma-Hasten, without having Hasten at all.

Really if you have other powers you want to make Perma, adding hasten to the build can be helpful, but if not then it's not really needed... Unless you just like having absolutely silly amounts of recharge, like I do.

This is how I slot it. You want as much recharge in it as you can get, and really an extra 2 slots for the added 5% set bonus isn't a lot to ask.

You could also 6slot it for Efficacy Adapter. I don't think it's really worth that though. Sure you get better +Recovery but it only lasts 30seconds and the +End part is flagged [Ignores Enhancements and Buffs] plus it costs an extra slot.

Side note: I'm up to 7 Time Manipulation characters now.... I think I need an intervention.

    It's a real power.

He gains it during one of the old Comic Book runs. Even he was surprised when it happened the first time.
  14. Really, I could understand 400 points. Spend your stipend, get a pet.

But when you're got to save your points from multiple months to get a fluff item, that's just silly.

I expect at least half the American characters to be unlikeable douchebags.

I was always under the impression that the HP drain was a flat rate regardless of number of foes being hit but the power description is vague enough that I should have expected the power to have a cost per foe hit.
Yeah, Oppressive Gloom has always dealt damage per foe. It can make it a bit tricky to use, but for the most part the damage isn't so high as to make it a bad power pick. It could make it more situational though, particularly for sets without self-healing.

Just to be perfectly clear, you are talking about the VEATs (Villain Epic Archetypes), correct? (Hero epics also don't go through the tutorial, so they have the same forced side switching to become villains).

VEATs can't be started in Praetoria either, so you don't have to/get to do anything in Praetoria to be a hero, you just have to start redside and work through the alignment system.

The VIP Restricted (unless you pay for them) archetypes (Mastermind/Controller) can be started on any side.

Frankly yes, I would rather have a bonus that's at least of marginal use to EVERYONE, than one that's of use to some and absolutely NO use to others.
(I would certainly prefer a more unique bonus though.)

I play Defenders, Corruptors and Controllers more than all the other archetypes combined, the vast, vast majority have a heal (either from primary, dark blast, or medicine) anyhow and I'm STILL against the Archetype set having this bonus since it doesn't apply to everyone of that archetype.

Frankly, I wouldn't even care if not for it being the Archetype set. Devs want to put +Healing on Ranged sets? Melee sets? Resistance Sets? Fine. Perfectly happy for more options.

But as an archetype unique set. No. All bonuses on it should benefit all possible variations of Primary/Secondary for the Archetype.

The next powerset (and I think it's a Free-to-VIP powerset, too) would be one with a name that players thought would be one thing, but would turn out to be something different.

That seems to coincide with Autumnal pretty well, considering alot of people were thinking it meant plants and stuff and not dual wielding fire and ice swords.
Except that Sorceress Serene is the source of the names for the Suspected sets, and anyone, anyone who actually looks at what her powers are would never assume Autumnal would have anything to do with plants.

The very source of the powersets names, identifies what the theme of those powers are.

There's no room to think it's something it's not. Particularly since we already have plant based control and assault sets.

Kins still benefit from +Recovery though, even if they don't NEED it.

Empathy is only half of your character. All Defenders have an attack set so a +ToHit/Accuracy bonus still benefits ALL Defenders.

+Regen still benefits all characters regardless of how useful/less that benefit is.

A +Healing bonus grants no benefit, no matter how trivial to non-healing Defenders.

Except not. The Controller bonus is to Immob/Sleep/Fear/Confuse/Hold/Stun. This inherently benefits some sets more than others. Fire only gets the benefit on 5 powers, where Mind gets it on 7. No One's ******** about that though, cause it at least works for all control sets. This isn't the case for the Defender bonus.
  24. Dark Control/Dark Assault (Really I can't see how this wasn't included with CoV launch. I mean the Dominator signature villain is GHOST WIDOW* of all things, and they're the only(non-epic) Villain archetype without Dark powers.)

Some kind of Natural/Tech Gadgety control and weapon based assault sets (Long past due for the non-powered character concepts.)

Some kind of Energy (not electric) based Control set.

*Honestly I'm still a little miffed about what Ghostwidow's powers actually are. She's not even really a dominator, she's a dark/dark corruptor with a Signature power that happens to be a control. But I digress.
