If the set is lagging behind the performance of other sets --which Sonic, Forcefield and Trick Arrow are largely viewed as doing-- I don't think there has to be any trade-off for improvements to powers, because improving the overall power level of the set is the goal. -
This is the problem I have with every/any/all the very stylized sets. Just by virtue of being so stylized they narrow the concepts that they work with.

She doesn't necessarily have to agree with Lord Recluse's decisions, but as she is bound to Arachnos, and he is the head of Arachnos, she obeys. It was never said (and would be highly unrealistic to think) that she had the exact same views on the goals, objectives and future well-being of the organization as Lord Recluse did when she was alive, and as you mentioned, the dead cannot change, so she would still have those differing views now.
*Though that's highly unlikely given the amount of work that would be required to overhaul THE major 1-50 faction for the villain game. Just sayin.
Edit: It could make for a decent bit of content too. You could have a power struggle after Recluse dies, with the Patrons fighting among themselves (Moreso than they do currently) to claim ultimate leadership. With various outside groups doing their best to manipulate the situation for their own gain.
Scirocco would probably just throw in with GW if she batted her vacant little eyes at him. Which could ultimately be the deciding factor leading to her winning power. He would, of course try to manipulate her into moving the organization towards the "good" cause he's all anti-villain/tragic villain/Emo or whatever, but of course he'd fail. -
Eye of the Storm really is the main offender. Given that it's likely the major AoE of the set though, that's a pretty big negative.

I've got to agree with McNum. Forcefield already has great defense. Giving it more won't improve the set.
What the set could really use is,.. well, just about anything else. Damage buffing. Some form of Debuffing ability (Other than -tohit really, since that's basically the same net effect as +Defense).
Forcefield's biggest problem is that it's essentially a 1 trick pony. While FF does have more tools than +Defense, they're a widely hated effect (Knockback). -
Honestly, many of the AT inherent powers simply aren't worth spending an incarnate power on. You'd end up with basically everyone just taking the damage buffing inherents.
I could see people taking Fury/Defiance/Scourge/Critical Hit inherents as those provide direct increases in damage, Containment/Domination could be good for certain control heavy builds.
Many of the others would be very underwhelming to archetypes that aren't designed with them in mind and thus rarely used. Gauntlet and Vigilance for instance. (Hell Vigilance is mostly considered mediocre even on the AT is WAS made for.) -
Are we including their classic weaknesses?
Cause if Wonder Woman's son becomes powerless by getting tied up by a man that could be..... well, pretty hot actually.
(That really is the first thing that popped into my mind... I'm terrible, I know.) -

This works great for things like telekinesis, but when trying to do that with intangibility, you end up with a toggle that only works half the time.
IE:
1. Toggle Intangible power
2. 0.5 seconds later the toggle tries to reapply the effect but fails because the target is intangible.
The 'technical problem' is applying intangibility to a target that is intangible.
...or at least, this is how it was explained by a red name a long time ago.(Not sure who)
Hard to say if it would still be an issue.
Hamidon has a tag on his attacks so that they ignore phase. Player Intangible powers could have the [Ignores Phase] tag added. That would allow them to be applied to already phased/intangible targets.
The real downside to it is that making it a toggle actually makes it worse for the situations where it's actually useful, because Toggles don't start recharging until they're turned off, so unless it has a ridiculously low recharge (like, 0seconds), you can never have it anything close to permanent, like you can make it now.
Also there's issue of getting mezzed and it shutting off before the full duration. Running out of end/getting sapped, and it shutting off before the full duration. Getting killed, and it shutting off. Or simply fat-fingering the button and accidentally shutting it off before you meant to. -
Watched the UStream to see the Staff Fighting animations.
Honestly, I wish they had been less flashy.
They mentioned how real staff fighting tends to be very utilitarian and more basic, and I can understand them not wanting to go with that, because they didn't want the set to look boring.
But couldn't there have been a more Middle-Ground approach?
(Basically exactly the same complaint I have about Dual Pistols. It's so flashy as to be cheesy looking.)

Indeed. There will be a beta phase though, maybe they'll realize that 0.3scale isn't enough to really matter and bump it up a bit. (In addition to other improvements, hopefully.)

Turns out, not so much.
He seems to be perfectly ok to sit on the sidelines while the Heroes duke it out with Goatee(less?) Statesman instead of taking proper advantage of the situation. -
It's the sound loop inside the police stations that gets me.
I can't stand being inside there even for a few seconds.
You've got bells ringing and siren's blaring and UGH! I just can't stand it.
Same with the Police Radio. I have to mute my computer every time I check the damned thing for missions.
I just can't take it. -
Honestly, I'm not intrigued by any of them.
Father Daughter Time could be fun, if it's played as light-hearted and comedic as the title suggests, but the rest seem pretty uninteresting.
Obviously you can't tell too much just going by the very basic premise, but.... eh. -

Am I excited about these changes? Yes. At least we know they're looking at it.
Am I Satisfied with these changes? No. Not at all. This is at best a good Start, but it doesn't address the most critical problem of the set (Poor/Clunky control.)
