Yes, they're out of range of dispersion bubble *if* you're just using that to hold (say) a doorway without a corner behind it, but if you're using terrain you can cover them, as well. Besides, most melee are going to have something else to go with the bubbles (their own def, regen, resist, etc.) while most squishies are going to be able to stay back to some extent.
If you have to get closer, Repulsion Field can work. It is trickier to use, though (and I think more stuff resists KB than resists Repel. It is, however, better to use with most AOE Immobs, as Force Bubble will still push immob'd enemies around in most cases, where almost all control sets will resist the KB. Of course, if they're immob'd, they're not going anywhere *anyway* so it's somewhat moot!)
Besides defense, the secondary tools that Forcefield brings to the game are almost entirely things that a large portion of the playerbase hates. -

Honestly though, Ice's sound effects are some of the worst in the game. A long time back my computer's sound card went out, and during my time without sound I made a WP/Ice tanker and got him all the way up to 43. Then I fixed my sound, and now I can't stand to play him. -

--black is a neutral color that always looks cool, but it's de-emphasized here because it doesn't have any special meaning in the lore (unlike red and white) and because black tends to look both grim and mature, neither of which would be a good fit on Penny. She's a young gun, so light, bright, and more traditionally saturated super-hero colors are the best fit for her character.
--regarding the tech pack and what it does: think Cyclops' visor or Banshee's rig in X-men: First Class. Penny's new rig both focuses and intensifies her already formidable psychic powers, and visually, it gives us something different and new, beyond the normal Jean Grey/Sister Psyche template.
I could get way, WAY more specific and tell you why every rivet and strap is where it is, but I think I'd rather do that later, when you can see the actual concept art.
It's fun to watch you guys get this deep into costume design.
That's really the only headscratcher for me. It just feels really incongruous with the rest of the costume. -
Many(most) of my characters have a very lose concept at creation, but I tend to do it backwards...
I don't (often) come up with a concept, then pick an Archetype/powerset/costume to match that concept. I come up with the powerset/Archetype combo I want to play first, then make a concept to fit them. The costume design stage can occur either before or after the concept forms, depending.
I rarely actually write a backstory/bio though (because I'm a terrible writer), so the vast majority of these concepts only exist in my head.
My current favorite is my Time/Fire Defender, Archmage Beornan:
(I need to get an updated Pic of him, since I unlocked the Celestial stuff. For the most part all I did was add a back piece though.)
He was an Oranbegan from the time of the Mu wars, but rather than accept a pact with the Prince of Demons he cut ties with the Circle of Thorns and fled into exile.
From the relative safety of exile he bore witness to the horrific acts of the Oranbegans and their Demonic cohorts/manipulators, and ever since then he's devoted himself to looking for way to destroy the pact and free the souls of his fallen people.
My other favorite concept character hadn't existed on live for years, cause I didn't really like the way Grav/FF played, but I remade him in anticipation of the Gravity update.
Forcesphere (Grav/FF Controller)
(I'll be swapping his Aura to Magnetic once I unlock that for him.)
He's a product of Crey Industries' Revenant Hero Project, who went on to be a major part of Project Forcesphere, a secret operation involving construction of a fortified lunar research station (yay Moonbase!).
He was being used maintain the base's force dome, and maintain earth-standard gravity before he was liberated from the laboratory by a group of heroes.
I need to flesh out the concept more (like I said, I didn't like how Grav/FF played(mainly the Grav/ part)). I know that when he's first released He'll have been a bit... unstable, and I know he'll be a villain for a time (Need to get him Scorpion Shield), before eventually settling more as a Hero-leaning-more-towards-Vigilante (Particularly where Crey is involved).
He's a work in progress,.. for many years. -

The potential for easy softcap is just too much to resist. Arguably you wouldn't need to softcap with all the -tohit, but I'd still do it, cause I like having the extra buffer against defense debuffs.
I would have rerolled my Dark/Poison Merman corruptor as a Dark/Poison controller, but the wolf pet kinda ruins that. I still like the puppy though... if he'd just stop all that yapping... -

And it's not about the midriff. It's about the bikini bottom being so out of place color-wise when you have a midriff. If you noticed, two of my example recolorings kept the midriff. Nobody is against a bare belly. They're against a bare belly *for that outfit*.
As is, a bright red zippered bikini over a bright white tights and a bare belly is problematic not because it's slutty, it's a problem because it's a fashion disaster.
It just doesn't make sense given the rest of the costume. -

There's no real loss of visual texture until you get into very dark colors which hide the shading. I anything I find the texture more visible on the red than the white. -

Basically, it just needs color reassignment to make the bikini 'fit' and not 'jump out.' It can be done in lots of ways, some suggestions:

Honestly, the more I look at her costume, the less I like it.
There are a number of reasons, so I'll go by then one at a time:
1) The exposed midriff. There's no reason to have an exposed midriff except sex appeal, but the rest of her outfit is blatantly Unsexy. This just makes the costume look scatterbrained and unfocused. Also, visceral "DO NOT WANT" reaction to the idea of Sexy Penny.
1a) There's no way I can accept her age as 22. There's just nothing in Faultline that feels like she'd be 18. I'd be more comfortable believing that she were 18 now.
2) It's very busy. With the random zipper looking parts and buckles and straps. It's very.... eye straining.
3) The white part feels very tacked on. Like the costume wasn't really thought through. Which, I can see, since it appears to recycle bits of Praetorian Penny's trial outfit.
4) Holy Eyebrows Nocturnal-Flying-Mammal-Man!
Honestly I liked the look of the illustrated one better, before we knew she was wearing pants (though again, no thank you sexy Penny). At least the "sexy" of the bikini bottom matched the "sexy" of the exposed midriff. The upper arm bits made it look like her arms were also exposed, as if her top had a Tee sleeve, which again agreed better with the "sexy" of the midriff/legs.
Also, the strappy parts under he shoulders looked like they might be military cords, similar to those on the Gunslinger jacket, like so:

Honestly, looking at that pic, I rather wish the midriff part were just the same white tights as the thighs. The skin tone section just looks really out of place.
Actually, strike the white part. Just connect the top red part and the bottom red part together. There's no reason for the exposed belly. If you want "sex appeal" the red one-piece bathing suit look should be sexy enough. -

Additionally, I've seen a facebook posting by an ex-dev who flat-out said that Matt had been looking for an excuse for years.
Statesman was terminated with prejudice. Whether they did it in a "good" way or not is up to your individual tastes, but make no mistake that the current devs considered Statesman to be baggage that they wanted rid of.
Had it been out of spite they wouldn't have waited this long. -

It's mostly about the tone of the set. I dislike the loss of Fearsome Stare, sure, but if the two new powers had been offensive in nature (Debuffs) then it'd probably still have been a day 1 roll for me. -
This is correct. Living Shadows and Shadowy Binds do have -KB.
Well, Heart of Darkness does have a 5foot larger radius than Hurricane.... so.... maybe it'd still work? -

Archmage Beornan - Time/Fire Defender
He's an Oranbegan from the time of the Mu-Oranbegan war who went into a self imposed exile rather than agree to the pact offered by the Prince of Demons.
He's basically been hopping around the time stream looking for solutions the plight of his people (which brings him into conflict with the Demons who want to uphold the contract, and their pawns within the Circle quite a bit). He works with the Menders of Ouroboros quite a bit, since they have a good deal of experience manipulating the time stream. (I of course got him the Ouroboros and Cimerora day job badges, to unlock the Time Lord badge)

Ummm...... Well, I was going to say either Personal Force Field (virtual invulnerability) or Fly, cause come on, flight...
Then I thought of:
Quantum Flight. Two birds for one stone.
On the other hand.... If choosing Bright Nova got me the ability to fly plus the 4 blasts, I'd probably pick that. -

Synapse is working on designing a new PBAoE power to replace Death Shroud, because a PBAoE damage toggle conflicts horribly with Nightfall's fast recharging and very narrow cone.
Also, Moonbeam, which many people hate, in the level 20 spot, which many people hate even more.
