I have a controller specced for the STF who has fallout, mainly for going up against the AVs. IIRC it's slotted 2 acc/3 def debuff. -
I could well be wrong but a Power Boosted Fort is still going to leave you at 5% Tohit, or near to it, even with the Kismet. If that's right then you would be looking at 5+(5*124%)=11.2% chance of hitting your target.
Against a non-boosted Fort (say 24% defense) you are left with 50-24+6=32+(32*124%)=71% chance of hitting your target.
Kinetics tends to struggle against defense based sets as +ToHit is much more useful against high defense than +Accuracy.

Fluffy is quite versatile and the only real way to get the slotting right for you is to play him. I imagine you will get several quite different slotting suggestions in this thread.
Whilst he does have an accuracy bonus, fluffy can miss. As I generally fight on the higher difficulty levels I like to slot him with accuracy. I currently have mine slotted with 3 Lysosome and 3 Heals and generally let him do his own thing in missions. Against AVs I will spawn him on the AV for his PBAoE debuff aura and to heal the melee types while I hang back and baby sit the squishies. Prior to getting the Lysosomes (which are quite cheap btw) I had him slotted 1 Acc/3 Tohit Debuff/2 Heal. -
Lack of Knockback protection can be an issue too which can be solved by taking Acrobatics or Hover, slotting some -KB IOs or finding a kinetic defender to look after you (Increase Density does -KB)

I would be extremely surprised if it took you that long. The last time I did it, it took a little over 2 hours. I know it looks like there are lots of missions but many are 'Defeat XX', glowy clicks or 'Talk to' types. Good luck with it! -

My supergroup is planning on running the Statesman TF tomorrow (Friday) at 7:30pm UK time and has a three spots free.
Teamspeak users would be preferred but it's not essential. It just makes life easier

A confused player in PvP has their targeting reticule randomly redirected every time they attack, I believe.
Some powers may grant protection from Confusion, but by default a player can be Confused with a single application of a Confuse power.

Confuse is easily countered by zooming in so you are the only thing on screen. -
There's a temp buff available from base empowerment stations too.

Doesn't really matter. Even at the perception cap you aren't going to see someone running Hide+Stealth+Stealth IO unless they want to be seen.

TD and tactics will see through Hide+Stealth but not Hide+Stealth+Stealth IO.

I would agree with that. Whilst my rad defender doesn't have Fallout my mind/rad controller (who is built for the STF) does. I find the Vengeance-Fallout-Mutation combo to be quite effective on pick up teams when fighting the AVs.
