Looking at city of data Bitter Ice Blast has more damage than every other teir 3 blast except Blazing arrow and Blaze. Why does this set stink?
In the new setup I would guess the hold is attractive to drop offensive toggles and BiB hits hard, as well as it being a fast activating attack?
What am I missing just looking at the numbers?

Most shocking experience I have ever had; logging into RV on my stalker and hitting a 950 pt AS on a PB.
Never mind that I had BU and a 55% global damage buff on.
Now I am depressed.
I blame barrier.
In all honesty, stalker's need to have AS buffed and sharks toned down. Possibly tone down impale. POSSIBLY. As it stands, AS is pretty weak now. A lot of the people don't consider the time it takes for a coordinated stalker team to get a double AS off. In zones, that time is equal if not more then it takes for a single blaster to down 1 possibly two squishies depending on what kind of squishy it is.

Ninjitsu in PvP I'd skip the toys (keep the heal of course) and take Tough and Weave.
A ninjitsu without retsu running, has enough defense to deflect maybe 1 out of 3 shots. In zone, without retsu or shadow meld, you die. Alot.
Damage gets stalkers kills, you have one, a first and quite frankly "last" shot, if everything is ideal.
That, and its a confuse. May it only be a base of 2 seconds, with the purples slotted in there, thats four seconds; HALF the time it takes to get into hide. Not only is that useful, its purple bonus for having 5 of them, seems nearly custom made for a stalker. -
DM/EA that runs a close to 4 bil inf build. No staminia and has enough end to solo AVs, and then some

Sure, heals are HD'd now, but realize, in I12, you had to throw CMs constantly, becuase if you didn't, the person would be dead. Back then, you might have 3 or 4 seconds to throw that heal compared to the 9000000000000000000000000 seconds you have now. Also, people generally were smart enough to turn the emp into sushi then, now, not-so-much. -

I'd actually have to give Fire/Mental the win over Sonic/Mental. Against an AV, Sonic's -res will be pretty ineffective what with the purple patch and PToD seriously diminishing them. Fire has better DPS without resorting to debuffs, so combined with /Mental's -regen, you'll do better. I'm sure Sonic Blast could do it, but Fire Blast will do it faster, and as a blaster, you don't have time to spare, even with capped off defenses.

Anyways, even IF the devs thought your idea was even partially sane. How would they code it in a way that wasn't farmable?
Seeing as how the devs are on a holy crusade against any kind of farming. This is a key question.
And by the way, do you also have an ss/inv tank and BS/Regin scrapper? Do you spend more then 50% of your in-zone time in the RV train station and/or under atlas dead complaining about ganks?
If the answer is yes, I suggest jumping off a bridge, cliff or trying to meet barrier IRL. All the above suggestions are highly fatal in most instances. -

I have been looking at the drop rate for a while, when I sent my complete thoughts to castle, included in which was approx 3.2k kills, and 47 pvp IOs gotten from that pool, he told me I was wrong. He told me the drop rate is closer to 1 in 3 killz
