  1. You'll want to post the full builds for an accurate answer. A MA scrapper should beat a SS tanker easily in ST damage.
  2. I started posting, deleted my post, saw Werner's reply... Pretty much what I was about to say, said better.

    I'd add I believe you'd need about 650% -regen to floor an AV, seeing as 500% reduces their regen to a fourth of their base IIRC.

    If you plan to do insane stuff without insps, it's very, very important.

    If you don't mind using insps when needed or stick to "normal" PvE, you can be fine without GC.
  4. I believe the regen uniques work at any level regardless of their level, but I could be wrong as well. Exemplaring is rather confusing, with IOs.
  5. You're correct, in your situation it doesn't matter where you put them. I'd suggest putting them in the power you get first (so, Fast Healing), this way you'll retain the bonuses while exemplaring all the way down.
  6. These uniques have a fixed amount of regeneration, which increases with heal slotting in the power they're slotted in (i.e., regen tissue gives 25% regen, slotted in a power with 95% heal enhancement it'll give 25 * 1.95 = 48.75% regen). A passive or toggle that is always on with 90-95% heal enhancement is the ideal choice.

    Unless specific budget limits are mentioned, I don't think it's reasonable to assume a build has to be within a specific price point. Everyone will have their own opinion on where to draw the line.

    Personally, I like purples and use purples. I don't mind discussing low budget builds, but if nothing is mentioned* I'll assume unlimited money. I couldn't care less if our friend Joe will never be able to afford the builds I post, and I couldn't care less if Joe, as well as many or even most players, will never solo an AV, because soloing AVs and high end builds are stuff I like and stuff I like discussing here with other people who like that stuff.


    * Of course, if the OP posts a build without any purple or PVP IO, or even without LotGs and uniques, it's sensible to assume he's implying he doesn't wish to spend that much money on the build, and I'll take that into consideration.
  8. As a concept build, cool. As a playable build, for the influence invested (even if it's not much) it looks lackluster to me.

    It's softcapped, but with only 13% res, 160% regen and 50-60% DDR. Not really a great attack chain either.

    I'm sure it does the job just fine in most PvE encounters, I just think it could be a lot better with Tough/Weave and different slotting choices.
  9. Fury affects Blazing Aura. It's wonky with Burn, it seems to affect it for the first half of the duration then it doesn't. At least, that's what happened to me.

    In my opinion, it's still worth enhancing Energize. It's a great heal and a great +regen power.
  11. Here's my take on it.

    1/ Optimally, you want AD 3 slotted with HOs, to ensure it is stacked 2 times and gives as much defense debuff resistance as possible.

    2/ I believe the highest DPS chain is GFS - Incinerate - Cremate. I don't believe it's the best chain for a Fire/Shield, as the level of recharge required would involve sacrifices on other set bonuses. GFS - Incinerate - Cremate - Fire Sword does almost as much DPS with much less recharge.

    3/ That's the kind of questions you can only answer with a full build, because it's completely build dependant. You need enough recovery to sustain your attack chain long enough to defeat the AV (personally, I like to go for "infinitely" as some AVs take much longer to defeat than others).

    4/ Only the base slot, with end reduction.

    5/ I'm not big on Hasten myself, granted that's because I like CJ so much and wouldn't plan a shield AV soloer without some form of healing. You could solo some AVs without medicine, but maybe not as many as you would with medicine. Anyhow, I believe it's safe to say your success rate will be lower without it than with it.

  13. I've always wondered how would a "perma-dead" Willpower scrapper perform. Among other nice things, the rez gives a +100% recharge bonus for 90s, which could enable very good attack chains. It also recharges in 300s, which means you might be able to perma it and to die before the post-rez debuffs affect you.
  14. You could go with a mind/FF controller. Mesmerize is no confuse but sleeping bosses in one shot has its uses. Turtle it up with PFF if it gets too tough.

    Edit : gave it a shot. I'm getting wrecked by a 0/x8 group at level 1.
  15. No clue on what the heal is considered - it'd make sense for it to be an AoE, but you never know. The range is rather large, no numbers but I'd put my money on 60-80 feet if not more. On the other hand the radius of targets it heals is much smaller, and you can easily get someone to attack the healing nictus, get it to move a few feet away from Rommie where it won't be able to heal him, and keep it there ; however, if you move it too far away from Rommie it'll fly back to him.

    As for shooting nictus without Romulus reacting, I've seen it done from snipe range and with low tier blasts with boost range. Having just seen it and not done it myself I'm not able to tell you more.

    I've also been on an ITF where someone managed to pull Romulus away from the nictus without the nictus moving at all. I've got no clue how it's done, though. He told us it was a 90% chance so it doesn't sound like a fluke.

    Could you elaborate ? Were you fighting +4s ? The few times I've seen whirlwind used, it did knockback and scattered everything.
  17. I don't think AVs resist resistance debuffs at all.

    One option is to snipe / shoot the nictus from long range, and defeat them this way, albeit slowly, without Romulus reacting.

    DP's -regen is enhanced by enhancements, so if it's slotted for +95% heal it's almost as good as LR (except it recharges a bit slower).

    If you're going to fight Romulus though, the regen isn't likely to be a big deal with blaster DPS, especially multiple blasters. The heals are more tricky unless most people have good defense.
  18. A blaster has soloed the ITF with insps and possibly temps, two or more blasters should be able to do it without temps.

    I think so. The RWZ challenge had the avantage of being one of the few hard things at that time, and available to everyone. With so much other options, be it AE or I16 difficulty settings, coming to a consensus for a widely accepted challenge would be much harder.

    Most likely everyone will do his own challenge, which I don't really see as a bad thing.

  21. Rogue Vanguards never gave any of my melee characters trouble.

    Use mezzes (KB/KD falls in that too). Jump out when you're debuffed and back in when you're fine. Kite. Don't aggro multiple groups at a time. Use insps. If all else fails, you can also pull.

    There's lots of options, and I have no sympathy for anyone who calls for a nerf on them. Stick to behemoths or crazed bosses if you want a chalengeless experience, and leave my vanguard friends alone.

    I'm almost sure Burn would lower DPS on that chain.

    You'd have to define how long is the pause exactly, but my guess would be somewhere between 240 and 260 DPS (assuming you also picked Fiery Embrace).
  23. Typically you solo AVs at even level, and accuracy isn't a concern. Some AVs have +def powers and will give you trouble, but accuracy barely makes a difference in that situation - tohit is what you'd want here.

    Now on the other hand, if you want to fight +4s on a regular basis, it's worth looking at accuracy.

  25. Regen definitely offers the most flexibility out of the three, but WP has less redraw and is easier to use, with still quite a bit of room. SR doesn't look like it'd be what you're looking for.
