You can fool some players some of the time, but not all the players all of the time.
Anyone is welcome to approach me ingame and show me that despite the fact I believe in having forms for "certain things" . I won't actually need them for them "certain things" making a statement such as there is no high end reason to take them as true.
The sort of things I anticipate doing might not be the sort of things people believe they'll experience doing. Just like one of the opinions on taunt from a dev that was given years ago was "it adds flexibility" when so many saw no reason to take taunt, so do the forms. -

Tanker community is going to be made up of people who will always want more damage, even if its wanting their secondary to potentially farm as well as /SS or /Fire.
Throw everything summarised into one thread and trust in a Dev just to skip/skim "the never in a million years (unrealistic) parts" and then no one will feel excluded because their ideas have been excluded into the unrealistic thread. -
Rage on Footstomp is a constant 80% damage buff typically over 120s in 130s.
Build Up is a constant 80% damage buff typically over 10s in 31.32s.
A damage buff is applied to Superstrength more often than is applied to Energy Melee.
As far as I recall how single target attacks go the amount of typical attack chaining, damage, to the end bar of EM compared to SS was fine before the change to EM, EM had great DPA, StunPA making it awesome in PvP. They lowered them.
Over the peaks and troughs the damage buffs (rage and build up) give the powers an amount of potential DPEPS, there is an amount with Footstomp to the endurance bar (before 0 End) which was greater than the amount of potential DPEPS of Whirling Hands, because they're Max 10 PbAoEs, they're damage is multiplied over 10 targets showing an even wider gap in potential.
At 50 I would expect SS to farm quicker than EM.
I ain't up for subjective thought on this so I am currently breaking the sets down in excel. -
Straight after the change I thought something could be done to whirling hands, the Devs said nothing needed to be done, over time more and more players felt something needed to be done but its still quiet.
If you attempt matching the powersets of Superstrength with Energy Melee on Mids then you might agree that there doesn't look to be alot of inbalance.
But if you have Perma Rage on the SS whilst Build Up up and downness causes peaks and trowels in EM damage output you might see a difference.
Overtime the DPS of Footstomp might be way better than the DPS of Whirling Hands due to Rage. I thought the STs had to change how they did, but after doing so the DPS of Whirling Hands needed to improve. The improvement never happened afaik and all this, is iirc. -

I did the slots ya cld expect to fill for a decent build. Works better with enhancements in them rather than me imagining but I have an Ice/Ice so I shouldn't be too bad.

Human form already competes with Nova dps-wise (giving Nova a slight edge) but I don't have nearly the heartburn with nova as I do with what perma-light form does to white dwarf.
For white dwarf, the only reason I can see is the auto-hit taunt and gauntlet in the attacks. The problem with that reasoning, IMHO, is that in the high end game there is little reason for you to tank. You're either solo or on a team with high end builds that are nigh unkillable and don't need anyone to tank. And if you're in an i-Trial you've got an actual tanker or a brute. Sometimes two or three.
So the one thing they gave white dwarf over human form is the one thing that's invalidated by the time perma light form is achieved.

Just had a thought:
If you select male at the character selection screen you should get the tribe of men that once a year had relationships with the Amazon women for pets. They raised the boys.
If you select female then you get the Amazon women. -
My problem with the build is that taunt comes too late. If your effects miss then somebody else gets aggro. So under tohit debuffs or versus good def you could be a waste of space for a few moments before 28. Mudpots is autohit when it comes to taunt but I just don't always visualize a Stone whizzing around.

No one has to have IOs. No one wants other people to decide for them that its a bad thing. People used to complain about the lack of crafting, end game content, to solve that ED came along then IOs and IO sets came along. As much as people might of complained about or left over ED the mistake was in the very beginning, so long before IOs and IO sets were concieved. ED should of existed from the start.

I'd wanna tank with as many different primaries/secondaries I can. If I haven't played it, it doesn't exist.
Edit: Everytime I see Dread Shinobis avatar I end up pausing at a Japanese(?) version of my little sister. Uncanny. -
I have a high end reason to take Nova form.
I have a high end reason to take Dwarf.
They're both practical.
Any Dev worth his/her salt is going to know this. Who would I be fooling? -

If I couldn't tank low end content with what is a 50 build I'd need mental help so there is no serious need for a second build if that's what you're considering.
Also in saying that pre granite I would be tougher due to fight pool and with granite again tougher due to fight pool. -

Tankers doing more base or raw whatever you want to call it, DPE.

I avoid half smiles, in my post history they're extremely rare. -
My prob with that would be the end cost in Fireball, 19 end points gone in a sec every 12 secs roughly. You could just Acc Char and pull a slot from there and perhaps a slot from health to better slot Fireball. If I was playing it I'd look to use Fireball once per group, try to set mob level so that in teams I have a 20s fight duration, then have 5s between mobs, needing Fireball every 25s thus making sure I can consistantly pace myself.

I did a doubletake on your last build Robotech. In totals I saw figures I didn't expect to see from the slotting.
This is why perhaps sometimes people have a different idea on builds, we don't see the same figures.
I'll leave it to see if anyone else spots anything odd and perhaps it maybe just me.
I got fight pool on mine. Out of Granite mostly. -
In a group some targets are harder to hit than others. This maybe sometimes just subjective but I did notice a better success rate with Blinding Feint on certain targets before going onto attack harder to hit targets.
A dualbladers experience does change with different armour sets. Invulns being one of the safer bets with +Tohit coming from Invincible.
My Dual Blade scrapper being Willpower, is min/maxxed with full leaderships, one of them obviously being tactics. QR does help in endurance so why not.
On the subject though, I'd love to see it buffed. Attacks that have to hit to give +tohit have always been limited so any buff is good and seriously I don't see a reason why not. Dual Blades is good but not that good that it couldnt do with a buff. -
With each point there could be a brief reason stated. It's one thing listing what people want but it's largely sterile without why people want it.
If it weren't for Hyperstrike sharing something similar to my views you would of missed my point which makes me wonder how many other points were missed.
@Deut_Otiosis, I didn't read anything you had to say since my last reply to you. It would of been a complete waste of my time.
Johnny Butane can have any viewpoint he likes, I could of earned thousands in the collective time people have spent trying to change it. -
The more people that see it the more I'd have to elaborate it. I might do a more elaborate one when I have the freetime and then show it as an open doc. It'll pay me to redo it better as you might know halfway through you can go "would of been so much easier if I did this and that" and then not have to bodge a quick fix making things somewhere in the ballpark.

I can keep an AV from being interested in a Ill/Storm who is using everything at his disposal from 114ft. Brutes gauntleting+aura and taunting (perhaps) are another matter in melee.
