You don't do as much dam per end with that attack as you should, because it heals you; and you don't do as much heal per end with that attack as you should, because it deals damage and its not particularly great at neither. For its end cost you damn well want it to hit as well and its best used when both elements are preferred.
If I could IO it 2 end 2 dam 2 heal I would, getting acc bonuses from elsewhere and tohit from elsewhere. It is one power that could be best of frankenstein setted or hami-o'd.
I don't need it in the attack chain and use it to buy time until my dark regen recovers. I would in your case have an attack chain that doesn't require it (I like air sup to fill) and use it as and when necessary. Powers like aid self interrupt your dps, this power won't as much over time. -
For my Zombie/Dark MM whose a witch really, born before the days of witch hunting and as a result all her zombies are witch hunters she keeps bringing back from the dead and getting them killed over and over.

Sometimes as a Dark tank one may want to actually taunt an AV at range limiting them to ranged attacks - for lower dps on them or to direct damage away from team or even in melee due to easy AV, support or team make up but either way...
If you imagine 4 minions who are not death shrouded but feared, and kept alive for every time your health drops to worrying limits then you have feared foes to be dark regened off of for a full health bar. They may attack you but then go back to being feared.
I have seen invulns tank AVs with minions kept alive for defense purposes. If your ice melee with frozen aura or ice patch then understandably it'll work better.
Solo a quick off with death shroud and on with CoF waiting on a recharge may prove at times beneficial and perhaps it can be used for many more reasons that will come to people
I am not saying get it and I am not saying don't.
To of been able to upload and fiddle with this build may of been good.
(Tanking an outdoor GM I have used minions for defense purposes on an Invuln and used CoF for regen purposes on a Dark Brute - you always get someone who kills them for you XD ) -

I find this really commendable. Some people are "Your not very tanker like without tough or weave." but to get on you just have to have faith in team work more or know your enemies better.
Some love the feel of tough and weave and it gives them what they expect from their characters and thats fine.
If I move my invuln tank across to another server which I have been contemplating I may get tough and weave until people are no strangers to my methods and then take it out (- because my patience is so thin). -
Weave is not "needed" but far from "pointless". Without weave as an Invuln it pays to get as many foes in melee range with as little ranged attacks being used as much as possible; but then weave would still add to my defense versus melee; making attacks that would normally leave me damaged, not hit at all and thats with the secondary effects as well. The fact that attacks that consist of -end miss, more than makes up for its end cost. Seriously.
In teams of the most cooperative players that will work together in a way that helps each other survive best plus buffs and debuffs already available weave is not needed and sometimes not even useful. However some people are bite sized players who may have generally little idea of how their own powersets work so no chance in knowing your needs, having weave adds flexibility to surviving in teams that may work against you. I myself have got to 50 on characters that I still needed to learn about purely because I never got info from anywhere.
When I say work against you, think fire cages on spread mobs who do what, with the exception of psi, you resist least with their ranged attacks and your invincibility is at perhaps 8% instead of 29%, weave would compensate. I can go nuts at people who may as well be batting for the other side. -

Depends on who you play with, to be fair. There are plenty of people who will command you to use certain powers, and scorn you for not having 'awesome power X' or 'L33t power Y'. They tend to be of the same ilk who will not do anything without 1 Tank 1 'Heal0r' and 1 Rad (because ofc, there aren't any other debuff sets). You ever watched Fantastic Four? The last battle against Dr Doom? They had to combine their powers one after the other to defeat him. They worked as a team. They didn't use any old powers and choose any old moment to use a power.
Sometimes the best methods of overcoming greater odds need that. I do know a lot of people resign themselves to needing certain sets in teams but some people are pushing to work more flexibly to not care whose in team, value other peoples concepts and well..think for once.
Sometimes things take cooperation and working out just how best to combine powers. Some people may take me as a dictator for asking people of things but really I am looking for ways around the problem as opposed to through it or worse! Quitting and failing (I really object to it tbh).
With Illusion/Storm I can't think of a power in those sets that isn't worth having unless its PvE because for a start you only need so much stealth and group invis + steamy mist gives you that so Superior Invisibility being only of personal use would end up on the chopping block in favour of a pretty useful power. The storm powers, in dropping powers for something else...cold dead fingers well maybe not thunderclap. -
Before other people fly in and do figures I promise you weave can make a hell of a difference to an Invuln tanker.
The difference between herding carnie with and without is huge.
I don't have it, I put more faith in teams and restrict myself to trying to make sure basic builds do alright in PvE as the game shouldn't force people into considering extras like fight pool as a must have.
But even then some energy attacks come with -def and so its good to have energy resists to extend your survivability.
There is info on practically anything somewhere on these forums if people dug deep enough. -

Lets see now, someone drops next to an AV, go res them, both of you get footstomped and die...yeah, yeah good decision making...not. -
Lets look at your slotting of health for a moment.
3 health slots means you have an extra regen of 0.04 hitpoints regenerated per second.
Thats 4 hitpoints per 10 seconds.
2 health slots means you have the extra regen of 0.03 hitpoints regenerated per second, an extra 3 hitpoints per 10 seconds.
So there is one enhancement slot for 1 hitpoint over 10 seconds.
Doesn't sound like a lot. Taking that slot and putting it in haste to shave of 29 seconds of recharge sounds like a lot (although depending on the rest of the build the difference can still be small and so is there a better place?)
The debuff slotting in the attacks increase your def debuffs by 2.9%, if they were an accuracy slot your accuracy is increased by 28% which sounds like a lot more. Is it? Well I'd think for PVE with the other powers you should do alright with 1 acc...so..currently channel gun does 22.7 damage per end. If that defbuff was changed to an end slot you would do 31.48 damage per endurance. This'll obviously mean that after using an attack you have more of an endurance bar left. You can go quickly through endurance and have 5 attack chains to an endurance bar or have end slots in attacks and have a ballpark figure of 8 attack chains to an endurance bar.
All I do is rather than read percentages in the info box I go to windows and use the power graphs on slots (Not all the time, you do get faster at build creating).
Power choices I personally think are down to you. I personally think the combat training defensive power is more important than the mental training. Mental training increases your recharge and gives you resists to slow but increased ranged defense should help you avoid more attacks, particularly those that reduce defense and defend against being slowed to begin with.
Sometimes we will have 3 slots in stamina or health because we are waiting on an IO or something. -
People will with their various ideas on builds and will have different views on what could be changed but here is mine.
The human form toggles. Pain in the butt to keep turning on and off all the time. Not many bother. I'd make them human form only passives that are suppressed under mezzed conditions. -

Edit: Its okay no need to reply, I think somethings were lost in communication with people I talk to. You have to claim them or they'd be lost. It's not like you've claimed them and then they'd be lost. -

Teams are rebalanced constantly on monday nights in pocket d, this already happens. and do you have any proof about the latter part of your first sentence? I don't think that's true, we all like to team with our friends, unless it's meant to be really competetive, like union vs vigilance for example, or if someone thinks they're better than vindicate.

With all due respect Rooks and I say this because your opinions are pretty much shared by me, but I am not on one server and I rarely even see Union so my opinions aren't properly uptodate with union.
I think world PvP would be good for Vindicate, sometimes your never going to meet other groups in your league and rarely doing so is a limitation.

I don't know how many times you need to be told but I can't read your posts. I can read everyone elses. However if for once you can comprehend what I am saying in its proper light and express valid counter arguements to it then great. I see that only some opinions will matter and really its only theirs I am interested in and should they take your opinion into higher regard then so be it.
Ultimately I want world PvP, by that I mean go PvP with anyone of any server ie a Union SG/VG versus a Freedom SG/VG. -
Some people may see the game as a game where they have fun by getting kills, being the last man standing makes em feel l33t and its all about being seen as the best - as one example at one end of a spectrum. Whilst others at the other end of the spectrum are playing a game with a sense of roleplay whereby being man down is not good at all, in fact gutting, and realistically losing a fellow soldier in a time of war would be like losing a brother. So you end up with the more so selfish and the more so selfless at two extremes. The selfish would play properly to avoid getting themselves debt and the selfless who would like to get to play conceptually to their sense of roleplay avoiding the lose of a brother as a result and therefore debt. I think the game itself should be played in a way that those expecting to play and feel, like superheroes/villains get to - you notice only villains get a true and very useful reward for debt, this is to my way of thinking cos villains are going to be less selfless. So a balance of debt in mind is important.

The 3rd end in Force Bubble works out better as a gaussian recharge end in tactics or a second end in assault assuming always on...I love tacts on controllers.
On defense powers, like dispersion bubble instead of having 75% def ED to 58% I would of swapped the GoA def to GoA def end rechg taken it to 63% scaled to 56.5% and only had a drop in 0.2% difference in actual defense. Little things like that to look for...thats if def end rechg is cheaper but it cuts end cost down further. Its a 0.05% def change on maneuvers...and a saving of 2 end points...I am so tight with money... -
I would suggest Aid other and Aid Self on both characters for healing and think of poison and traps for everything else. Alkaloid used several times in a row depletes the endurance bar quick. You can each then better manage all pets and yourselves and have greater self sustainability if soloing somit. I'd rather aid other pets than set them up again.
On Poison; I find, I find? Everyone seems to avoid the Poison Trap. The traps version of poison trap is better. Everything else with poison is afaik considered worth having. -
I agree with a lot of whats been said but its not just what the Devs should do for PvP though.
A person with a PvE build or a naturally disadvantaged character to say person A should be able to PvP for fun and walk away from person A sharing a certain level of individual respect win or lose.
You can't always judge peoples abilities based on their build. Some builds just have an "I win button" compared to another no matter whose playing it.
I think that a character is an extension of no one, nothing personal needs to be brought into it nor should egos be fueled by it. Its all done for a different kind of fun or challenge. But it's like anything though you come across people who have nothing better to do with their time than act like they're somebody from it all and put others off.

The idea of; damage per second of cast time not being included in the original equation; that certain effects and damage types are more commonly resisted/unresisted and that defense in PvP is a joke makes me think "why box in a match rigged by the referee?" with a character of concept. -
We just differ on perception. The differences of kb, ku and kd are direction. Also when I say higher scaling people may not interpret what I mean coming from a different perspective.
