Set to Average damage * chance I do more damage over time than that (minus the chance to res) when my choice of slots are placed within the rest of my build. Especially once I start multiplying over the numbers that can be hit. I settled on a def debuff of 44% whilst doing the damage. Thats only 5% less than Oktons.
All my ticks added up do 50,7 cold damage, every 27 secs, I do do a debuff of 44% so I didnt go all out on damage. On 16 foes that's 811,2 damage to group for an end cost of 11,11 end with only 2 secs of my time taken every 27 secs.
I mention the end cost because I like to see how much damage per endurance point I do and then compare it to a single target power of mine like spectral wounds which does 83.5 for 4.06 damage.
Spectral Wounds of mine is 83.5/4.06 = 20 damage per endurance point.
Freezing Rain on 16 targets (So yes the bigger the teams the better in my case):
811,2/11,11 = 73 damage per end point.
Now then. Assuming its alright to do 20 damage per end point on a single target attack...
The minimum number of foes to use Freezing Rain on is:
73/20 = 3.65
16/3.65 = minimum number of foes worth using it on = 4.38.
Working back now:
(4.38 * 50,7 FR Total Dam)/11.1 end = 19.5 dam per end...near enough.
For damage purposes my Freezing Rain is near enough economical on 4 targets as my spectral wounds is on 1.
In PvE large teams, your gonna hit more than 4 normally.
FR -30% resistance, the -rechg and -spd stacked to snowstorm in my case.
Freezing Rain is a power I like to use all the time for what it does out of the box.
Getting down to 30 secs, - sweet.
Slotting it for def debuff - can be needed although its -30% which is pretty strong. I took mine to 44% anyway with IOs.
Slotting it for damage - if you can afford the slots and much like other auras a minimal use on a number of targets, in my case 4. Likely at times I would use it on 1 as its good.
Like everything you can be in excess at times which has been pointed out. At times def debuffs may not be necessary, slows may not be necessary, damage is always good in my book if the damage done per end point per second is as economical as it is on a good single target attack.
All this with still doing as much as I would do with Blind and do as much as I would do with Spectral Wounds on top of it all. You can 3 recharge 3 Dam Blind and spam it if you want but you may just run out of an endurance bar before you get to the 13th use especially whilst running Stormies Toggles. -
The saying to someone I am right, you are wrong and then giving no real reason for it is as bad as. Its without substance. The increased show of forum clique mates is also lessening it.
I see no ones done the numbers to prove otherwise because I don't think the numbers can be denied. I much rather do as much as over 800 damage to a group via 16 enemies in 2 seconds of my effort than sit around way less. It adds up over time and the damage per endurance point for the damage component alone with nice slotting can be worthy of use on a minimum of 4 but sometimes people are likely to use it on as little as 1 target at times anyway for every other component. The slow component and the def debuff component aren't always needed where as damage is in PvE.
I'll go with AoE DPS and approx 45% def debuff through my slotting, thx. If thats wrong for PvP, I already knew. -
Depends on build; end slotting, cast times, recharge times and pace mainly. I don't have a Earth/Emp but I do have a Mind/Emp but I can only imagine her staminaless on teams that aren't wreckless.

Just another observation of mine. The argument that you should take another attack instead of taunt. Firstly, Im sure nobody in their right mind would suggest ANY attack is better than taunt in grabbing aggro.
Secondly, I am almost certain that the teams I play in do more damage if I taunt. Yes folks, its true. *I* may do less damage, but my damage as a tank is pitiful compared to a blaster,or even defender sometimes, who is not afraid to unleash AoE hell.

I don't think tanks should take another attack for taunt; it could be invisibility; it's their toon. You don't have to team with them after you've found out that the AV in the mob has run out, away from the tanker and one shotted you or anything like that.
People tend to lower their dps around tauntless tanks just so that they don't unleash hell and everything runs out and hits them. There is the aura but it is small. Maximillian says things but the game is a diverse one and you can't compare RttC with CE. With CE people tend not to steal aggro and if they did what ever runs out runs out slowly and is easily grabbed back. My Icetank still has taunt as I intend to tank the whole game with it regardless of team make up. If I need to out-range GWs soul storm and black hole because there is no CM, Clarity etc then thats doable.
Now PuGs are PuGs, and normally it takes a while for them to gel, something I am patient with. SG teams that have someone plant every 2 secs just tells me there is one donut in the lead loving the extra prestige that peoples debt brings with it.
The game is merely about playing a hero to me, but people do farm and pvp, either way you limit yourself with your choices and either people can handle playing with you or they can't. -
Thats the sort of slotting I'd consider after I would of leveled up/had the inf, which is not your average player. I merely commented as I picked on the "leveling like a snail" bit around the late 20s in levels and still leveling so I wasn't gearing for a final product.
However, I can't see if I think your slotting is a mistake because the whole of the build counts towards it. A build I can't see.
I believe our intentions/power choices are probably not identical.
Putting those slots into mine leads to "lowering" my dps by a lot and increasing the def debuff by "only" 5%. My current dam buff sits at +8%, I went for rechg and +end ofc. -

Your account, your character, your concept, you play how you want to play.
Why take it? The list is long and it differs not just with any powerset but with different powerset mixes.
The bit about it being a selfless power and my liking to see people take it on that value, is just a personal thing of mine. I may like people to take it but I won't fall out with people who don't..I would be a bit disgusted with people I know well if they didn't take it but all of them do. Some as far as on scrappers too come to think of it but they're on new characters now.
As with concept mattering, we play the game to socialize. People log in, they make a character that sounds great! Woohoo! Not knowing what to expect and with hopes that they are to be valued (be making friends). Now just as it wouldn't be fair if we chose a tanker with no taunt over a tanker with taunt or visa versa to join the team by the same token it wouldn't be fair to invite a kin "Cos they are better and they are the only thing that'll do" when a Stormies asked nicely for the last spot 5 minutes ago. I see tankers stop and say, wait can you see if you can get a <insert here> first. What taunt allows me to do is; no matter what type of Tanker or Scrapper facing any AV; any at all; it allows me to come up with a dynamic (having done most AVs time after time.. all except Romulus and the lower level ones we breath over.. it allows me to think up a dynamic that hopefully the team will comply with well enough and have hope. I love all defenders btw.
I use it to limit an AVs attacks so that they dish out a level of damage that can be handled. Tankers in this game are pretty much about controlling the battlefield, by directing and placing fire in ways that the rest can handle. Sometimes in teams versus certain enemies the best technique lies in kiting and by knowing what the AVs attacks are, their ranges, recharge rates, you lower the DPS to a level the team can handle. In melee AVs have their full attack chain and can AoE anyone else. Remember your not playing other peoples toons and so where they stand and when, can be a problem and we get to kins ftw etc.
Tankers in this game are more than meatshields or bricks. The game is about heroism and basically doing what is right because it is right, is what really matters. Any technique that prevents failure of a heroic act is a good one. If your standing and no one fell it's kiss the team time as it's a result of everyone.
One could say here; against such and such; as a Firetank with a really gimped team in terms of survivability; you should do this: <insert here>. But most people come to the game rather finding things out for themselves and I think thats best.
I don't like to choose players or prefer players because of their powersets. Tauntless tanks may dislike players choosing a tank with taunt over them. This is a bit of a clash because if its a team with just a storm/elec for support against an AV who AoEs like a demon they would naturally prefer someone that can lower the damage against the whole of the team just so that 02 would be fine as fast as it can recharge even.
If your in melee range and Mako Placates you, then thats it, without taunt your expecting the low duration of all your attacks and aura to keep aggro..was it jab last? I expect someone in the team to get killed. It could be the one whose keeping the team alive. To not get placated you can stand more than 50 ft away and taunt but he is a runner, hard to hit and immob at times so even in melee and especially given the fact he eludes taunt autohits and has the longest duration.
Some defenders are preferable but that is, as far as I am concerned due to pace but it also can be due to lack of; either knowledge or the ability to work with the less desirable defenders. My taking of taunt now is also so that I am not fussy about them, every effort is a team effort and some techniques may still need some luck on ones side. -

Speaking from experience tho it's really tough to sap effectively as a solo. If you're in a duo with another elec blaster (and there's not so many about) or a kin then it becomes very effective.

Neither Powersink or Short Circuit is of nigh 100% recharge and then both of them aren't hastened. Short Circuit being higher in endurance slots would help. I can say that I seriously looked deep into these 2 years ago when i started one like on excel. Getting into maximum end drain over time and then keeping the enemies drained as thats what elec/elec is about. Plight Trawlers experiences helped applying the finishing touches to my planned build. Originally I would of liked to of pvped him with it and even made a second one so he doesn't know its me but then pve keeps calling me, that and altitis. At the time (time of SOs) most of the end drain over time came from hastened 3 rechg 3 end mod power sink and 3 rechg 3 end mod short circuit. Nowadays I'd seek the equivalent thru IOs. -
I vote for Master Zaprobo's Blogspot (unless it has won before ofc). Well anyway, its very good journal with much in the way of game related stuff and has taken years to complete and now its complete; as of duffing up Lord Recluse; I will vote for it!

If I was the OP and made this build with the unlimited expectation of being afk in front of "any" AV expecting to be alive and have "any" team alive when I came back and pardon the expression "I might want to hunt you down and from your shoulders remove your head" or atleast demand my money back. Despite it being doubtful that anyone would take a comment seriously as law I still felt some clarity would be nice...just in case someone does have the wrong expectation.
Also if you can go AFK for a lengthy amount of time in front of an AV as a Willpower tank; whilst the team is fighting them; then most people would conclude the team didn't need a tank for that period of the fight. -
Do something other than spam that can be classed as a way of trolling. Something constructive towards helping the OP, showing numbers that can't be refuted.

PvP or PvE...it doesn't matter. There will ALWAYS be a better use of slots than damage in Freezing Rain.

See...I consider my deriding of your slotting far more contructive than most of your posts. Advising anyone to slot damage in Freezing Rain is a waste of forumspace. Freezing Rain should ALWAYS be recharges, end reduction, def debuffs in that priority order - and if you feel really silly some range. Never damage.

No to slot flash with damage isn't a good idea. Like being afk next to an AV with a WP taunt aura for a team isn't a good idea.
Why don't you run some numbers.

Given that in this thread I have already said it maybe better to focus on PvE and level first and then go back to PvP. I don't see a problem. If I said carry on with PvP then no that wouldn't be the slotting.

In 2 secs I can almost cast the equivalent of 16 * the damage of Blind because F.R. can hit 16 and constantly over waves of multiple targets its dps can be worth as much as over 3 * Blind's.
On the french server I am not normally outside of an 8 man team even at this time which is 4 am.
So yes I do damage slot it and when it comes to IOs I have 6 slots worth frankensteining. -
SR offers you quickness so instead of slotting 1 recharge in your attacks its better to slot 1 endurance.

Well the first one with better slotting could go for better end drain over time along with melee focus. utility wise its okay, I think maybe there is more attacks than you need and could replace 2 powers for something towards survivability like Aid self.
Second one is even less end drain over time yet probably a bit more survivability. Slots are thrown away on this. You should really aim to suck peoples endurance dry as often and as quick as possible, constantly replacing your on and keep any opponents chance of recovery floored. Its not so much abilities although I really like Short Circuit like its a must have, its the slotting. -
Popping down your build power by power lets see.
I chose to at least 1-2 acc 2-3 dam 1 end ninja pets, where we get them slots from lets see..
Glue arrow, -90 runspeed is cap I think, the slows do add to the duration you slow for, which was past the glue effect time and normally long past the time to defeat anything, slows ok for team pvp generally or after you considered your attack chain. I used glue arrow on council, with slow durations long after the glue effect disappeared the slow still counted, this was a year ago though.
Train Ninjas, your getting out of ninjas consumes your end bar and your lowering the end cost on this by a fair amount, which is a total of 8,1 per ninja, 6 ninjas = 48.6 end saved but if you end slotted the getting the pets out with end.
In training 6 ninjas
1 end redux would of been 27.6 end saved.
2 end redux would be 44.64 end saved.
3 end redux would be 48.6 end saved.
The 3rd slot is not a lot of change, only 4 end and had it been in a pet then instead of the end cost bringing them out being 19.5 end you would bring them out for 13.69 end saving 5.82 end almost 2 end points better and so the 3rd end slot would be better in calling out pets. I have a sneaky suspicion they'd do more attacks to the end bar too (seems like it).
Unless it's the Oni I can't see the secondary effects as powerful enough to warrant a slot, yes they'd stack on a target but I just cant see it. I think another acc would be better than a def debuff but saying that you should be def debuffing to the floor a lot of the time yourself. I will PvP my MM against something of mine on another account...
Air sup, nothing in it and it looks like you may be a bit of a kiter and being TA, easily so! It may as well be hover, fly and attack for a lot less.
The 3rd slot in stamina increases your recovery by 0.09 end per second, on its own it'll take 1100 secs to fill the end bar, rubbish isn't it? But still its doing more than the 2nd and 3rd end in Assault. So that 1 slot in stamina does more than the 2 slots in assault. There is probably somewhere in the build that 1 slot in one power can do more than all 3 of them. We get back to that.

1 end redux would of been 38.4 end saved.
2 end redux would be 59.4 end saved.
3 end redux would be 67.8 end saved.

Attacks, you 3 dam'd which is nice for burst, worth it I don't know as excess damage usually ends up getting wasted anyway. In Aimed shot with IOs you could improve dam per end by changing the 3rd dam to an end or make it greater in DPS and fistful could be the same. If I was using fistful as a cone that it is by hitting numbers I would turn the 3rd Dam into a Rechg, as cone attacks, providing they hit more than 2, do great dam per end.
Acid Arrow is not really a damaging attack. Its small AoE means its not likely to hit many. So I see as more there to help other people/pets or yourself with your other attacks do more damage.
Poison Gas Arrow, I cant see the need for that much range, the sleep duration is short (shorter than its dam debuff duration) and although it can be used as a mass sleep, its hardly likely to as a MM. I'd get the recharge to meet the debuff duration on it personally.
Oil Slick is the damage dealer. You shouldn't need slows and the def debuff stacked with acid arrow is enough, maybe a little def debuff helps but most ppl 3,3 it with 3 rechg 3 dam. Its massive in AoE damage.
Tactics, 2,2 would be fine.
Vengeance may as well be 2 def looking at the advanced totals, you could go 2 def 1 tohit but thats all that its probably worth doing. I'd settle for 2 def and slot elsewhere personally.
Recall friend has a basic range of 10000 ft..Interrupt or end although more value would come from an end.
Smoke Flash, you have it down to 10 secs recharge, not good without end slots as you would use it 4 times and wonder where all your end went.
In looking at what you maybe doing, changing no powers or levels taken at, I suggest this:

My Ill/Storm was not too dissimilar to yours except that rather 3 rechg'd 3 dam SO'd Freezing Rain and the pets.
This then meant "see a huge mob, throw pets in, Freezing Rain them" taking most things down as I concentrate on Bosses, spectral wounds, blind and even deceive on some lieut to help me move on to the next group sooner. Rinse and repeat.
Teams love it. I get the "Did you mean to pull that many?" question. If I have to bunch them up for Freezing Rain. I try pulling everything I can with snowstorm. I then have them intercepted by my pets just before my herdpoint and then I Freezing Rain them.
So when you said slow leveling with Ill/Storm. I thought no just plain no. You haven't perma'd Freezing rain nor got the pets down time to a minimum as well as, since you have, having your bread and butter attacks sorted.
It maybe cos your building towards PvP that your not as full on PvE and so leveling slower. I would try a level faster build then worry about PvP. -
I really can't see myself purchasing a respec but some people can get themselves into that much of a pickle or be a Zukunft player where its sodding empty and getting a team for the Respec is the first milestone. It might be more tempting if you could buy in bulk but I tend to have spare respecs coming out of my ears.
I have used the transfer function a lot though. If I feel that the people I know on Vigilance would be great to team with a controller from another server I just move. £5.99 is less than a cinema ticket and paying for the transfer can be the absolute equivalent of leaving the repeats on the TV to watch a new film at the cinema.
New slots, I have probably bought 15 atleast, that works, mainly because you can buy in bulk and buying in bulk can lead to more alts and more future gametime. -
I see perfectly good control sets that controllers should be allowed time to use before people need to panic, run around like headless chickens crying "Heal Meh!!".
There is only so much that can be done in a short space of time and I am sure a controller would rather of contained lets say the 3 Malta groups, with a sapper each, in an obvious ambush point made for idiots, than have to chase after said idiots to save them. -
Only in a power where most to all of the rest of the set is worth taking like consume would I consider going for the 0.04 end rec bonus and I would have to go to 5 for the dam buff as well.
In stamina I'd simply go basic end mod, performance shifter end mod and end mod proc as I normally find other better places to slot.
