Ah yes the one that some pointed out a few flaws in version 1.0. Well thats fine since version 1.5 was already on the drawing board anyway. There are two templates for this one that were designed, one with Hasten and one without. The one with Hasten is for those traditionalists that wish to use Hasten to keep Rage as stacked as possible, however the one without Hasten will have Rage slotted up so that it will recharge within a few seconds of the previous use of Rage wearing off. Also these templates focus a bit less on the run boost and more on recovery and recharge, as a result your run speed increase is diminished from other builds.

Meaning your run penalty in Granite+Rooted is reduced to -77.5%. This is a vast and noticeable improvement when you are in Granite+Rooted. If you are in Granite only then the run penalty of 70% from Granite is negated and more, and if you are in Rooted only the you are slowed by only 7.5%. Version 1.5 brings recharge bonus up to 66.3 which is enough to completely counter the 65% recharge penalty from using granite. Switching into the Purple IO configuration brings your recharge boost up to 77.5%
Note: if hit by speed boost from a kinetic, the player of this toon can expect near Super Speed run capabilities while in Granite+Rooted and have near permacharge to their powers. Convert to the purple IO build and you can expect permacharge when speed boosted. -

Granite + Rooted combine for a -160% to your run speed, rendering you almost totally immobile. Your IO's shall give you a 82.5% increase to your speed. Meaning your run penalty in Granite+Rooted is reduced to -77.5%. This is a vast and noticeable improvement when you are in Granite+Rooted. If you are in Granite only then the run penalty of 70% from Granite is negated and more, and if you are in Rooted only the you are slowed by only 7.5%
Note: if hit by speed boost from a kinetic, the player of this toon can expect near Super Speed run capabilities while in Granite+Rooted and have near permacharge to their powers

SECTION 2: PENALTIES OF STONE AND THE NEEDED INVENTIONS
So what are the penalty percentages of Granite and Rooted?

Granite: Recharge penalty of 65%
Granite: Run Speed reduced by 70%
Rooted: Run Speed reduced by 90%, Jump reduced by -50,000%
To make matters worse: The Run Speed penalties for Granite and Rooted COMBINE for a total of -160%. Or to put it in simple English, molasses will run faster then you, even in January.
These are the Inventions that shall become your /Stone armor characters very best friends:
Luck of the Gambler Global Recharge boosters. You need 5 of them. It doesn't really matter what level they are since the Recharge boost is the same. Higher level ones provide bigger defense boost of course. These 5 gems are quintessential to the Need for Speed build.
Gift of the Ancients: Run Increase You need 5 of them. It doesn't really matter what level they are since the Run Increase boost is the same. Higher level ones provide bigger defense boost of course. These 5 gems are also quintessential to the Need for Speed build.
Crushing Impact: truly the most coveted of the normal Melee sets, not counting the purple set called Hecatomb. Crushing Impact provides both Accuracy and Recharge increase once 5 slotted. You will need a few sets of Crushing Impact for your stoner.
Regenerating Tissue: this is from the Heal Recipe sets. You will need a total of 10 of these, 5 of which should be Heal/Endurance, 4 of which are Heal/Recharge and the last one is the Unique +regeneration one. This is an underrated Heal set by some, but is great for a stoner since 2 slotting this increases run speed.
Miracle: this is also from the Healing Recipe sets. You will need 6 of these, 2 heal/endurance, 1 Heal/Rech, 1 heal/end/rech , 1 Heal, and the last one is the Unique +Recovery one
Numina: the most coveted of the Heal IO. There is only one of these you need, and that is the Unique +regeneration +recovery one.
From the Resistance IO sets: Impervium Armor and Aegis
From the Slow IO sets: Tempered Readiness, you will need 5 components from this set. (skip the range/slow one)
3 normal SWIFT IO's, level 50 of course being the most optimal
2 Ribosome Hamidon Boosters
Some Templates will require other recipes like Kinetic Crash and Scirocco's Dervish

Ok, now that is one heck of a grocery list. How much will it cost? a lot. I can't give an exact amount since the market always varies in prices. Now let's throw all these IO and your stone armor user into the cement mixer and see what comes out. -
SECTION 1: Pool Powers to have
Fitness: this power pool is a must have for many characters, and any form of a Brute is no exception. Since you are stone armor, once you are running Rooted and/or Granite you cannot jump, so Hurdle is useless. Fitness/Swift is where this power pool begins. Also Swift is essential for a Stoner. Stoner's must be able to MOVE once in Granite + Rooted
Fitness/Health is available as of level 14 and I always take this power at level 14 and add 2 slots at level 15. Promotes longer life at early levels and is something of a tradition for me.
With IO's now in effect in the game, Fitness/Health for a Stone Armor Brute is now perhaps best slotted with: 2 Miracle (Heal and the unique Miracle+recovery), 1 Numina (the Unique Numina Regen/Recovery) and 2 of the Regenerative Tissue IO, With one being the +Regeneration IO. Slotting all those Unique IO's into Health is the equivalent of installing Energizer batteries with jumper cables attached to them that lead into a power generator into your character. Plus 2 slotting Miracle is a 2.5% boost to stamina Recovery, on top of the fact that slotting these unique Heal IO's into Health means they are always on since Health is always on. Also 2 slotting Regen Tissue provides 4% run speed increase.
To clarify for those that don't fully understand why I advocate slotting the unique Heal IO's into Health, I'll explain. The way they work is that for 2 minutes after a power is used you get the extra benefit from them. Use the power again, and the clock resets. Health however is a passive/always on power. In a post from UberBuy about Fitness/Health:
"Toggles and passives have a hidden behavior. For however long a toggle is on, and constantly for passive powers, these powers quietly re-activate on timers. In Health, this timer is 10s long. This means that in Health, every 10s the 120s timer of the IO is restarted, meaning it never wears out."
Stamina: this is a MUST have as Brutes burn stamina!. Stamina should be 3 slotted and now thanks to Issue 11 there are new Endurance Modifier power sets out there. I now use this slotting for Stamina: 1 Level 50 normal IO Endurance Modifier and 2 of the new Performance Shifter set.
Medicine Pool
Aid Other + Aid Self: yes thats right the medicine power pool is taken. I know that in granite you are durable and hard to kill, but the ability to give a healing jolt to your comrades as well as yourself is always good, and there are healing IO that augment run speed, hence these 2 powers are installed in the builds. To clarify: these powers are NOT a waste for a Stoner brute to have, the IO Set Regen Tissue when 2 slotted augments running speed. That alone makes having these powers a must have for the Need for Speed builds.
Travel Power: TELEPORTATION
Recall Friend: you shall become the transporter for your party and be able to recover stuck or lost members of the group.
Teleport Self: yes this power is needed. Remember in Granite and/or rooted you cannot JUMP at all. So if you are facing a foe on a ledge or up some stairs, you can just teleport up to him and smash him.
OPTIONAL: Teleport Foe. In place of Recall Friend you could have this power instead.
Note: for those like me that hate using teleport as a travel power in a zone, simply Flashback to the story arc: KINGS OF THE SKY. In mission 3 you can pickup a Skyraider Rocket pack -

NOTE: Now that more game updates are installed and some IO issues have been investigated and MID's was updated it was time to go back and reexamine the builds to test a few new configurations. End result: in nearly all cases the recharge time was increased. Run boost was mostly unchanged except for one or two configurations.
The guide itself and the builds were designed by me and tested as much as possible on the Test Server by myself and some coworkers this time around who also play the game as well. Each of us used our stoner brutes under assorted conditions and missions, including but not limited to: the Lady Grey Task Force, Master RSF, and assorted missions against assorted foes, with difficulty settings either on lowest or highest to measure performance.
This is a GUIDE, NOT a BIBLE; no one says that you have to use this guide if you do not choose to.
So what's in this guide? Build templates for /stone armor with each of the primary power pools that are IO slotted in what is considered to be a well rounded way to compensate for the speed penalties in both movement and recharge that /stone armor users know of so well. Also in most builds Hasten has been removed as its not needed any longer to compensate for the recharge penalty.
NOTE: Super Strength/Granite is the exception to this. Two templates are offered, one without Hasten and one with it. The one with Hasten suffers a slight reduction in the run speed boost, however per feedback from some they'd rather risk slower run and still try to keep Rage as stacked as possible. Thus two templates are offered for this power combo, mileage does vary after all.
For those that don't know of what I speak of, here's the scoop: Stone armor's greatest strength is Granite armor. Activate this power and you are near impervious to most of the attacks that come your way. But the problem is that your damage per attack is diminished, your speed drops, and your recharge of powers is impeded. To make it worse, activating the Rooted power impedes your movement speed even more in addition to Granite's run penalty. Plus of course, /Stoners can't jump in Rooted and/or Granite.
So now to some common questions I've been asked:
1. How much in game currency will these builds cost me?
Answer: a lot, but the payoff is worth it in my opinion. Your stoner gains increased mobility and can attack at more normal speeds without constantly calling for kinetic corruptor to speed boost you.
2. Your builds dont seem to boost damage output per attack.
Answer: essentially correct, however reexamine the fact that your recharge penalty in granite in most of these builds will be negated completely or else drastically reduced. You will be able to attack at near normal non granite speeds while IN Granite armor, thus more attacks will in the end do more damage since you can attack more often.
3. (now for the most popular Question I've gotten, edited into a safe context for the forum) "ARE YOU NUTS! WHY WOULD I WANT TO KEEP THE OTHER STONE ARMOR POWERS AFTER I GET GRANITE?!?!?"
Answer: Because the other Stone Armors can be slotted with IO's that produce speed boosts or recharge boosts, thats why. Also these builds are designed with Flashbacks in mind. When you Flashback you are malefactored down and could be in a scenario where Granite isn't available. The old philosophy of tossing out the other Stone armors is outdated in my opinion now that Flashbacks are here. Mileage varies.
4. How come you aren't using the Melee sets that boost run speed?
Answer: These builds are designed to compensate for run and recharge penalties of /Stone armor. To use the Melee sets that focus on run boost would diminish the recharge boost. Mobility is nice but when combined with a better recharge rate while in Granite, makes for a more effective and well rounded build.
5. Hey! Where's Brimstone Armor?
Answer: Per the "Rule of 5" the same IO bonus only stacks 5 times. Slotting 2 Aegis IO gives 5% run increase but so does slotting 2 Performance Shifter IO into STAMINA. Now look at Minerals and Crystal armor: those take DEFENSE IO's and the following IO's : Gift of the Ancients: Run Increase and Luck of the Gambler +recharge are defense only IO and are quintessential to the design. So a sacrifice had to be made and Brimstone armor was the power chosen to go.
6. So whats new in this version of the guide?
Answer: per the mostly polite feedback I received regarding a design oversight in the Super Strength/Stone armor template in the last guide, plus the recent changes to RAGE as well as the talk of future changes, I went back and reexamined it and modified the design to reincorporate certain powers that were omitted. Also these newer templates were on the drawing board even before the RAGE changes since I do go by the old policy of "present the project to the public, but have the upgraded design in development"
After it was redesigned, I used the new Super Strength template as the basis for reanalysis of all the other templates. End result: all the templates have been modified tweaked and redesigned a bit mostly for the increase of the recharge buff to compensate for Granite Armor's penalty. This is good news for Dark/Stone and Electric Stone users by the way. The earlier templates for Dark and Elec didn't have a high enough recharge boost, now they are improved. Also some of the primary attack powers in the templates are slotted to have over 65% recharge bonus to that power itself in addition to the global IO boost as well. This will further offset granite's penalites. Overall recovery bonus remains at satisfactory levels in the templates despite some changes.

Mission 1 thru 3 are all kill boss and can be ghosted. End boss on each isn't too tough of a fight for most archetypes.

Mission 3 Speak to Dark Watcher
Mission 4 Get 4 glowies: but the catch to this mission is that among the mission goals are to not set off the alarms or engage the Rikti in battle. This is also a 1 hour timed mission. All you need to do is locate and get the 4 glowies. No fighting needed and in fact combat should be avoided. Once you have all four glowies the mission ends successfully and then you can blast all the Rikti to your hearts desire. Stealth powers are nice for this but are not mandatory.

It goes by vet reward time, i too had some free time on my account from the start up code and subsequent upgrades, but Vet Time is the decider since that starts from account creation -

I've ran into a bit of a snag doing The Hit List arc. Every time I tried it (with two seperate characters) I followed the map to the door to the first mission... only to have the marker tell me it was about 80 feet below the ground in Marconeville, with no clear way how to access it. Yes Inf badges are a bit easier, also now that we have a Market and thus a NEED for spending money on our toons, the question now is: do the inf badge requirements need to be lowered?
As far as the Healing and Damage badges go: yes these still need to be looked at. Empath and the medic badges I think should be looked at first since I think Empath is perhaps the most broken one of all the Epics -

SF that requires to many to start: LGTF and RSF. I have complete both with less then 8 due to drop outs, including 2 seperate MoRSF runs with less then 8. Could the start up minimum become six instead for both these?

The ushers are only an entryway to the zone in which the wedding occurs. They don't give out missions, and therefore no badges are associated. They're just a "door" to the wedding event, as it were.
Adversely, if the devs have to kick out unruly players, the ushers will not allow them to re-enter.
The only badges this year are the same ones from last year. The new thing this year is the live in-game wedding.

To offer a small response to the villain side of things, I recommend the Radio's arc "The Hit List" for the 10-15 range.
3 missions, none of them 'kill all' or 'escort out'.
The first mission is in Cap and you start in PO, which makes the time on 30 minutes a tad tight, but the Ouroboros Portal shortcut is awesome.
