well on top of that a dominator wont reach the mez capability of a controller unless he hits domination

bout activation time, once you activate the power it does its damage calculation, if a person were to use a breakfree after you activated mental blast but BEFORE it hits, it will still calculate the damage and sideeffects before he broke free. Use it all the time with psi tornado, when i activate it in a mob, yet the mob scatters before it hits, the ones that were next to my target still get flung into the air as if they were right next to him.
However i took psi mainly for the 2 "shields" you getdisp bubble + indomitable will is almost impossible to breach mez protection

just keep killing stuff, of the normal xp you'd get off an enemy, half is transferred to xp, half to debt.
if you want the fast way, exemplar to someone (exemplar is kinda like reverse sidekicking). This will mean you wont get xp, but every xp you'd normally get is transferred to 100% debt, and if you are out of debt, all inf. If you want more info, go talk to a trainer (ms liberty etc) and ask bout sidekicks and exemplars.
However i suggest you just keep playing without exemplar, as you will notice debt goes away just as fast if you got a decent team.
Oh, bout sniping bosses in a mob, if you are pulling mobs always go from lowest rank to highest rank, if you try to pull the boss (which noobs will ALWAYS suggest), you will bring all his friends -

Seems others went through the trouble of explaining what AoE means so i dont think i have to explain it anymorejust thought of something whilst reading this as well. I'm a controller person myself, love em
anyway, when you want to do an AoE, it might also be a good idea to let a controller lock em all down so your AoE will do the full effect. A combo tank, controller, AoE blaster works a charm.
The tank runs in, grabs aggro, tries to pull them all around him. The controller moves in, casts one of his AoE lockdowns (well unless its an illusion controller, those are a different breed altogether :P). Once they are all bunched up, unable to move, let lose your AoE mayhem and watch em drop like flies.

happens alot of times if im on my ice tank i get accused of cheating cause i use chilling embrace to prevent AS and glacial armor to spot any stalker that doesnt use hide+stealth

looks good as far as i can see..
personally im not too big a fan of SJ for my ill/ff in pvp but if you can get around with it using your tactics i think you should be fine
maybe add an extra recharge on GI to have less downtime? I found out that with just 1 recharge on GI you might have some unconvenient downtime in your invis. This is reason why I also kept SI, to cover that downtime.
Force bubble indeed is enough to keep most enemies at bay, except tankers (maybe brutes as well but I have yet to fight one at that lvl).
Oh, repulsion field can protect you from AS seeing its a PBAoE power and it toggledrops, yet it has some quirks. For one, it isnt autohit, if it misses the stalker as he is about to AS you... well then you are screwed nonetheless. Second of all, it does its repulsion in "pulses" it isnt a constant repulsion like forcebubble, it does a repel every second or so. If somebody can get an attack in between those pulses, rep field wont help a thing.
Even though you explained why you didnt pick it, I still would pick psi mastery. For now psi is the least resisted damage type and indomitable will will give you that sleep resist as well. Also seeing indomitable will is a click, it cant be dropped like dispersion bubble.
I dont know what epics villains will get but if they get some psi damage as well, that +def(psi) and +res(psi) from psi mastery will come in handy as well.
But well, its all up to preference i'd say. The build you posted looks pretty good though -
First of all, welcome to the game
must say at such low lvl it doesnt really matter so much what you pick so how bout some general tips?
1) fire blasters tend to get alot of aggro, so be prepared to have alot of angry villains aiming for you and be careful with your aggro as your teammates might not appreciate the amount you caused (which in turn caused them to die)
2) if you team with a tank, let the tank get all the aggro BEFORE you join the fight, will make your life alot easier
3) if you team with someone with an AoE sleep, try not to be too generous with your AoE attacks, your team (or at least the owner of that sleep power) prolly wont be too happy
4) get buildup, aim and consume
5) get stamina from the fitness powerpool (which will require 2 of the following powers first: swift/hurdle/health)
I normally reserve lvl 12 and 14 for my travel power, but seeing you already got a part of your travel power (hover -> fly) you might want to use lvl 12 for either swift or hurdle from the fitness pool
These are just some general tips, and admittedly I never got a blaster past lvl 25, so maybe some of the experienced fire/fire blasters can give some buildspecific tips.
If you ever need a teammate, send a tell to @stagefright, I still got a stone/axe tank, peacebringer and kin/elec defender in that lvl range (11, 11 and 15 when writing this post). If I'm available i'll be happy to help ya out, also feel free to send some tells regarding general gameplay questions.

yeah like i said, i dont think theyre unbeatable, ive beaten my fair share of em.. however they may be stationary, but if you cant hurt em they prolly wont drop the flag, so albeit slow they can still walk away. And as stated before PFF would do nicely as well. Ah well, we'll just have to see what the devs come up with...

dont really see how no attacks will open exploits..
however if you go no attacks i reckon you also might want to implement no toggles or such, cause i can kinda imagine a stone tank turning on granite then happily (albeit slow) strot away with the flag.
PS. I dont say granite is unbeatable, but it sure takes a helluva lot of effort to do so if people dont give up -

i think ill go for the kinetics myself, but then again, im a major kinetic fanboy -
not abandoned sewers, just the regular sewers
sewers are a great place to find em though, went there with stage to get it, took me bout 15 min as there are mobs with 3/4 bosses in em.
Anyway, if you need a hand when im on, gimme a shout -
well as said before, best is to get some teammates then get a specific role in that team. Earth/storm is pure control, just dont expect it to do damage (especially in sirens). Blasters, lots of damage, toggledrops, but dont expect them to take a beating. Tanks, if played well can take alot of that beating, but (especially in BB/sirens) dont expect em to dish alot of that same beating. List goes on and on and on.
If you want to 1vs1, well you need SOME form of damage output at the least. If you are a controller, be advised that this damage output comes at the cost of pure control. Would you take the pure control route, you cant really do 1vs1 as you would have to practically brawl your enemies to death. For a 1vs1 build I'd suggest a scrapper or blaster.
As said before, for the 1vs1 route it all depends on the enemies AT and skill. Also your build will never be as effective as one where you specialize in one specific role. -

well.. ill trollers can provide some nice control, but its a skill to master. It aint like the other control sets "fire hold, fire immob, rinse and repeat". With good pet management you can keep a mob pretty occupied
