the sleep chance for heal is not half bad when you have it slotted in aoe such as mass hypnosis or any of the control sets mass sleeps (except for elec control)

pretty sure its the total of the 3, the avg base dmg per seeker is around 65-70 unenhanced x3 would put it around 210ish unenhanced

the concept of the set is sound but i think your numbers need to be balanced some, -50% tohit is massive, the only thing that i know which can do that much at once is powerboosted blackstar (dark blast nuke), powerboosted darkest night may also be able to reach that for short duration

i usually use alignment merits to get LOTGs since a large amount of my builds call for 5 LOTGs and i refuse to pay market price for them
if its on a lower toon i will sometimes do the random roll but about half of the time ive gotten nothing but junk from that -

However, if a new player levels up to 10+ with the DFB (and many are going higher) and then gets bored, they are really left on their own to figure out where to go, and that's the one danger of which we need to be aware. With contacts, when you out-level one, they introduce you to another one, in a zone appropriate for your level range. For a totally new player, the game is huge and overwhelming enough without having to find what they are supposed to do next.
As a disclaimer, I do not think this is a current issue, merely a possibility that should be considered.
as per the OP, personally the DFB is fine but i hate playing it past lvl 12 since i wont get all my powers -
the league window will not change regardless of which team window option you have set

i went with dark/energy and im actually enjoying it, majority of the blasters i have played never felt like ranged dmg toons they felt like half ranged dmg half melee dmg and i do not think they should have any melee powers
i went with energy because a majority of the set is click buffs, powerboost basically doubles the -tohit on all your powers and improves the duration of your mez powers and your heal (slotted the nuke, blackstar, could potentially have -71% tohit with powerboost active), boost range will help all of your cone powers, and conserve power helps with recovering from the nuke or if you are running low on end in general
the only melee attacks i even plan to have are total focus and the default power power thrust (one as a heavy hitter for anything that gets too close and one fast charging one to push back stuff that gets too close) -
basilisk gaze should be fine, just dont use the proc and save a 5 slot on the power for the lockdown proc, the proc in basilisks gaze is fairly negligible

our area got about 5 inches but still had the downed trees and such, we lost power from about 3:45 till sometime between midnight and 2:40 am (my parents say they woke at midnight to see the power on and i woke at 2:40 am seeing the power on)

Personally, as the main base designer for two bases, if someone adds one without asking, I reciprocate the consideration by deleting it without asking. If they were wanted, they'd already be there... -
can always test it in AE, his natural level is 54 but GM scaling code makes it irrelevant

he has around 73,000 ish hp, approx the same as the DE monsters in the hive

it would be easier to perma drain them with elec/psi, drain psyches -recov paired with the -recov in your attacks will floor just about anything in about 10 seconds (GMs and AVs take slightly longer maybe 30-60 seconds due to their massive end count and -end resist)

i like to make other toons to be able to do this, yes i have an ill/cold who can solo AVs easily and whatnot, but i have other toons to fill in niches that the ill/cold cant
i have a mind/fire dom which ive used to solo ITF and could solo LRSF and i have a demon/trap toon that im working on who can solo GMs and AVs (scrappy is a PITA though with all his running) -

firstly the set would be ridiculously easy to kill as soon as the tier 9 was popped, 100 hp is nothing, most lvl 50 minions can hit for that much, even with capped resist and regen a AV can hit you for 10x that, 2 shots and you would be dead even with capped resist
secondly if your going for a hulk type of theme just make super strength/wp or super strength/regen and you get the same effect -

i agree that hide should prolly be an inherent and placate be made into a target aoe instead of single target
i also agree with most of the replacements for hide in the powerset should it go inherent -

4-8 is usually the best for squishies since they shouldnt be the main targets of the enemies
