i think they are supposed to be the target making those noises, but as you mention it makes no sense if it is not a human male (i could also be wrong and they could be the blood widow making the noises lol)
another oddity ive heard with them is that they make those sounds even if they miss with their attack which doesnt make any sense either if it is supposed to be the target
i dont know about getting rid of them, i think they are kinda funny to hear every now and then lol -

I am not for "any" player ideas that change the dev set governors. I am for a better more robust search function and have been since the day AE hit the COX world.

What I think happens to a lot of people is that they get introduced to Maria at some point while they're busy with something else so they don't remember it. Every time you start doing missions for a new contact, they will introduce you to ANOTHER contact very quickly, often after a single mission. If you're looking for a specific contact, start someone else in the same level range. As soon as they offer a new contact, go to that one and do their missions until they give a new contact. Depending on what missions you get, you can get every contact in a level range in 20-30 minutes at most. -

6 of the powers suggested are grenades. That means 2/3rds of the set end up using the exact same animation. Frankly The whole reason I can't stand to play a Crabspider is because both the crab Blasts, and Both the crab grenades share the same animation. If over half the set did it, there's no way in hell I could bring myself to play it.
A Gadget set really could use Drone type powers, and place-able contraptions and the like, just so the powers are more unique from other powers in the same set.
Edit: Also, Time Bomb is a horrible, horrible abomination of a power. (Not to mention would be in /Traps, if/when that gets ported to Controllers, so couldn't be in a tech control set.)
and i also agree with what he says about timebomb, it is an awful power that needs to be reworked (if it was trip mine it would not be so bad) -

i wish the old items of power were back though so we could actually have sg wide bonuses although i wouldnt want poeple joining the group solely for the bonuses -
i think it would be cool to play through as a dev created character, they could always make it grant you a bunch of temp powers of the powers the standard baddy has and you would just use your current costume and such (or it could also grant you a power which was costume change thing), but that wuold be a lot of work to include everything unless it was only for big name stuff like AVs

the reason those temps stack is because you can buy them in the market as consumables, if they didnt stack there would be a lot of heat over wasting money buying a temp when you were already full ect
thats prolly why it only works for those few items -
the lady winter mish is soo much better than the BNY mish lol
i used to farm the lady winter mish on my ill/cold at +4 because the winter horde wasnt very strong and lady winter was using scaling code lol -

It also doesn't break for every single attack - just once every 3 seconds. The NPC 's don't have this problem, since the most important attack for them is the first one anyways and the computer always knows when the fear is about to break.
Add to that the fact that not all armor sets have fear protection and its actually a stronger effect that you would expect. Fear, confuse and placate are actually insanely powerful in NPC hands, due to duration, lack of protection and the way they screw up your normal attack/targetting in ways that they don't for the computer run NPC's. The only real answer is to suck down a breakfree - don't wait it out (not that that works well for placate - which tends to be auto hit and lasts for freaking ever). -
the only time its resetting on me is when i first log in i choose a toon i created post freedom it resets to default villain scheme, if i log into an older toon i have the window color that i set for them (black) and it will stick for the play session if i change toons

/this, it is very annoying but definitely not as bad as hard mez such as stuns (there are a bunch of stuns which last several minutes), slows such as -rech really suck too

i think the costume looks pretty cool to begin with
i personally dont do costume contests because i feel the contests are always rigged or because the judges are too biased, and a huge waste of time if you dont win because you get jack squat for participating unless your 1st 2nd or 3rd -

by yourself its just 30% ticks, but having 3 other poeple around you and it adds 3 more sets of dmg ticks which goes from 30% per tick to 120% per tick meaning the 2nd tick will guarentee death for you and everyone who was close enough to trigger it -
if the 2nd account is at least premium then they can be invited to join an sg and invite other toons to the sg if you have the permissions set
the only thing premium accounts cannot do regarding sg's is anything involving the super group registrar (paying rent, creating an sg) -
being targeted just allows you to be hit with 1 of 3 various powers
lethal force as mentioned which does extremely high DoT to you and anyone around you, this one is the real killer
the other 2 i cant recall the names atm, but i know one is a fear and one is a hold which are used more frequently than lethal force
as mentioned the best way to usually protect the team from these is to move away from them while your targeted -
the DoT part can only stack up to 8 times, but its duration is shorter than the debuff
the DoT is the only reason i even bother with interface because all of the debuffs are essentially negligible against strong targets and not enough to bother with on weaker targets
the -tohit debuff for example is -5% per use to stack up to -20%, but if your fighting a target like AV or GM they resist that by 85-87% so the -5% becomes <-1% and your total debuff will barely be -2% even with 4 stack -
this is the main reason why it doesnt bother me that this change is happening, present hunting while queued, ect

pretty sure this is a work in progress they are looking to fix, it wont let you buy something you already own with exception if you bought costume pieces then bought the whole costume pack

a majority of the time poeple usually specify to me if they needed help or just asking if i wanted to join team
