While I can't help with the Rad/ or the /Fire, (I'm planning on making one of these as well) I think you looked at the defender Epics not the blaster epics, the blaster Epic with Temp Invuln is Force Mastery and you're two pre reqs are PFF (take this) or Repulsion Field (not very useful since it's a PBAoE KB and your character is gonna be mostly PBAoE dmg.

Here is a Elm/SD brute build I came up with. The two most expenisive IOs will be the Perf Shift +end and the StdFst Prot +3%, and even then you should be able to get them for no less then 20 mil (total), I have the Regen Tissue unique slotted but obviously that is not needed. The rest are fairly cheap IOs.

It plays very nice as a scrapper for what it's worth. -
Power sets are designed with the impact of IOs in mind, while the environment to use those powers is not made harder due to the existence of IOs.

The most efficient thing to do would be for this forum to all get together and essentially make the consignment houses forum based. Every item that hits the BM/WW cap would be better traded via the forums and person to person trades. Maintain something close to equilibrium price on the boards.
What you'd do is post a trading price for that item. Players in game, trading amongst themselves would trade at that price. If it's clear that the whole inventory sells out then raise the price. If there are lots of people waiting around to sell the item then lower the price. Try to maintain a small buffer of people. Constantly adjust the price so the buffer stays about the same.

I played it to 50 and it was a very fun and solid build, however I didn't IO it so I can't help ya there. I think he went to 50 with his lvl 25 IOs still slotted from lvl 22. So Good Luck, have fun and be merry!

Ice/Elec or Nrg/Elec blasters. You got range and melee, Ice offers holds as mitigation, Nrg/ offers KB, pick your poison and kill with it.

Elec/Nin all the way, like previously mentioned only the 2 end toggles make for a very end efficient toon. I played mine non stop to lvl 34 when RL kicked my [censored]. If not for real life, he'd have been 50 within the month. (Pre AE)

I really looked at how all the Blast sets are set up and what they do don't have, and do something a little different without being too different that it was either under or overpowered.
I wanted to let its damage bloom early, and control late. I don't see blasters getting a self heal so switch that for Aim, and get rid of torrent for a real AoE. Since TT is considered THE dark blast power, that had to stay, not sure how a AoE Immobe would be in the hands of a blaster, but it should be late enough that you know how to handle yourself. If TT was deemed too much for a blaster then I'd say give them torrent but with TT's Dmg values and maybe knockdown. -

I've been collecting common salvage from tickets and listing everything at 10k regardless of going rate and making a killing. If people want to waste their infl, I'm not gonna stand in there way. I've been able to fully slot (w/sets) my Fire/Nrg blaster at lvl 35 and will have more then enough to slot my Rad/Ice Fender when the time comes.

In PVE this is effectively useless. Anything that can see through SS and stealth IO (Rikti DRones and Snipers) can see thru just about anything, and they are so few and far between they are not worth the extra power picks. Stealth IO and SS are all that is needed for PVE.
And with Fire/MM with Drain Psyche I wouldn't waste a power pool on Medicine either. I think I said it earlier, Leaping, Speed, and fitness are the most efficient power pools are the best for the mixed PBAOE/Ranged AOE fighter that a Fire/MM should be. -

My Fire/MM has Fitness (hurdel, health, stamina), Leaping (Combat Jumping, Super Jump, Acro) and Speed (hasten. Superspeed). Superspeed w/ Celerity takes away the need for concealment as a pool offering PVE invis all with only 1 power. SS allows to get in the middle of a spawn to open with Drain Psyche and PSW practically unscathed, and CJ+hurdle allow to jump out of the spawn for your Firebreath, Psyscream, Fireball Combo.

While this definately holds true, I used to finish posi with my Fire/MM with only SS and the stealth IO in approx 2 hrs. (give or take actual mission placement) so while helpful the purples and accolades aren't necessary. -
Here is my current build on live of your listed things the only thing he can't do (perfectly) is farming. However he is survivable with Temp invuln and drain psyche with Forces of Nature and PFF to fall back on.

Ice/Elec, nothing like punching defensless targets in the face with electrical fists. Plus BIB looks like you are back hand slapping the baddies from melee range.
