  1. So, a couple nits to pick:

In your description of Immunization, you mention 'foe'. I know you ment ally, but there it is. Another thing, is that I think Status Resistance only reduces the duration of mezz effects, while Status Protection makes it harder for them to affect you.

Which got me to thinking: why not give Status Protection to allies, but also have a power that reduced Status Resistance in enemies? That's a rarely seen effect for players, and while it would not mezz anyone by itself, it would make any mezz effect last longer. It could be limited to a single target power, or spread over multiple powers as the set's secondary effect.

Overall though, i like the theme of the set. Not as much as some sets, but more than others.

    2 ?s

I've got about 15 characters now, and none of them use the second build system. I personally never liked it when it was implemented (I didn't see the need for it), and I still maintain that it's not needed for how I play.
  3. I'm signing this so hard, I broke my pen.
  4. Totally off topic, but Arcanaville? I love that you have Misfile in your signature. It's one of my constant bookmarks, and this is the first time I've noticed that.

On topic: The more I hear about this power, the more it makes me glad I got it.

I've had no problem using Static Field as an opener. Solo it's great, and on large teams there's a spread of Aggro to mitigate any who didn't get slept. I usually follow it up immediately with Jolting Chain, and any knocked down are slept by the time they get up, even if the initial sleep didn't get them.

Actually, yes. I've avoided Hami Raids and most zone event raids, partially for that reason. Moving at a "snails pace" is the least of my worries when serious lag is an issue.

I disagree, kinda. I mean, if it's so painfully obvious that your toggles are off (you move at a snails pace) then I can't really see walking out of the market and straight into a fight and dying. I'm not saying that people can't rush out of the market and fight, but how often does that actually happen?

I find the first sentence funny, because I find the base movement speed more of a minor annoyance then having a floored frame rate.

Obviously, no one getting screwed is preferable to someone getting screwed.
I dunno... every time we see a new Suppression Field come up, has it ever been in the open world? The absolute worst case scenario I could see is them dropping the markets into a building you have to click to enter. I don't really see that happening though. That just doesn't seem like it would mesh well with either WW's or BM's system.
  8. Very impressive testing... If what you're seeing is accurate (and as of now I don't see why it isn't), that's a fairly handy thing to know. That means it's only important to hit the first target, and the rest fall like a house of dominoes. Checkmate!

That would also mean the idea that it's a "sub-par" AoE power would be lessened, because it only needs ONE accuracy check to hit up to 15 targets, as compared to every other AoE which requires all accuracy checks to hit to hit all the targets. For being such an "all or nothing" type power, that makes sense.

You know, when MMs first came out, I tried to figure out why the Devs would give me the option to dismiss someone else's pets. I teetered back and forth with the moral dilemma of acting on this offensive impulse. Would the game let me? Would it tell them who did it? Should I wait until combat to test it? If it actually works, would I abuse it? Would I tell anyone, and risk others abusing it on me? Would I bug it, or play with it for a bit first?

When I finally decided to try it, and nothing happened, I was both saddened and relieved.
  10. I'm not assuming you're new, I just suggest playing through to everyone in general. I've been here for the better part of a decade now, and I still play through and don't skip anything if I can. It's just what gives me long term enjoyment from the game (weird, eh?)

I'm still not sure what the issue with leveling a Hero is... It sounds like it's the content itself, which would lead me to suggest that playing Preatorian is your best bet (since it doesn't seem to be the ATs).

And if you're looking for solo (something you neglected to mention, you simply wanted to get to level 20 fast), Scrappers are the usual recommendation for that. Offense first, with defense second is usually the way to go.

And if you're going to just delete the character, wait until you have a second at level 20 first. Once you unlock, it's only unlocked for as long as you have a level 20 or higher. So make the character on a server you don't care about, then you can level it and forget it.
  11. I like how you made this ENTIRE post about Memphis_Bill and his love (or lack there of) for VEATs, instead of addressing ANY of the points you ignored the first time around.

You don't have to write a "master's thesis", but you know what? How about a little effort on your part if you want support from people? And support from people is what you'll need if you want the Devs to see the idea and feel it's desired by the population. Not just you. But the population.
  12. Yeah, that can't be done. You need a Primal Hero AT to unlock the HEATs.

So that means your best bet is skip as many levels as possible... I'm not a fan of it, in fact I honestly don't think it'll help you out at all in the sense that the HEATs may not be what you're looking, but I'll tell you what I would do if I had the desire:

Levels 1-6: This would be spent in the Sewers of Atlas Park on a team. It'll take about 20 minutes to breeze through those levels, and then you can just die and Hosp it out of the sewers.

Levels 6-20: The toughest part. If you have someone you can rely on, it wouldn't hurt to have them farm an AE mission a bit to try and get you up. If they can handle it solo, have them bump up the difficulty, let you tag along (thus an AT with some support would be handy, something with shields), and you can gain levels without playing.

If you don't have anyone handy to help you by farming an AE mission, then you may have to beg, plead, and buy your way onto one. I personally think it's tacky and is more likely to get you ignored, but short of playing the game, it's the only way.

Really though, I always want to suggest playing the game. I understand that's not in your desires, so whatever floats your boat. Just don't be too shocked when HEATs aren't really what you thought they were (seems to happen to everyone the first time). I think time would better be spent figuring out if it's the content you don't like, or the ATs themselves. If it's the Content, try rolling one of the ATs in Preatoria (if you have that option) and seeing if it feels fine. If it's the ATs, well... good luck.

This brings back memories. I remember thinking he was full of it then. I actually had no faith that Side Switching was actually coming until GR was announced. Not because I thought they were liars, but because I really didn't care at the time (except my first Hero was named "Super Villain", but that's beside the point).

Mmm, back when ED was still fresh in the wounds of people.

I wonder... If ED was never implemented, would people in general still slot Set IOs, or would set bonuses not be worth the loss of near 200% damage boosts?

I'm not sure how having all the Dark Armor toggles running causes much graphics lag even on higher settings, because it's so localized, and running one power like Steamy Mist is hardly an issue. Let's not get carried away here, your issue is with people who are intentionally being stupid rather than being able to use powers in the market area. Petition these people and be done with it, seriously.
While yes, I used someone intentionally causing grief as my primary example, remember it didn't START that way. He simply came in and happened to be in a spot that caused me lag because he was running two toggles (Hurricane and Steamy Mists). This, combined with everyone else and their toggles (Sonic, FF, etc, etc) can cause issues. It's not a matter of "oh, this one guy once used his powers in a negative way", or even "oh, ONE person is using Steamy Mists, shut down Madagascar!", so much as "these ten people using their powers add up to be a headache of lag" when without those it's smooth as every other moment in the game (not counting other high traffic areas such as Raids, etc).

I may not sympathize with your view point very much (I'm willing to make the sacrifice, have tried work-arounds, etc, etc), but at least I understand both sides of the topic enough to know that a compromise is the most reasonable choice. There are very good reasons for keeping Power Suppression out of the WW and BM, and while I feel it's worth the loss, I can understand not everyone feels that way. A "Studio B" for the Markets would do wonders, in my opinion.

No, my real problem was a dick was actually lagging my computer by using a large number of high impact powers in an already crowded area. He simply accentuated the problem in that power use can cause problems. Just because it was a person being a jerk today doesn't mean people wont be unintentional jerks too. The way to solve the problem realistically is to remove the tools. If that means full power suppression in Wentworth's, I'm fine with that.

I'd prefer a secondary room where I can trade in peace, because that's obviously better for everyone.
  17. I'll agree on the low damage feel. until you get and slot up at least two of the attacks (not counting stone spears. good power, low on damage) you'll have a slow time of it. once you get two attacks slotted up good, even Rock Throw is good for some extra damage for a bit, you'll really start trucking. once you get three attacks, you have an actual attack chain! (With your controls, that is)
  18. For anecdotal evidence, I'd like to point out that a Storm Controller swooshed into the WW, with Hurricane and Steamy Mists running. He stopped right in front of my character and conducted his business. No biggy, I sent him a tell asking him to turn them off. His response was to activate every single power at his disposal on me, including buffs and location based powers.

If you're a person who swooshes in for 30 seconds with your travel power and minimal FX powers running, that's fine. No one in this thread cares about what your FX are doing to the game. You're effectively just like those who turn off everything.

But there are people who don't care, and will actively go out of their way to make life difficult for others. Those are the people you should blame for the Suppression Field in Preatoria, because those are the people who make it necessary to even have them.

If the Devs can pick and choose which powers to suppress, then by all means I (and everyone else here, mind you) feel they should. But the long and short of it is that there are people having issues (and have been for a while), and many of those with issues are quite happy that something is being done about it, even if it's not done perfectly. I personally and glad for the Suppression Field in Preatoria, and would not mind one bit if they added it to all of the Wentworth's and Black Markets. My characters who have many toggles would of course feel the same pain as any other player's character with many toggles, but I'm willing to accept that as a necessary evil for those kinds of high traffic areas. Having to walk a little farther to use Field Crafter, or spend a few extra seconds (while traveling) turning on toggles, will not bother me as much as it seems to bother others.

For basic IOs (non-sets), they are reduced in effectiveness identical to how all Enhancements are reduced. This teams that level 50 IO you have in Flares (for example) is still providing some benefit, but not as much as a level 50 IO would when you're level 50. It get scaled down to "about" the same level as you in terms of effectiveness.

I believe, but it may have changed / I saw it wrong, that the level 20 IO would also scale down during an Exemplar, but I'm not sure to what extent to be honest.

If the level 20 IO is in a power you don't get until the 30s and you exemplar down to the 30s, then you'll have the power, but again, I'm not sure if the level 20 IO is scaled down due to the exemplaring (been a long time, sorry).

Set IOs are a whole other ball game, considering you only get set bonuses for the number of working enhancements (for three level 40s and two level 44s, you would only get set bonuses for the 40s if you exemplar down to level 37, but would get them all if you are exemplared to 41).

    Elec/Earth Build

In order... i doubt anyone has managed to throw together an Electric/Earth build yet. Electric Control just came out, but from a hypothetical view, someone looking at the numbers might be able to throw a rough idea down.

As a Dominator, I personally try to lock down what I need to, and defeat the rest, playing more like a Blaster then a Controller. This is really more of a play style choice then an AT design. I would still suggest slotting the holds and various mez powers for their respective abilities over damage, because as you noted the Dominator has a whole secondary dedicated to dealing damage.

Getting +Recharge is always nice. I think the saying goes, "What's better then having Head Splinter in your attack chain? Having Head Splinter as your attack chain!" Of course, it's nice to have other effects as well. If you can manage good positional defense, you'll live longer in general. Better Accuracy always means being able to have the hold hit when you need it, etc, etc, etc.

For Electric Control though, I wouldn't worry about excessive Recharge. Most, if not all, of the soft control powers are permanent with a little slotting. It would help your secondary a bit, but i haven't looked to hard at Earth Melee.

Well there are really only two ways to break sleep: A change in HP (through healing or damage), and an effect that provides Sleep Protection

Conductive Aura shouldn't break any sleeps because it doesn't damage, heal or give the enemy Sleep Protection.
  24. Looking at the numbers, I'd drop an Accuracy and a couple of Endurance Modifications into Conductive Aura, to ensure you not only hit them, but drain them quickly.

With Jolting Chain, it recharges very quickly already, so I'm actually contemplating maxing out the slotting on it and giving it three Recharge Reductions, an Accuracy or two, and an Endurance Reduction, because it's something i'd want to use every chance I get. If I were to go lighter on the slotting, I'd still want to put an Accuracy and at least one Recharge in it. Though pure minimal slotting would be one Accuracy, and saving the slots for other powers (like Static Field).

I hope so, because I scrapped my Electric / Electric to make an Electric / Stone partially for Power Boost. The variation in damage types coupled with the massive amounts of KB had a little to do with it too.

I figure I'll go for the Cold APP Once I get that high and really enjoy some KB.
