This is not other games, it's this game. They can put a model in place whereby dropping from VIP to Premium causes them to send someone around to your house and break your legs if they want to, doesn't mean that it's not a real system or that you have to like it or participate in it.
That said, as Samuel_Tow has already posted and linked, the side-by-side comparison clearly states that incarnate content is "Not Available" for free and premium players. Also as previously stated the incarnate system was NOT included with Going Rogue. Having GR was a requirement for the incarnate system that began the issue following GR, but that isn't the same as incarnates being included with GR. -

You don't need a character built to exemplar down to 20 to complete the arc. None of my 50's are 'built' to exemplar down at all, but only one (an earth/rad controller) had any difficulty (because of the second mission and my low very low dps.) The scrapper and mastermind were able to steamroll right through it.

Here's a tip: After sending an email successfully to your global, do NOT delete it. Future emails to yourself you can send as replies to that message. That will eliminate the risk of sending stuff to the wrong person because of a typo.
PS Characters under 10 can receive global emails, they just can't send them. I usually send new characters a few million inf as 'starter capital.'
PPS Edit: I misread Raj's post as referring to receiving characters instead of sending characters. I should be more careful reading until I've had enough morning caffeine. -

What are the requirements as far as having lower tier powers from the same pool to open up the new 5th tier travel powers?
For Long Range Teleport what does 'nearly any zone appropriate to their alignment' mean exactly? Co-op zones excluded? Hazard zones? Pocket D?
For Afterburner just how much of a flight increase speed would you get? -

That's why my webcam is always turned sideways when I'm not using it. My PC may sporadically decide to turn it on for no reason (**** you, L4D2, for turning on my webcam even when you don't need it!), but so long as it's not motorised, it can't turn around to look at me. Nyah!
