Heal Other, Soothe, and Cauterize don't get the same flack because the sets have other healing options in them so that the single-target heal isn't as necessary. So it isn't as noticeable that they're not that great. Meanwhile, Alkaloid is the only heal in the set, so it is much more noticeable.
Compared to O2 Boost, which has a nice, healthy amount of secondary effects on it, Alkaloid has a secondary effect that is completely irrelevant for a large portion of the game. Toxic damage is very rare, so resistance to it is less than useful when compared to other effects. I'd rather it have half the resistance to E/NE/F/C than the 15% to Toxic. At least it would be more useful in a larger number of situations. -

Again, if a set needs this kind of boost, it's not Storm. And I'd suggest that it be Poison, since it's heal is worse than O2 Boost, and Corruptors/Controllers/Masterminds need to take it.

Alkaloid has the BEST heal per activation time of all the powers, being nearly twice as much as O2 boost and a bit more than 30% higher than the heals that don't have any other effects. It's secondary effect may only be situationally useful, but strictly as a heal it beats O2 boost in every way. -
If that's Penelope I can't believe Mr. Yin let her leave the house dressed like that. Maybe her mother showed up to help her pick a costume.

And lets stop saying that BAF is a special case. Yes, the Lt. escapees can't be controlled. But the adds in the other phases can be. And if you're going for the "Keep Em Seperated" badge controllers are great for keeping the adds near their spawn point.

Set: Willpower. Never get tired, if you get hurt you heal up pretty quick, and you get less hurt when you do. -

I could totally understand if I was wasting the leaders time for like 10mins or something, but the kicks came in the time it took me to type that I did not know what to do. Again, I was not complaining about the kicks, it was probably warranted, especially if I was holding the group up. I just felt it was better to come here because in game people are usually there to play, not provide player support for the uninformed.

I would fit in category D. And I don't see much point in building up more than that when I can spend it on purples and such instead.

Recluse has reasons to want Wade dead that have nothing to do with him killing Statesman. He also killed Miss Liberty who was Recluse's neice and closest living relative. And he certainly doesn't want Wade to actually succeed in his end goal. In fact, none of the worlds big human/formerly human villians would want Wade to succeed as it would really screw up their own plans.

Most of the servers are going to require that you get into the Global Chat Channels to be part of the main action. Victory (used as an example only because it's my home) has an active community, but if you don't join the Globals you won't see it. If having non-stop grouping is what you want though, Freedom and Virtue are your choices. Of the two I would recommend Virtue. It may be the unoffical RP server, but I don't believe the folks there are uptight about it (except that is the server most likely to report inappropriate names) and it seems to have a better sense of 'community' than Freedom. I should here make a disclaimer that I have not actually played on Virtue. I have played on Freedom and did not enjoy the environment where blind invites seemed to be standard behavior. So take my recommendation with a grain of salt as I freely admit it may be biased.
Edit: I wouldn't be too quick on abandoning Guardian. If you don't already have their Global chat channels you can check their forums. -

They should have had the Aspect to be AV regardless. For an EB he wasn't that annoying; found Manticore and Blitz to be a lot worse.
Also, given how Statesman left (and some of his comments since then about CoH), he should have died in a worse way. Like straining on a bowel movement. -

I know some people don't like him being such a threat, but I've actually considered him to be one of the greatest dangers in the CoH universe ever since I heard him hint at wanting to free Rularuu. He's a striker from the shadows as well, and those are always ones to be careful of.
