A VIP fills up the entire 12 slots given on 1 server and then reverts to Premium. Now he goes to that server to unlock slots, but my understanding would be he could not choose to unlock an empty slot because he has no free slots assigned to that server anymore.
I think this would need to be clarified due to all the concerns people are having. -
OK, as the official discussion has become gi-normous and I don't feel like searching through it, I thought I would threw a few ideas out. Maybe these have been brought up already, maybe not.
1) Increase the Inf cap for VIP's.
Cuz ya know, why not?
2) Name of the VIP server.
I sure hope it's not just gonna be called 'the VIP Server.' It should have a cool name. And while we're at it, why not ask for some ideas from the current players? Then get the players to vote on the name. Now, I could see this as a way for the Devs to allow current subscribers some input into the conversion process to CoH: Freedom. Maybe. But anyways, my idea is 'Freem Club' ala the movie Fight Club. The #1 rule of Freem Club... we don't talk about Freem Club (to non-VIPs).
3) Character Unlocks.
Now I am under the impression that if someone goes from Premium to VIP to Premium again, the following would happen: Whatever the current amount of 'unlock slots' the player is allowed, the player choses which slots to unlock on which servers except the VIP server. Then those slots are locked to that server. After some point, the player goes VIP status and can play all toons, make new toons up to slots allowed. Then due to money constraints, the player goes back to Premium status. The player then can unlock different toons (or the same ones) based on what server they originally chose those first slots to be on at time they were Premium. (I'm afraid I'm loosing my train of thought here...) Anyways, could there be some kind of 'retirement' where someone could chose a different toon to play. Not make a new toon but choose a different toon already created to play again. Either as a freebie once-a-month deal or pay for option. Keep in mind the player I am describing has put some money into the coffers and has been a VIP.
Well, anyways, those are my thoughts. If a Redname has already mentioned any of these, then I will thank you for giving a link and it can dropped from discussion. -
That all depends. If you imagine that there may be a time where you may not able to pay the subscription fee, then w/o the purchase of GR, you will lose access to Praetoria and side-switching and the powersets that went along with it. Unless you happen to opt to unlock it as a premium player.

If you are not comfortable assembling you own computer, do you know someone that is and works cheap? Like say for a pizza and/or beer. My buddy just asks for a 6 pack of 20 oz diet, caffeine-free Pepsi. But I rarely find anything anymore I am uncomfortable assembling. Take a look at Father Xmas links for Newegg computer specs. You could save some $ if you could re-use some things from your old comp.

Become level shifted (50+1) and that ToHit drops to something like 7.7% for a lvl 54 AV. Not exactly sure anymore as I checked right after the lvl shift went live.

Welcome to the game! Everyone has given great advice so far so I'll just add a few more-
Stay away from a power level situation for the time being and just run missions or Task Forces. Explore Architech on your own or even with a small team but if you start to gain too many levels, you may "lose" the feel of a toon. By that I mean you will end up not gaining the knowledge to play that character effectively.
Game time-- Different editions of the game can stack as far as pay-to-play. Buy one edition, 30 days free. Grab a different edition, another 30 days. Often these older editions can be found online or at bargain stores for a lot less than $30 or even the monthly fee. Just be sure they are sealed or the code hasnt been revealed. Some will come with cool extras as well. Oh, CoH: special edition and CoV: special edition count as the same version.
And don't be afraid to come back and ask more questions. Pearls of wisdom can be found here from the usual forumites to the casual ones like me. -

Here is my 2 cents. If you are worried about the prices of the purples at first, use Posi Blast and Oblits in their places. Same bonuses just smaller. As for KB resist, 3 pts or better is fine for most content. I've seen builds with 12 pts but in my experience, anything in the game able to beat 3-4 pts, will also beat 12+. This is fire armor, you will get hit. No matter how much defense you get from sets and powers, you have no defense debuff resist at all. Once you get hit by that first debuff, your defense will plummet fast, therefore you need to have Healing Flames recharge as fast as possible. So, take out those foes that slow you first. -
I wouldn't mind there being options to make the wall of text disappear or become smaller but, truth be told, my mind has already started to filter out the unnnecessary junk. I usually don't respond to Orbital strike warnings anymore. Marauder enraged? Check I can see that in the UI box. Some NPC talking during trials/ tfs? Read first couple of times, don't need to again.
Simply stated: the things I don't need to see anymore are like the dirt on my glasses-- my mind filters it out and then every once in awhile I suddenly take notice that they (my glasses) are cruddy. After cleaning, things look slightly different, then the crud starts building up again. Now I'm off to clean my glasses.... -
Though one problem with X key: if you fly, that is by default your 'move straight down' command.

I've changed my ~ key (tilde) an all my toons to target closest enemy. Its right above Tab anyways and I can still cycle thru enemies with Tab if I want to.

Here's my attempt at your request. Ignore what levels I selected powers at and arrange them to suit yourself. And/or select different attacks. Move sme slots to health and Stamina I suppose too if you feel like it. This build isn't very endurance friendly to use all the time but only for taunting LR? It will work.
Tactics: Start out the fight with OwtS both for +resist and + HPs. Lead LR so that you can stand close to the team and get the bonus for teammates in Phalanx. Since you didn't rule out accolades and temp powers- when OwtS drops, use Eye of the Magus for the +resist. And you could use the Wedding Band as well. When OwtS recharges, use it again.

I'm probably gonna be scooped:
This week's WTF is the Apex TF. It imposes a -4 level shift if you do not have your Alpha slot unlocked and slotted. so the foes in the tf will be 54s making you -8 levels effectively to them. Not all tfs impose this penalty, just Tin Mage and the Apex. You do not need a Notice to craft the tier 1 or 2. SO you could craft a low tier alpha and do Apex or wait till Tuesday when they switch the WTF. Also, some teams do not care if you would be -8 levels if you bring some benefit to the team, sets that come to mind would be Kin, Emp, shields or bubbles, or Rad. -
I've seen it in my SG. If you go completely to the other side your name goes red in the sg list and you stop earning prestige. Your Sg always keeps the prestige you earned for it. Always, unless the SG drops below 15 members in which case it loses the bonus prestige granted per member (up to 15). If you leave the SG and return later, you will appear as if you lost all prestige.
Base privileges: heroes cannot enter villain bases and vice versa. So you if you start as a Villain -> Rogue -> Hero then you must make the trip all the way back to Villain to be able to enter the base. You have to 'prove' to your SG your worthiness to regain all privileges. -
Not really a horror story but I'll relate the only time it looked like the team I was on would fail the STF:
Got invited by a sg member who was forming and I went afk to deal with son, get him changed and into bed. Come back and find out I was gonna 'tank' the STF on my brute. No problem, I thought; I'm soft-capped. Everything was going good till GW. We had pulled all other Av's no problem and GW was the only one left. I'm taunting and staying at range but we have no immob. Fine, I just keep falling back as she gets closer. We budge her life but she continues to land one of her little heals constantly. Scrapper on the team is sending me tells on how to handle her but I have 9 lvl 50 tanks and have done this before. I still cannot figure out how she is consistently getting a heal till I remember..... I am softcapped to all but..... Negative energy-- I am playing an Energy Aura brute- DUH!! So pop a purple or two as needed, wade in close to beat on her, she goes down in no time. For Recluse, I use the taunt-while-flying method. Only 2 issues there- when he end drained and toggle dropped me (still stayed alive though) and once or twice he ran to the peeps on the Towers requiring me to go get him again. -
Ask on any server channels you have access to, Sometimes people save this mission just so they do not have to run the Tina Mac arc just to get Anti.

Just for my 2 cents, I have a Fire/ Mace tank that I loved to play and level. Nothing like Mace for the crunch feeling. You still get your kb and kd effects like Stone melee, but all your mace attacks do decent damage unlike Fault. Though I do like Fault, the reduced inherent accuracy, large end cost and minor damage can be a painful till it is well slotted.

As the recharge on LR is long, you'd be better off putting the +recharge proc in ThunderStrike or Lightning Clap anyways.

I like how the shields sets play, as is, currently. Somedays I feel like micro-managing, some days I dont. When I don't, I just play the other buff sets that dont have single target buffs.
And remember the cottage rule. -
There is usually a few problems with threads claiming that a change is needed for X powerset(s).
Lack of positive threads: Very rarely do players start threads praising a powerset. And if someone does, it quickly gets eaten into obscurity as it usually garners few responses. The more likely thread is someone wanting a tweak or rework of the set. Now, most times when everyone comes out of the woodworks to defend said sets, they are considered to 'not be open to change' or 'not in a frame of mind to judge unbiasly' the suggestions of the person starting the thread or even 'openly hostile.'
Players don't have access to the real numbers like the Devs do: We as players cannot datamine. We can give our opinions if we feel something is wrong with a set but we cannot see the ingame numbers- how many heroes or villains have which powersets, how much playtime do those powersets get, which defensive set dies more often, which offensive/ control/ defensive set uses more endurance, what powers are taken and which are skipped.
Most thread starters don't really think thru their ideas and just throw them out there looking for support. But then they are disappointed and hurt and/or angry when the support doesn't arrive or too many people give their own opinion in direct contradiction of their own. Best thing to do: look at a situation from all sides first and comment on those points about why your suggestion is better. If you cannot see all the sides of an argument, then don't be surprised when it gets ugly.
There are numerous forums: Is this the proper forum for this discussion? Simple enough I think.
Original Ideas: Let's face it, your idea has probably been thought of by someone else and has already been discussed in some shape or form already. Forumites (defined as those peeps that inhabit the forums) have seen these discussions before and they can tend to be a bit short if you haven't done your homework already. In other words, have you searched for same topics or thought out your ideas? Patience of forumites runs thin when they have to defend their positions every other day on the same topics or when something has already been relegated to the "BAD IDEA" list. -

Its like a mothership raid or lag hill in ITF, but I know its only the graphics side as people tell me I am still firing off attacks. Then when it clears, my power trays show that the longer recharge powers are recharging. I spent a whole LGTF on my Broadsword/ Shield scrapper charging ahead of an electric control controller and the rest of the team to:
a) stay away from his aoe effects;
b) whittle down mobs before he caught up; and
c) cuz I could.
