A more accurate analogy would be some janitor forgetting to clean up the gold doubloons covering the bottom of the pool after the board of director's party, club members saw dollar signs and filled their up their backpacks, after which the owners prosecuted them for theft even though the 'crime' was a result of negligence by their own employees.

Still not entirely useful, but a vast improvement over poo poo in the pool.

And it's not gonna really be City of Heroes much longer. With GR you're not constrained to one set of moral ideals and you're not even going to be able to distinguist by the power sets, since they are almost all proliferated (one of the big distinctions in the original CoH/CoV game.)

IMO: not enough range. Even earth assualt (described by the devs as a melee focused set, if I remember rightly) has two ranged powers. Three if you count fissure, which has a very short range but technically IS a ranged power. I would take out Cobra Strike (Assault sets typicallly don't have control powers, that's what the primary is for), and replace it with a second shuriken power, a stronger version of the first one more or less. Then also remove Tiger's Gaze (Again, control powers belong in the primary) and replace it with either a cone ranged attack (Throw lots of shurikens at once, maybe?) or Exploding Shuriken from the scrapper epic pool.

Also, if that Master's Insight thing is supposed to be the core power the entire set is built around, it shouldn't be the last power you get. I'd put it earlier in the set, maybe 16 or 20.
