Then my next thought is "do you have your OS install disks?"
For clarity, I do not mean a "recovery disk" that pre made computers come with (if anything).
If so, then I would suggest the "sfc" command.
If your system files have been modified at all (even intentionally) this will revert them to their original state.
Warning: This can take a long time if thinks aren't pristine.
Put your install disk in your optical drive, open an Administrator level command prompt (easiest way to make sure is Start > All Programs > Accessories > Right click on Command Prompt > Run as Administrator) and type the following (without the quotes):
"sfc /scannow"
(Note there is a space between the "sfc" and the "/scannow")
It may ask you to insert the install disk, point it at the drive and let it do it's thing.
If things are good, it will only take a couple of minutes.
If things are messed up, it will take a LLLOOONNNGGG time. So bring a book, watch TV, whatever.
Barring that, the only thing that comes to mind is a clean install of your OS (which the sfc scan is supposed to fix without actually going through that hassle)...

I say that only because last I checked Villain side doesn't give you those to Reward Merits, and I have not heard which way is supposed to be correct - or if it is correct as is. -
The only things I have off the bat for you are P.I.T.A. thoughts. So you have been warned. ;-)
First, the memory:
Have you run memtest on the sticks individually?
What I mean is, remove all but one, and run memtest on it. Then remove it, and place another in and run memtest on it. Repeat as needed.
The reason:
Sometimes memory doesn't show as failing unless isolated. It is rare, I admit, but it has happened before. Might be worth trying.
Next is PSU.
Do you have another PSU to try out, preferably with more output?
If not, actually removing one of your Video cards might work as a test.
It is possible that your system is pulling more power than your PSU can handle, and if the GPUs aren't getting enough power, they can crap out like that.
Unfortunately, PSUs are a right pain to test, so the most efficient end user way to check is to swap out with another PSU (which sucks if you do not already have one handy.)
Hopefully, someone will come along with a simpler solution to try. -
Actually, it is monthly.
The rewards are weekly.
There is currently 1 Arc, and only 1 part of that Arc.
The Villain side contact is Allastor, in the mid Southern end of Cap au Diablo.
I do not know where to find the Hero side contact, other than Skyway City (I think.)
On your mini map, they show up as trainer icons. (The green figure in the grey-ish circle.)
The rewards:
The first time you run any part of an Arc, you get a "free" reward table. What I mean by that is, it doesn't count towards time gates for the rewards.
After that, any part of the Arc you run will give you a table where each of the rewards can only be awarded once per week.
The rewards are:
Alignment Merit (must be that alignment to accept, Hero for Hero side, Villain for Villain side)
4x Merit Rewards (this will award you 20 merits)
Astral Merit (must be level 50 to accept)
10 Incarnate Threads (must be level 50 to accept)
I read somewhere that you can get 5 reward merits if all else is used up, but I have not witnessed this myself.
Also have read that non-VIPs can get SO Enhancements, but have not witnessed that myself. -
It is also possible they bought enough Paragon Points to award them enough Reward Tokens.
If my math + understanding + memory are correct, you get 8 Reward Tokens per $100US bundle of points you buy. So, if you plunk down enough cash, you can get the celestial armor without any vet time. -

If the server migration / hardware upgrade had been announced, say a week, in advance - and the majority of players knew about it - then there would be far less complaining.
Those that would be complaining, would be the ones who were still expecting the servers to be up. -

I will report back if it helps any with stability issues I have with Win 7 64 bit, ATI 11.5+ drivers, and CoH.

It was much quicker than I thought.
The driver will not work on my computer.

The chest emblem does change when the icon is set. We've tried a bunch of different icons, none of them change the base icon. Even if no-one has been in the base for 24 hours, it still doesn't reset.
There is nothing you can do about it.
Unfortunately, I am pretty sure it isn't high up on the priority list of issues to fix, so you will probably have to wait a while before it gets fixed.
You can get to the "Echo: Galaxy City" from Ouroboros. I haven't tried myself, but I have been told it is behind the building, by the mediportals. -

I am hoping as all the wrinkles get ironed out (and I do not think it will be quick, unfortunately) they will add better in-game directions and notices for things.
I believe, and maybe I am giving Paragon too much credit, that this is a sign of i21/Freedom being "pushed out the door" too quickly. Or, maybe just a neon sign that some/most of the stuff was outsourced. -

You will want to learn to use the "Find Contact" button on your Contact list window. It should be just under the tabs (active, inactive, etc.).
I do not know who the blueside contact is, so I can't tell you who to look for. Redside it is Mr. Rodney, a Goldbricker.
When you find him/her, you can use the "Teleport to Contact" button the first time (it changes to "Select Contact" after you have met them the first time). -

Maybe it was because I wasn't the mission holder, but I didn't find anything villainous about it. Then again, I do not find the Galaxy City tutorial particularly villainous, and that caused an uproar in Beta.
I certainly wouldn't put it on par with the "continuing training" missions (Graves) redside.

Overall I would say that the Signature Arcs are a lot like lower level iTrials. (Incarnate Trials for those unfamiliar with iTrials.)
If you like iTrials, and I mean for the Trials themselves, not the rewards, odds are good you will like the Arcs.
If you do not like iTrials (even if you like the rewards) odds are very good you will not like the Arcs.
I hope it serves the game well, but I can say without hesitation or reservation that I am not the target audience for the direction the game is going. -

Going back over your CoH Helper log, it looks like you are suffering the ATI / CoH / 64 bit Windows triangle many of us are.
It looks like you are running the 11.4 drivers.
Have you tried completely removing those drivers, and using something like Driver Sweeper and either reinstalling them, or trying, say, the 11.2s or 11.3s? -
