Following the K.I.S.S. principle (and not making assumptions on your level of competence):
- Are you sure the computer power plug is plugged into the outlet? / Are you sure the outlet is getting power? Is it a "power strip" that has a breaker that was tripped?
- Are you sure the power cord is plugged into the power supply?
- There is usually a separate switch near where the power cord plugs into the PSU that isn't clearly labeled. It is a rocker switch with a "0" on one side, and a "1" on the other. Is the "1" in the down position (almost flush with the PSU)?
- Are the main power connectors from the PSU to the motherboard seated properly? The cables from the power switch?
If the PSU isn't responding at all, it is less likely a component problem. But not definitely. So I would focus on those areas first. -

As for "not adding hardware," should the donations not work out: I think focusing on the right side of the keyboard (if there is a numpad) might work better than the standard left side. I haven't actually tried it myself, but the arrow keys can be for movement, and the whole numpad is right there for the binding. Control and Alt are within easy reach, as well as shift and Enter. (As well as the numpad Enter which counts as a different key.) -

The argument isn't personal, so please don't take it this way. We're trying to make sure that if someone buys a new CPU or new GPU the choice is good. In this context comparing a defunct CPU (such as this person's CPU) to the price of a new GPU doesn't even make sense. Also if he ends up buying a new CPU, a $90 CPU with a $150 GPU could make better sense than buying either at $90 or $150. If he wanted to do video but didn't mind running a game at a lower res, a $200 CPU with a $100 GPU would make sense.
The point is, suggesting hardware that's suitable for the purpose is a good way to go, and this "rule" you quote looks to me like it would lead to worse choices.
But as for as to when I picked it up, as recently as Febuary of this year (Revision3 site, probable ad before video starts.)
The question in particular starts around the 26:40 time mark if you want all the background, but the real meat of the "rule of thumb" is around 28:35.
I could swear that there was a more recent video of him confirming the rule of thumb... But I can't find it easily.
(Also, bear in mind when I first posted the rule of thumb, it was before knowing the questioners system. It was easier to just pass on that guideline than require data from the questioner that they might not have wanted to part with [since it wasn't in the first post].)

You could use a PCI-E 1.0 card in a PCI-E 2.0 motherboard. You can use a PCI-E 2.0 card in a PCI-E 1.0 compliant motherboard. It simply won't get maximum throughput available for the card.
So he could pretty much grab any current card he wants and it'll work just fine. He just has to make some allowances for the mis-match not providing full bandwidth.

Depending on which arm isn't usable, something like the Logitech G13 Gameboard might fit the bill.
The joystick can be mapped to movement, and the other keys to powers and such. -

GPU choice is affected by the resolution and AA level you want to run. Also, CPU these days is much less of a limitation. A Sandy Bridge Core i3 2100 would work quite well for most games.

From my research, I do not think your GPU meets the minimum specs for the game.
In case I am wrong on that:
Have you tried uninstalling your video drivers, cleaning them out with something like Driver Sweeper and reinstalling the most up to date for your GPU?
Other than that, your RAM is on the low side (I'm not sure why the minimum specs say 512MB or more...). Is there a computer upgrade in your near future? -
Is this just general rebooting whenever? Or is it only in game?
Does it happen at completely random times? Or does it seem to happen more frequently as time goes on?
Example: When you first wake it up/power it on you go an hour before a reboot, and then 45 minutes, and then 30 minutes, etc. until you shut it down/let it sleep for a while.
Do you know if you have Automatic Restart disabled or not? And if you do not know, what is your OS? -
Another data point:
A not-so-accurate rule of thumb is to spend about as much on your GPU as you do your CPU.
The reasoning is that if you spend much more on your GPU you will not be able to get the full use of it because other parts of your system are the bottlenecks.
So keep in mind if your CPU isn't bleeding edge, a bleeding edge GPU won't work as well as you might think. -

To no one in particular:
If I understand how this is currently working (not necessarily as intended)
- You receive your points on your billing date from now on (October, on). NOTE: Some have reported not getting their points yet. Might need to be something manual done on Monday.
- You receive the Transfer token on the first of the month.
- And I have no idea about the Reward Token. Some received them on their billing date, and others didn't. At least some of the ones that didn't did start September off with an extra.

I just checked my base, and all seemed fine.
Some things that might have played a part in this:
Did you have a "mass exodus" of characters transferring to other servers (such as Exalted)?
Did you have a bunch of character accounts drop to premium? (Not that I think this should work this way... But I can see it happening.)

I just checked on my crafting character, and I have no problems with memorized IOs.
Character is a level 50 on Virtue, if that matters. -

The whole "reward" system (including things like points) seems to be a bit buggier than meant.
Some people reported getting Reward Tokens on their billing date in September. Some reported not getting them. Of those reporting not getting them, I know two reported starting September with an extra reward token (myself being one). I do not know about the others reporting not getting a token.
So it seems we need to be diligent and wait out the month to see if it gets ironed out. -
Well, at least until we see how much (or little) the underlying Windows 7 desktop is changed.

(assuming both netgraph and showfps are off to start) This will toggle both netgraph and showfps on with one keypress, and turn them both off on the next. Sort of a "one click in-game diagnostic" keybind. -
The version you use works just fine.
Same as my previous post, just without the installing commentary.
It could connect to my Linux box, but that is on a local network with only a password required. So anything more secure might show hiccups that my test can't.
