Unfortunately, for confirmation purposes, my billing date is the 22nd, and my vet reward date is "around that time" too.
So I have about two weeks before I can confirm how things are working. -

Usually, a couple times a day, I'll have the game lock during a zone transition.
And while it may not be the driver itself... The crash report does mention an ATI .dll. In my case, I forget which one. But it is similar to the one in this post. -

I've had to delete my signature, as 11.9 isn't stable for me either after the Oct. 5th patch. :-(
Things aren't as bad as pre 11.9, in that I am not just crashing whenever. Now I am "up" where most people have been with crashing during some transition - zones, missions, quiting to character select, etc..
The last crash game was only using about a Gig of memory. (1077K-ish)

I suspect the one person reporting an "error message" when trying to post to the Friends channel as a Free player was trying it like me with "/send Friends."
Maybe they and I are the only two who will get confused like that, but it is worth noting. I took the "/send <channel>" command to be the formal command that would work with any channel, and the only reason no one used "/send local" or "/send broadcast" was because the easier and less formal commands already existed. -
I do not see your CoH Helper log, so I am going to make a few guesses here.
Correct me if I am mistaken;
You are using an AMD/ATI graphics card, and are not using the 11.9 drivers?
If the question is true on both counts, try installing the 11.9 drivers and see if that helps.
You might need to cleanly install the drivers to get them to "stick" (to use MMO terminology). Driver Sweeper is the go-to program on these forums since it is free and well tested. -
I think this needs a little clarification.
I just tested this out with a Free account (not Premium) and I found out that:
- Free accounts can not "/send Friends", and receive a message that they need to be VIP or Reward Level 4.
- Free accounts can post to the Friends channel if it is selected as their active chat box.*
*I picked a random stranger to add to my Friends list, and didn't receive any response back for verification. (Didn't expect any.)
There might be other clarifications that I was not aware to check.
EDITed to add:: I just double checked Paragon Wiki, and dug a bit deeper. The slash command I should have tried is "/F <message>". I'll try that later, and report back. -
Good to know... When I was running my trial account, getting the "so-and-so has invited you to be a global friend" (or whatever the pop up window was) repeatedly by my out of game friends for about 2 weeks without being able to actually have the Accept option work was less than pleasant.

There is another thing to try that might fix your problem. Admittedly, it was for nVidia users that would get stuck at the loading bar... But I think it might fix you up. And it shouldn't cause major problems if it doesn't work.
Give this a try:

Hrmm.... That didn't help.
My next suggestion is uninstalling and re-installing your graphics drivers.
This outline should give you the details... Although, ignore the part about ATi and Catalyst. That was for another poster. Look for the nVidia stuff (that I am not familiar with so I can't give you better details).
Try not to skip the Driver Sweeper (or your program of choice) steps. -

Something in the last patch isn't playing very nice with ATI 11.9. It isn't as bad as pre 11.9. But something is in there. -

I did some looking 'round the 'net, and this seems to be a persistent problem with nVidia and Windows 7 - 64 bit.
The only "fix" I found is the following:

Non-VIPs can't really post on the forums. Sure, there are a few places they have been "stealth permissioned," but it isn't commonly know yet. There is a whole demographic that might not be heard from yet.
There really isn't telling how many (in percentage) of the whole player base isn't happy about the prices/market. Well, at least not for us.
I'm sure data from the Market is being looked at. Which accounts are buying, and are they the only ones buying, etc.. -

Well, several forumites were trying to convince those concerned about what Freedom meant for VIPs in the game that NCSoft is paying us $5 a month because they give us $5 in points, $5 in a signature arc, and $10 in a server transfer every month.
There you go. Your monthly payment is now -$5. -
It isn't going to help any, but I see this with nearly every major patch - and sometimes with minor patches.
I chalk it up to Enhancements not working properly (as we saw with this patch, some Procs weren't working at all), or powers aren't working as intended.
It usually clears up in a couple of days as all the little bugs get ironed out. -

September is a bit iffy, but if I get what Zwillinger said correctly you won't be receiving September's Token until your vet reward date comes up in October. Because you do not get your Reward Tokens until the end of the month of time.
So your account should be correct. -

I try to only update one thing at a time, if for no other reason than to rule out questions like this.
I'd suggest updating your firewall/anti-virus first, then Windows, then CoH.
You should get much better speeds, enough to were updating separately will very likely be faster than trying to update at the same time. -

Let me illustrate:
