Why are you not featured in the Official Site > About The Game > Signature Heroes ?
...
Especially since you are the Magic Origin contact. Since they do feature the Natural Origin contact (Manticore), the Tech Origin contact (Positron), the Science Origin contact (Synapse), and the Mutant Origin contact (Sister Psyche), aswell as their "Flagship" hero Statesman ... yet they neglect to feature anything about you ... why is this? -

There was nothing mentioned or confirmed about this one way or the other at PAX from the official panel discussion. Though their were countless rumors floating arround, this being one of the many.

it really depends on what your looking to accomplish with it .... Solo or Team , PvE or PvP , ST or AoE , Farm, AV soloist, theme, concept ... there are alot of things to take into account where it's Best (for your wants and needs) Scrapper as there is no bad scrapper power set mixes

you should slot the +stealth proc into Sprint, Umbral ... that way with Super Speed's built in stealth, stealth+stealth=invis

PVE Leveling (Mostly Soloing)
any combo can do this easily
EB/AV Soloing
any combo can do EB's easily, but the shield's with a high budget is best suited for AV's and out of the fire or electic prime, fire is more ST damage than electric
PVP Combat
not all too well versed in the PvP area but i know def gets borked in it, out of yer choices , fire/fire has the highest burst damage in the game with BU+FE, but it does lack a "god" mode tier9 which */ele has, as well as its end draining potential in several powers such as Power Sink which is vicious in PvP -
also unless yer going the hover/fly route, dont forget a jetpack ... also haveing a range power or two (useually from yer epic pool) will help some with the blues, but in general the self heal power of regen is the best reccommendation, as for primary, any will do just fine

as a stalker i would not skip your AS power, it is the best opening attack and often will 1shot the toughest opponent in a spawn also great after a placate too, but is your signature power as a stalker for its massive burst damage and works well in teams aswell when the enemies arent focusing on just you,... also i'd reccomend agaist skiping DP aswell since it's not just the +hp value yer after with it, with a lower hp cap any hits you take are gonna hurt alot more, and haveing another click heal will help alot while recon is still rechargeing

Actually i think Ishaila is confuseing the Rule of 5 and the Rule of 3 ... judgeing by her/his mention of DR (Diminishing Returns) ... the Rule of 5 deals with invention set bonuses, the Rule of 3 deals with ED (Enhancement Diversification) and DR (Diminishing Returns)

Offhand, I'd say that if you have to go against a Sapper, you'd probably want either /Electric, because of its resistance to endurance drain, or /SR, because the Sapper can't drain you if he can't hit you.
I would tend to avoid powersets like /Willpower and /Regen, because they provide recovery increase powers, which you come to depend on. When you have massive recovery and an endurance intensive build, you find yourself in serious trouble when your recovery drops to zero.
What do you guys think? -
