The end cost problems come from trying to patch shield weaknesses with pool powers. If you soft cap and drop the Fighting Pool/Leadeship Pool, sheilds are cheap on end even paired with a primary like Broadsword.
The problem of course is the expense of softcapping with IO sets.
A good chunk of the player base knows this, which is why things like red fortune, makos, touch of death, oblit, are so high priced.
IME making a fun and survivable shielder can not be done with SOs alone. -

You "could" slot a Microfilament in swift to enhance both the flight and the run speed. It's probably not worth the expense to do so however. -
Gaelic warriors typically fought semi naked, occasionally with blue body paint covering the the bare skin (especially the Pict).
Typical weapons were things traditionally used for hunting (sling, javelin, darts, bow) or things that also doubled as tools (axes). Some gaelic warriors would use a small oval shield and a short sword.
The kilts can take 2 colors and there is a "plaid" pattern on them but you won't be able to duplicate any of the actual tartan plaids. -
It's #2. Leave it at the base slot only and don't count on any additional defense from allies. If you ARE getting an ally bonus from it you aren't getting the most out of Against All Odds which gives you both a per mob damage boost and debuffs the damage that those mobs deal.

Sure does. Aim and Build up last 10 seconds. All tier 1 primaries are 1 second, tier 2s are 1.67, and the defiance buff lasts 7 seconds + animation time.
My energy/energy/force blapper uses TF + BS + EP to defiance buff and usually clears the battle field of everything but EBs with the Nuke.
With non-Elec/* builds the tier 3 heavy hitter is a big boost and with non-/energy builds the single target immobilze is worth adding as well. Elec/energy has the hardest time defiance buffing the nuke. -

On a survivability level, on a generic IO build, it's actually a lot weaker than most other sets, both the res and def numbers are pretty low and it's almost compulsory to take Tough/Weave.
And don't even get me started on the uselessness of Grant Cover.

Actually according to Castle mitgation numbers Fire to sheilds are similar (which means to me that shields are too low especially if you are looking at them thematically).
Sheilds problem is the same as invul. Health degredation over time. You saw an example when you teamed with me recently. That build had almost exclusively common IOs slotted (they are all commons on that build except for a stead fast res/def and numina and miracle uniques). The IOs for that toon are all ready built and waiting on him to hit 47+ for slotting.
Shields fares ok short term but each battle leaves you a bit lower on total health than you were the prevous battle and during drawn out battles you can see health dropping consistantly. If you don't have a primary like Dark that has a self heal or if you avoid pool powers like medicine, you will eventually be defeated. The extra hit points with base regen rate doesn't replace them as fast as they are lost.
And before someone says it, no, you can't just jump out and rest. AAO is a Taunt Aura. You will be followed and interrupted. You don't get a chance to rest until it's all dead and often another team member has aggroed the next group.
In this case once you run out of greens and/or team members with heals neglect to use them (like the kin we had that wouldn't use transfusion unless HE was down on hit points) you will drop.
For me and my BS/SH build I have a choice. Help me actively and consistantly and there by help the team or help the team passively part of the time and die eventually no matter how well I play. I can take aid self which solves the above problem but to do so I have to drop GC and a low damage attack. Those are the only powers in the build I can spare.
Dual builds you say? Why should I spend 4 billion on 2 builds for one character?
If I'm going to do this I'm going to do it on a toon that it's worth doing on. I'll have lots of variations on the build rather than just 2 powers. -
I 5 slot posi blast and put an Achilles proc in slot 6.

The other thing that folks have neglected is:
Ice/MM has nearly as much hard and soft control as Ice/Ice but does a much better job on AoE. (Ice Storm, Frost Breath, Psi Scream).
If you take Ice as your Epic, slot some defense set bonuses, and maximize the end mod in DP you can self herd a large enough group to avoid the end crash when you use blizzard.
If you missed a mob and are just under avoiding the end crash you can pop Geas if that will take you up over the threshold and if not you can pop a blue, hibernate, and wait it out. -
Ok here ya go. This is my hurricaneless Fire/Storm/Stone. I rely on stacking stuns for control (Flashfires, double stacked T-Clap, Fissures) and most of the damage comes from hot feet, imps, and bonfire.
All cleaned up and shows how I'm currently built. Fire/storm can level just fine solo early as long as you don't rush or try and take on more mobs than you can handle at once. Hot feet is the key its the Highest DPE power that you have. 6 Slot it early for accuracy and end red. Add damage in later via frankenslotting.
The below photos are in Dark Astoria. The controller is a previous version of the level 50 that I copied over to test sometime ago. This is a level 29 version of that controller.
What you see in the first photo is mobs that were stunned by flash fires, then immobilized with fire cages, the controller moved into melee range, then dropped freezing rain and bonfire on them.
Second photo is a few seconds later. All that is left is a piece of a storm shaman and a minion on the left that I missed twice with cages. These get finished off by alternating char and ring of fire while I stay in hot feet range but out of melee range.

With the recent updates to scrapper secondaries there are no bad ones.
With a 0 inf budget your best bang for the non-buck will probably be either Regen or Will Power with Invul next in line. -
I had a few once a week toons that I did that with for about 6 months. (Buy sometime between Mon-Wed list for sale Fri-Sat)
Really really common low volatility stuff I listed at 4,009 each.
Moderate volatiity stuff I listed at 24,009 each.
High volatility stuff I listed at 49,009.
I stayed out of stuff like Luck Charms and Alchemical Silver.
When the markets were fairly stable I'd go through about 1/2 my pad in a week. During events and new issues the pad was ALWAYS gone.
Once I looked every thing over I decided what I was really doing was just long term flipping on stuff that wasn't worth flipping. Even though it may have looked like it was a shield on price spikes it wasn't really effective when it was really needed because I couldn't keep up with sheer volume by my self.
When MA hit and they abolished the 60 day rule. I had 9 way over priced STGs that I had purchased by accident (darn slider) 4 months earlier and relisted at a price to try and recoup my 10% listing fee loses (ha!) Everyone of them sold on day 3 of MA at a price that was 25% over what I had listed them at (the price that had them sitting in that transaction slot for 4 months). When I checked my pads EVERYTHING on all of them (except tier 1 commons) was gone and at far higher than I had listed it.
I abandoned the attempt and probably won't pick it back up again. -
I have a couple but they are out of date and my play style is non-typical. I'll post them with explanations after I clean them up.

Calling what I do here brow beating is like calling Charlize Theron "grossly obese". It's a non-sequitor and I take it as such.
The only way someone gets brow beaten by me is if, when I am working on my landscaping with timbers, hammer, and spikes, they stick their brow between the spike I am currently using the hammer on.
I typically assume that most people are simply lacking in knowledge, or are having difficulty going from point A to B, or that they are missing a key piece of information and try to assist them until they prove otherwise. -

So these Membrane things would be enhancements you can slot into the power and "sneak in" defence that way, thereby boosting defence debuff resistance. Do I have that about right?

Here's an interesting question - does slotting the power for defence buff increase defence debuff resistance? It seems to do that on my SR Scrapper and on the rest of the powers in Shield Defence, so if it does, that may convince me to slot Grant Cover for more than its default. If Phalanx Phighting gave defence debuff resistance, I might be convinced to slot that, too.

Slotting defense into Grant cover increases the defense debuff resistance it provides. Slotting defense into phalanx does nothing unless you have an Ally in range and then it gives a minor buff to your defense which comes as a trade off for the damage buff and mob damage debuff that you would get if there was a mob there instead.
Slotting Membranes in Active Defense increases the defense debuff resistance it provides. 3 slotted with membranes + hasten allows you to double stack Active Defense which provides a double dose of defense debuff resistance since it self stacks. The mez protection self stacks too.

It looks ok so far. As an FYI you aren't softcapped on melee or ranged defense because you have your slider on PF set to one ally.
You will also get a bit more benefit if you take a slot out of health and put it in True Grit. Take regen tissue and move it to Health then slot a Miracle Heal and a Numina Heal in True Grit.
