If you just want to do missions there and get the badges, I believe the mission contact gives out a perfectly usable Temp Phase shift power that lasts for 30 minutes. Try that.

Seriously though. Don't expect to go into a pvp zone solo and expect to survive, not even on a tank or a scrapper. The smart players will be there in teams, the smarter ones will be there in PVP balanced teams.

Tonight in Bloody Bay, the Rogue Destroyers, consisting of a team of 8 managed to put fear in the hearts of heroes all over Paragon City.

Those heroes who were there for the event will probably not admit being there. The massacre was huge, dead heroes all over the place.
