The level ranges will get looked at again come I16 (edit: how does 25-30 sound?). Right now, they've been kept as wide-open as possible so that they can be played for xp at almost any level. The missions with narrower ranges are solely because of faction spawn limits. I can't provide any other explanation, because it's something the game mechanics impose on me. -
Played the Captain Dynamic and Great Face arc today, it was quick and a lot of fun.
Putting one of my own arcs into the ring - #15976, "Glory Days". It has its own comment thread, so feel free to post here or there if you end up playing it. -
Stuff like this is why I only post stories to the boards, and keep all of my RP in-game.

Length: Long (4 missions, Small and Medium maps)
Morality: Heroic
Enemies: 5th Column, Family, Arachnos
Level Range: 1-54, mostly; Mission 1 is locked to 1-30 to avoid problems with blueside Family spawns, and Mission 3 is locked to 25-34 because of the enemy group used.
All of the missions contain a main villain of up to Elite Boss rank, though all but the last also feature a Boss ranked ally. It is thus suitable for solo play (though some ATs may have an easier time than others) as well as teams.
Description: A new villain is making the headlines, and Sister Psyche's given you the name of an old friend who might be able to help. Enter the mind of a retired hero to relive the past and find a clue to aid you in the present. -

I understand where the OP is coming from, but unfortunately the Major is right - you can frustrate yourself and kill your enjoyment of the game playing Canute, and trying to hold back the sea with just yourself and a broom, or you can /petition it, /ignore it, and move on.

When you come into a forum and say "these things that you enjoy are unrealistic" (with the attendant implications of unworthiness, etc), you can expect that some people might feel a bit offended and/or defensive. If this was not the reaction you intended to provoke, I suggest that you consider modifying your approach.

I wish I could be more excited, but I know that it won't be like the movies, or even the single-player games. Instead, it will be full of... MMO players.

You are of course familiar with Clarke's Law? I submit that to the man on the street and possibly the typical comic book reader as well, "sufficiently advanced" starts at about the fourth grade level.
You know better, and so do I. But...
I won't link to the Rule of Cool, but it's really at the heart of this. Your definition of what is "Cool" may (and obviously does) vary from the Devs', but I believe that is their ultimate fallback justification: "Because it's Cool that way." -
I probably should have said something earlier, since the thread seems to have moved on to criticizing the I15 TF/SF - something that I myself, along with others, requested - but I just wanted to say this, about steampunk:
We also have a pretty good idea about what radiation does, after over a century of study (and quite a few fatalities). And to the best of my knowledge, it does not give you superpowers, or allow you to change your existing ones, or accelerate your metabolism, or... well, any of those other things that it does in comics. (Mostly, it gives you nausea, burns, and an increased risk of cancer, if not prompt death from cell damage.)
So what do we do about it? Tap Positron on his pauldron and politely tell him that he's impossible? Or shrug and acknowledge that those green neon beams and clouds have more to do with magic and popular misconceptions from 50 years ago than science, and go with it? -

I tend to be much more comfortable in the position of second (or third, or...) in command. Alas, because I'm a control freak and generally competent and responsible - until distracted by something, then I still feel responsible but also guilty - I tend to gravitate toward leadership positions that no one else wants/so that I can "do it right."

If anyone cares at this point:
My mood is that I'm waiting for I15, which I hope will fix several issues with the current poor/incomplete implementation of MA, to wit:
A way to acquire more publication slots;
A better search engine;
A better player rating system.
I'm also hoping for continuing "tuning" of the system to work out bugs, add more maps and stock critters (and return those that had to be removed because they were bugged), and other quality-of-life improvements.
Many of the mission creators I've spoken with have reported a similar experience: they had a blast writing and sharing their missions, filling their three slots... and that's it. As far as they're concerned, the "mission creation" feature went greyed-out just when they were getting into it.
Imagine if we were only allowed to create three characters, total, across all servers. And if we wanted to try something else, we'd have to delete one and start over from level 1.
