im assuming because they prefer the training room both US and EU to mirror live as much as possible. While the Beta server, which got the bump, they can do w/e they want with.

While the 17th is my Birthday, I won't be doing much till the 18th, so I should be available.
So I will (tentatively) offer up my Dominator (Blueside) Elec/Earth for the destruction of the Green Mitos (or the yellow ones for that matter).
I should know closer to the date what my plans are. But i have the day off work and the other half will cook for me. so i should be good to go. -
I opted for Corruption.
Faster animation recharge and lower end cost than Lash... and it has a -res component.
Crack whip also has -res, does knockdown and is a cone AoE. However it has slower recharge and higher endurance. I find my pets eat groups up anyway. So corruption gives me a bit of a debuff to fling out to AVs and the like. -

This is an enhancement to all powers that will take a healing enhancement.
So it should work. Likewise health and most of a /regens powers would see a benefit. How much of a benefit overslotting above ED is I don't know? but the possibilities for a regen aiming for the healing one makes me quiver. I'm betting majorly more affective than slotting some of the smaller +regen bonus used. -

Your missunderstanding what your quoting...
What they are saying is that if the Devs datamine specific things their results will get squiffed by min/maxers. For example they datamine TF/Arc times to determine merits rewards.
If 1000 teams complete a specific TF 4 hours. but 100 teams complete it in 15 minutes.
Then the results arnt too squiffed, average runtime is about 3.65 hours. But if those 100 teams each decide to farm the TF 10 times because its soo easy. then your average runtime for that TF drops considerably. to 2 hours.
Now all they have to do is heavily farm that TF at a rate of 15 minutes a go more readily than casual players who know it will take them 4 hours to run it will do it in. And you've got a steadily decreasing time in the TF.
Look at the Crystal Titan (Eden) TF. 4 hours time limit and then it fails, do the Devs count failed attempts in their calculations? possible when it is timed, but also likely not. Why? well the whole TF gives a lousy 7 reward merits.
Why because you can do it in under 25 minutes with a half decent team that knows what they are doing.
This can and will also be applied to how tough enemies should be. if a large enough (while still being minority) proportion of the playerbase trivialise enemies (softcap at 45% on squishies, perma PA etc etc) then you will find more enemies with defence debuffs, or massive tohit. Or recharge Debuffs, or taunt resistance. -
and the whole idea of releasing issues as opposed to trickling out new content as it is ready is that it will keep people waiting in anticipation, and drag back old players too.
Trickled out content seems like no content if its too slow. so i dont see them leaving the issue system for incarnate stuff. I agree that 2 an issue seems manageable. -

Frankly, there is no way I would spend the time and huge amounts of influence on a build that fails to have the functions of the powers properly slotted. But that's just me. I have never really found a need for high defense on my Earth/Rad, since he is so good at locking down groups, I don't get hit much. I stay at range and let teammates and Rocky take the aggro, so I don't get mezzed much, either. If I really wanted defense, I would take the Earth or Ice APP armor and enhance for Smashing/Lethal Defense -- but I don't feel it is needed.

My own Earth/Rad has a much (in my opinion) build plan which because of using /Earth ancillary achieves softcap while functionally slotting powers.
I wholeheartedly agree that IW is fundamentally useless when aiming for softcap, and theres alot easier ways to push softcap for S/L which will cover more than just range imo.
Theres lots of things wrong with the build I posted, im sure someone could come up with one thats better than what I did and achieves the same, but fundamentally gave what the OP want.
That being said, with Softcapped range defence turning earthquake into KB and dropping it on yourself, while not exactly being the best tactic, could work -

Not how I would go... but theres what you want...oh and 4 free slots, so you could sink those into health, slot up another round of panacea, and im fairly sure you wouldnt need the alpha slot... -

Static Fields accuracy is quite high, but it still needs it. The duration on Mids is the duration of the summon pet, not the duration of the sleep affect.
The Best slotting here is aiming for recharge primarily then accuracy at 5 slots as you level up. this will allow you to perma and overlap the patches while having good accuracy. Sleep is not so much needed as it will reapply alot. The field cant me made to last longer.
my level 50 permadom/softcap Dom build has Static Field 6 slotted with the purple sleep set for 5 (all but the placate proc as it is useless here) and one generic End Mod IO, to increase the lil buff of endurance this thing gives you.
Conductive Aura should be franken slotted for Endmod/Accuracy as quickly as possible, up to 4 or 5 slots atleast, as you level up. again at 50 ive 6 slotted the EndMod set that gives +recharge as its final bonus. However 6 slotting for 5% recharge is a bit wasteful, so frankenslotting at 4 slots will save a few slots and the 5% could be made up elsewhere, or covered by the alpha slot. -
He is in a new single mission from Tina Mac. just keep accepting her non-arc missions and abandoning them until you get his.

thats the problem with terms like that that have made their way into modern common use language, theres a whole lot of people who are probably offended by it.

Dominators have a "castery" feel to their primary being control.
But their secondary being assault sets with both range and melee attacks allows for fairly versatile builds with them. do hold in mind that their melee damage modifier is slightly higher than their ranged damage modifier, but in general, pretty nifty damage output.
and with IOs they can be made pretty tough too.
Also Masterminds give you the pet options and some personal attacks if you want, as well as buff/debuff secondary and can be made pretty versatile and survivable again with a good damage output. -

Afterall its introducing quite a contentious issue right from the bat, how easy should it be to be incarnate?
My personal opinion is that the mission should be soloable because (even though i never RP) from an RP perspective it doesnt make sense to have a bunch of heroes run along at once and gain "god like status" at the same time. So accross the few 50s I have I would have like to see which struggle and which thrive.
the thought of testing out respecs on test server scares the willies out of me, its already going to be so daunting on live as it is. -

i'd be curious to see your build before commenting.
I have a planned Elec/Ice build that will be relatively inexpensive, is far as it lacks the uber expensive purples and PeeVeePees that includes powerboost and hoarfrost.
Saying that, with Issue 19 coming, do remember you can get alot of recharge for your other powers (since alpha slot wont affect domination) or a bit more defence boost going on too. Which may push you closer to achieving softcap-permadom how you want to achieve it... -
or once i19 hits, go to a zone transit method, and it will tell you which zones you can get to from it, and what levels they are!

My guess would be highly unlikely.
But the argument could be that so many retired characters may come back into action with Alpha/inherant fitness that they may decide to allow it so people can move these reactive guys back to their prefered servers. -
Less just that, but more that certain members of our little EU community have been very vocal about its brokenyness since the start of i19 OB.
Yeah theres bugs to be tackled. But is it the same persons job to deal with those horrid inherant powers problems as it was to deal with this?
It would be really nice to have been able to use a currently active character with a decent built to test this. I dont mean a purpled out machine, just the choice of what I had on test was pretty poor. -

and all the "entitlement" issues have been running around since no slots for inherant fitness was announced. What i find amusing is its very familiar names on the entitlement side of "MOAR SLOTS!" arguing that they've been screwed over by i19 not releasing broken. Can they be that fussed if they arnt happy with inherant fitness? -
it appears the problem is your definition of random and most other peoples are not the same.
picking someone of out the search window that you don't know to send a tell to asking if they would like to join your SG is a pretty random method of inviting people imo. -
in my experience the quotation marks around the "petcomall def foll" isnt necessary, mind your version still saves more line space than mine!
