The Player Event Resource Committee Presents:
Design Challenge - Bases on a Budget
This is a contest to test your creativity, skill, and talent at base design! We want to see what you can do on a limited time and prestige budget. Forty designers will be chosen to compete, ten per category.
Are you ready to prove that you are a great base designer?
There are four categories in which contestants will be selected to compete.
- Arcane/Magic (examples: Enchanted Tiki Room or Magic Rainforest)
- Technology/Science (examples: Mad ScientistÂ’s Lab or Spaceship)
- Modern/Livable (examples: High Rise Apartment or Dorm Room)
- Freestyle/Player Choice (examples: Farm, Jungle, or Candy Factory)
- Anyone who wishes to compete may enter by filling out a short form linked at the bottom of the post.
- Contestants will be chosen based on creativity of their answers, passion for designing, and skill level.
- Entrants may choose to link up to 3 screen shots of previous base work.
- Having previous base building experience is not a requirement; a variety of contestants will be chosen.
- You will be asked to rank (1 least to 5 most) the categories in which you would like to compete in. We will attempt to accommodate each playerÂ’s first choice as much as possible. Players will only compete in 1 category.
- Entries will be accepted until October 14th. Contestants will be selected by October 21st and will be invited into bases that week.
- Contestants will be posted on the forums and will be notified individually via email.
- Each contestant will be given a base to design. Each base will have exactly 300k prestige.
- Contestants may not do anything to earn or buy more prestige for the super group. Part of the challenge of this contest is designing on a tight budget.
- Peacebringers are recommended to use as the base designer for the use of fly. If you do not have that option, please request influence for a jet pack.
- Any player who does not have access to Paragon Rewards base items may request that a PERC Rep drop them off in the base.
- Contestants may design up to three rooms.
- Design/Building time will end on November 15th.
- Judges will tour bases between November 15th and 22nd.
- Contestants may choose to be present for the tour to explain details of the base design.
- Each category will be judged independently.
- Bases will be judged on: creativity, theme, difficulty, flow/cohesion, and overall aesthetics. Bases will not be judged on functionality (power, control, etc.)
- One winner and up to two honorable mentions will be selected per category.
Per Category- 1st place - 2 billion influence, a Gold title for the character of choice, and a special Costume Code
- Honorable Mentions - 500 Million influence

I tried that, but right clicking and selecting to repair returned the "root element is missing" error. -
I got impatient and decided to reinstall CoH. I renamed my City of Heroes folder (so I don't lose my saved costumes, AE arcs, etc., and started up the NC Launcher. It started up like I hadn't yet installed CoH live and I selected to download and install the game.
That seems to have fixed the problem although I would like to know what file(s) got corrupted so I could just fix those next time. -
Hi all,
I have CoH live, test and beta installed on my machine (Win 7 x64). Starting today, from the NCSoft Launcher, live is showing up as red. Test and Beta are still green. When I try to start live the launcher returns the error "root element is missing". There is a Repair button on the error screen. If I click it, a couple windows pop up briefly then close. No errors, but no change. Live is still red. Clicking to start live returns that same "root element is missing" error.
I tried uninstalling and re-installing the launcher. No change. I am reluctant to try uninstalling CoH as I searched on the web and this error has been reported by some Aion users who reported that reinstalling the game didn't help.
There is a "force startup" or something like that option to play the game. That's working for me for now, but I'm guessing when the next game patch comes out I'll be in trouble.
Has anyone seen this before? Any ideas on how to fix it? If I don't get any new options, I will try reinstalling the game. -
Team MP(s) started with... ugh, Paragonwiki needs update, I can't find the new i21 contact names... Started with the first guy in Atlas. It was quite a challenge keeping 6 people sync'ed through that contact, with all the fedexes and street sweeps and missions that were in "side rooms", for lack of a better term, on the Atlas map.
We then ran through the next contact, Sondra?. Much the same types of problems. These contacts are really designed for solo play. At least she had a couple of instanced missions that we could do shared completion on.
We then took a break from the contacts and ran through Death from Below. Picked up 2 from the queue and ran through the trial at 8. That got us to level 9/10.
Isolators teams reorganized at this point. We lost one and picked up a couple. We ran through Wincott and Flux in the Hollows, topping off the night with Frostfire. I took advantage of MG's cheating and used his missions as they were higher level which effectively made them +1 for most of us.
The cuter MP made a suggestion that we try out creating a League next week which should make for better team reorg and Isolator-wide communication. Each team can be off on different missions while in a league. I have seen this in action a few times. It's pretty cool.
Finished off the night around level 13/14. -
FYI, apparently today's patch notes stated that Shock Rifle and Devastator were now available. But they pulled it from the notes
Optimistically though that might mean that they may be available for free in a subsequent patch. -

I don't think you can devastator or the other 2 models that were pulled during beta:

Maybe they'll be re-added as unlockables or purchaseable or free at some point, but there's no way to get them now.

To one of the great leaders of Victory. You do so much for so many on Victory. And for the CoH community as a whole through your PERC leadership. But they all only get to see a small part of just how great, caring, and loving you are. I'm the lucky one because I get to see it all the time.

I'd like to join up with Isolators again. I've got a mental list of characters I want to create. Some candidates for an Isolators run:
Time/Fire def
FF/Sonic def
Storm/Ice def
TA/Arch def
Traps/Beam def
Grav/Time troller
Ice/Time troller
Dark/Dark blaster
Fire/Psi dom
Elec/Elec dom
Maybe I'll just roll a d10 to decide... -
I haven't tried it (I've always brought my rad defender so far who has tier 4 clarion), but based on the numbers on paragonwiki it should just take a couple of tier 2 breakfree's to counter the confuse. So, a simple solution is to pack a stack or two of tier 2 breakfree's. There's only a couple times during the whole trial where there is a chance to get confused. It's just that most players aren't in the habit of carrying breakfrees - especially those with mez protection toggles.

Planning to buy Beam rifle and a new pack of character slots for the extra spaces on Victory if needed. Although I think I have some slots saved up so may wait a bit on that.

If you team more, stronger debuffs would be better. The extra damage you get from scourge is gonna be a lot smaller, relatively, than extra damage for everyone on your team via debuffs.
If you're gonna solo more, I'd go with the Corr version--after all, debuffs are only as good as the attacks that follow them.
Hitting the defense soft cap for at least one position or damage type will probably be easier on a defender as well. -
I'll probably roll a couple of new characters there just to check out the social atmosphere. Sometimes it's difficult to get a decent low level team going on Victory - usually I end up playing level 50 stuff as that's what most people want to do. And besides I always have more character concepts than I have slots available on Victory anyway.
My frequency of playing there will probably largely be based off the population and how active the server is. I'm guessing most of the time I'll still be on Victory. -
I bet they are treating the Mac client issues as a showstopper.
I also expect they will do one pass at balancing of prices at the store, but I bet they'll do that maybe a week before release. There really isn't much reason to make the price changes too early as all they'll end up with is lots of posts about forum user's favorite store items still being too expensive.
I'm sure they'll fix some other bugs too, but other than the Mac client issue, it seems to be in pretty good shape. As Voodoo already said, there's always plenty of open issues when a release first comes out, and there will be frequent patches I'm sure for the first few weeks after i21 comes out.
I'm thinking end of September. -
I made 900mil on the market in one "flip" transaction (buy recipe, craft and sell enhancement). And it wasn't due to someone making a bidding error.

Nice, Mental! I'm 2 or 3 trials away from being done myself. On the bright side, doing all those runs on my rad defender and blaster got me tier 4 everything on the defender and tier 3/4 everything on the blaster, a couple purple recipes, and a respec recipe.

Having a strategy to avoid the having the map-wide hold hit at the same time as an Obliteration is a great idea. There are some players though, who, for whatever reason, seem to get caught in the beam more often than others. Maybe they're not paying attention, or the beam marker doesn't display well on their screen, or they have some badly timed long animation attacks.
Whatever it is, if you have one (or more) of those on your league and they don't want to go to the hospital, you're screwed.
Tip: if in past keyes runs you have found yourself caught in obliteration beams, no matter how hard you try not to, then you may want to volunteer to go to the hospital. -

If VIP's don't get it included as part of their subscription, then it's shouldn't be called Premium. Maybe "Purchasable?"
I'm also a little miffed that these are for pay. I realize that VIP's get points and can buy these with points, but still, if it's not part of a paid expansion, like CoV or GR, then I don't like seeing powersets that aren't automatically included in your $15/month subscription.
Dual Pistols feels kind of lackluster to me and I've been kind of done with masterminds for a while, so Demon Summoning, while a very good MM set, I don't know that I would have paid money for either if they weren't part of GR. -

They kinda sorta do that by the way the servers are ordered. With the addition of the Euro servers, the busiest server (currently Virtue) doesn't even show up on my screen - I need to scroll down to see it. A good portion of the F2P players may just choose the server at the top of the list - but that doesn't help Victory much as Victory is usually somewhere in the middle (currently 6th on the list).
