You'll need the bind files for the roatating binds. Using the command string you posted would not load anything new the next time it is pressed. It would simply bind numpad1 to the Plasma Shield and never change after that.
I'm sure there are already guides out there somewhere about how to use and make rotating binds, so I'll let other people link to them. For now, I'll just provide the general code you'll use once you know what to do with them:

If executed correctly, that will target the player on keypress, then cast/queue the power when you release the button. That will take twice as many files, but it can save some accidental "double-doses" if the power fires off before the next player is actually targeted (which sometimes happens when using the first method). The little time it takes you to hold the button should be enough to ensure you have the correct target first.
As for your "reset" button:

Then press numpad0
A single press of numpad0 will reset all 8 numbers. In fact, that will make setting up the binds even easier to begin with. Once you have your files in place, it's just a matter of initializing the numpad0 key so you can use it to automatically initialize the rest.

First, I don't think /bug was broken on the Live servers. From the announcement, it looks like it was only broken on EU-test and NA-beta.
Second, I think that issue you described is one of many intended jokes planted by the Devs. That's the only way I could rationalize the alternating capitalization. lol
It could also be part of the story. The captive might be a robot or clone that is malfunctioning. It's not really an error with the mission text itself. It represents an "error" within the NPC itself. -

In other words, we were already rolled back when you earned the items earlier today, so if you kept the items earned today, then other people would still have the initial rollback too. It can't be both ways.
I'm not saying you shouldn't try to /petition your item, but the point is that it shouldn't be a surprise that stuff from early morning was lost. -

You can't really say for certain that the display message doesn't always work unless you killed him more than once within a single timeframe where your uninterrupted chat shows no alert for Caleb.
I spent some time a while back focusing specifically on testing this event for another thread. I came home from work and spawned him several times in a row (sometimes even solo) and eventually getting various teams together to take him down each time. In all cases (excluding the first time I saw him each night), the alert was displayed correctly as expected.
I'm not saying the alert definitely always works.. just that it's harder to prove. Either way, the point stands that if you spend a decent amount of time taking out objectives, he's most likely out there somewhere, alert or no alert... so just go looking.
On a side note, the easiest way to find him isn't necessarily by having 8 people scatter all over searching like most people do. If you get 4 people going one way around the islands (all at different altitudes), and 4 people going the other way, you can comb the field and find him fairly quickly. Then again, after spawning him so many times and learning the regular routes I saw him on helped quite a bit too. lol -
I was getting some longer loads as everybody was signing back on at the same time a little over a half hour ago, but 15 minutes seems excessive.
Just did a re-log test and it worked fine now. Only thing I can suggest is restarting your whole system and trying again.

I noticed the same thing as you a while back when I was investigating the "Power Analyzer MK I(II)(III)" powers for another thread. I found it silly that it only changed the Monitor's value while the larger window was open.
I tried to find a workaround with some clever binds, but it didn't seem to help much. Sorry. -

The only discount related to having multiple accounts is that you can send yourself a Refer-a-friend invite and gain extra time on your first account when you create the second.

With my resolution (1680x1050 if it matters), I can only see 21 saved costumes in the window. The last one coincidentally begins with the letter "S" as well, but I can pull down the scroll bar on the right of the list to see the rest.
Did you even save any costumes that you named with letters after "S"?

Does it let you use the scrollbar at all?
If the answer to both of those is yes, then check your costume directory to make sure the files are actually there:
..\City of Heroes\costumes\
If you are trying to access costumes that you saved on the test or beta servers, make sure you copy the costume files over to your live directory first. -

That's great, but those aren't slottable in this power. rofl
I do have procs in my attacks already too.
Who said anything about 6 procs in it? The Taunt set only has 1 proc and that's all we're talking about here. The taunt set improves the power, and having 3 of them also gives me a 10% Regeneration bonus as well.
It's a pretty nice bonus when I round up a large group of foes and they start getting hit by a proc just for being near me.
FWIW, I have the same set and proc in my actual Taunt power for those extra hits too. -

Power Saving Back-UPS XS 1500 with AVR - $199
It has an optional (you can turn it off) digital display to monitor load and estimated remaining run-time. It also includes software that allows you to see the specs from your computer screen instead, as well as options to automatically safely shut down your software/system if the battery gets too low.
It's running my tower, monitor, cable modem, router, and laptop (whose battery doesn't work).
While running the game, it's only using at about 250w (28% load), with about 22 minutes of remaining time if my power were to go out. That gives me enough time to finish any mission I might be doing at the time. lol. I love it!
YMMV depending on hardware and usage. I picked a 865 Watt unit even though my PC alone has a 750w power supply, but that's because I already had a UPS before and knew how much power I was really using (and because it was on sale for $150 at the time, lol). -

Simply checking the Enhancement Management screen shows you what sets the power will take.
Currently, Tanker [Invincibility] will still take Taunt Enhancement, but not Taunt IO sets.
