Depending on the skill of the writers making GR, it's going to be interesting to see how the self-proclaimed "straight as an arrow" handle the moral dilemma.
Some members of the resistance have been captured, after some missions trying to find their location, you're down to one 10-minute timed mission before executions commence, and you're sent to the last location where you could find something.
In there, you find out that the location your resistance contact sent you to is a military base where the 6-year-old son of one of the top brass was being kept safe, and the choices are to either kidnap him to force the rescue (knowing that there's going to be some damage to the kid whether they comply or not, you can't make empty threats and I'm sure the kid ain't going to be too thrilled about being kidnapped), or leave and let the executions begin. No time for other plans.
Go!
That's just a simple example for shock value. They've said repeatedly that not everything is nice and rosy in two colours in Praetoria, so I expect some delicious moral dilemmas.

Hey everyone,
Just wanted to let you know that I've set up an In Character Twitter account for my Protector main: CheckPoint Charlie!
Be sure to look up Checkpoint Charlie's twitter page when you get the chance.
Quick notes on it:- The whole account will be in character as a Fire/Kin Controller with the super speed to Tweet her adventures as she is having them.
- This is a real character on the Protector server. You can look her up, team with her, and probably get a nod on her Twitter account.
- The account will have non-sequiturs, sub-plots, and the overarching story of her leaving retirement in her hometown to become a Security Level 50 Hero in Paragon City.
- Tons of inside jokes. Tons.

Personally, I'm not interested too much in this beyond a trinket. Let's however, see the fact that many players wanted it, and they got it.

With a straight face. It's for this reason the Developers have openly regretted the Pirate Hook. Any costume piece designed needs to look good in 90%* of the situations a player would naturally put it in for it to be a reasonable request.
Sorry, but it's not a technically viable option.
*I do not remember the exact number, but Sexy Jay said they had a rough guesstimate of a percentage that fits in the above statement for costume design. -

Also, if the Syndicate are classed in the same way, as "enemy outsiders", then it would help give the Resistance a negative image to the citizens of Praetoria - if news reports and so on just refer to everything done against the citizens of Praetoria as activity by enemies of Tyrant's utopia, then the actions of the genuine criminals would come to be seen as linked to the actions of the genuine freedom fighters.
Some propaganda posters with slogans like "the enemies of Praetoria have many faces - be vigliant!" would help with the brainwashing
In fact, Tyrant might even secretly allow a certian level of activity by the Syndicate as an example of what life would be like if the Resistance overthrew him.
He could even have spies in the Syndicate, helping to direct their operations.

I think that depends on how he classifies the Resistance - if they're not seen as citizens of Praetoria, then they could be classed as an outside force, so fighting them is more like fighting a war than fighting crime.
If only the obedient people are allowed to be called citizens of Praetoria, then the resistance wouldn't be a criminal product of that society in Tyrant's eyes.
Loyalists, we're reclassifying Resistance members as "not citizens" of Praetoia, thus keeping our crime rate at 0%! -
