Healing Flames (a click) can self stack with recharge slotting 2-3 times. Does that means if it has the Numina global effect IO, that it can stack the effect?

OK... an example of slotting Brawl as a Scrapper, using Melee Set IOs taken from ParagonWiki. First time I've even looked at these, so I could be way out here
Slot 1: Touch of Death: Chance of Negative Energy Damage
Slot 2: Pounding Slugfest: Disorient Bonus
Slot 3: Pounding Slugfest: Accuracy/Damage
Set Bonus: Pounding Slugfest: Improves your Regeneration by 8%
Firstly you get a chance for some Negative Energy damage, helping to offset the 'heavily resisted' Smashing and Lethal damage that almost all Scrappers do. Secondly you get a chance for Disorient, always nice to stop things hitting you and it should stack nicely with Thunder Kick if you have MA. Finally, thanks to the set bonus, you get an 8% buff to your Regeneration for a period of time. It doesn't sound like much, but think about it. All of that is in Brawl, a power which recharges almost as fast as you can fire it. Depending on the length of time IO buffs stay active after sing a clicky, that 8% Regeneration may as well be permanant.

My fix for Tankers is roughly similar in concept as my fix for Blasters. Fix certain powers in each set.
For example the INV passives and the -DEF in UY, increase the healing value for Healing Flames, put knockback protection in Plasma Shield, give Burn a ratio on it's fear effect (a compromise between two Cryptic positions), get rid of Hibernation and ROTP for a real tier 9 defense, give Clobber the damage that Cleave can do, replace Frozen Aura with Ice Sword Circle, for example. And of course do something about the current AV/GM Taunt situation.

most likely not...this was from back in 2004 when our damage was indeed bad. It already got upped, I doubt they'll do it again.

I2-I3. They also upped Burn damage along with the secondaries damage. Big mistake- It lead to the nerfageddon that we now enjoy. If they had just left it the frack alone......

Dunno if anyone has mentioned this yet, but I would like to see a nice Greco-Roman tileset, with at least white and black marble varieties.

Barrage isn't horrible- the fact that you can't skip it if your build doesn't call for it, that is what is horrible.

Actually it's in the first mission.
And doing that mission is some of the most fun I've ever had-
Two controllers (I was one of them) 5 Blasters, 1 Warshade.
Fighting ambush spawns back to back with an AV and multiple bosses in each one- dear lord.
I need another fix like that. -

Okay, first off - Lusca. She definitely needs more than one team to defeat.
But the problem is that it's rarely worth it. Just like with all those yummy giant monsters in the Hive. The only time they get attacked is when people are bored, or when some twit pulls one to Hami Rock.
You upped AV rewards, and let me tell you, it WORKED. People are lining up to take on AVs now. So how about making Giant Monsters worth fighting?

Bingo- Sure, up their difficulty if you must, but make sure there is an actual incentive to fight them repeatedly, so that people who already have the badge from the Giant Monster will still help the people who don't have one yet. -

I've found that while regen stalkers are easier to land a hit on, they are signifigantly tougher to kill. EM/regen stalkers can actually afford to stick around and scrap if they want.
