Due to the way magnitude will stack, there's a 6% chance that it does knockBACK, and only a 38% chance to do knock down. Minor technicality, but some people would see the minor chance at knock back as more of a detriment than bringing in an extra 14% chance for knock down.
But looking at the numbers for the example I provided I see you're right. They both provide .67 magnitude knock-back. -

I may be wrong and it is capable. But it's absolutely not possible with existing powers. And I somehow doubt the devs would want to make some KD powers chance-enhanceable and other not. It would only confuse matters.
Punch has a 30% chance to knock-down. The Kinetic Combat proc has a 20% chance to knock-down. If you slot Punch with the Kinetic Combat proc, there's a 6% chance they both fire, a 14% chance that just Kinetic Combat fires, and a 24% chance that the Punch knock-down fires. So total, you get 44% chance of knock-down.
So, if they made enhancements that could only be slotted in Knock-back powers and acted as Procs, we would have "Increase chance of knock-down" -

I want Uncontrollable Leap. You pick a direction you want to travel, and you're hit with unresistable mag 400 knock-back in that direction. It would have a Tpoooomm! sound effect.

Take a look at your suggested revisions and see if that information holds at level 2. -

I pronounce sie as tzee and hir as huer. But then, there are places when room and rum are homophones, so I suppose that I shouldn't have made a blanket statement that they aren't, because given different accents, they might be.
Also, I have a tendency to have bag and beg as homophones myself. I suffer vowel movements now and then. -

English is not the only language with homophones. And neither sie or hir is a homophone.
It causes no harm to use sie or hir, and if it keeps people from getting upset, I don't see the reason not to.
Just because something doesn't upset you, it doesn't necessarily mean that someone who is upset is upset over nothing. -
In German, if you have three male students and five female students, it's standard to address the group with the masculine form of student. But there's a movement to use the word "StudentInnen" instead.

When I started writing my post yours wasn't there. I typed up something about the Discworld, then started writing about the Mu, because I thought they had a pact with Hecquat to get power, but couldn't remember her name, so I went to research and discovered that it wasn't really a pact with Hecquat.

And yes, in Discworld, science deals heavily with magic. Which makes sense, because science is about exploring the world in which you live. Discworld is a world of magic, so there would be a lot of scientists researching magic, well... wizards doing science.
In City of Heroes... why aren't the Mu mutants? From what I've read, they improved their magic abilities by selective breeding. -
I'm not saying that there's anything wrong with the singular "they," I don't correct other people who use it, but it just doesn't sound right to my ear.
