I think I might quit playing if I could only play two. Sure, I have my mains: Major Decoy and Admiral Whiskers, and they are fun to play, but there's not a lot left to do with them. I could do more trials, I can certainly spend more influence on their builds. Maybe even have alternate builds. But there's no more plot to be had.

The powers introduced last year were Mastermind Primary, Controller and Dominator Primary, Defender Secondary, Blaster and Corruptor Primary, Tanker Secondary, Stalker, Brute, and Scrapper Primary.
They have announced a Defender Primary, Mastermind, Controller, and Corruptor secondary.
With that in mind, I am guessing that they will release a Blaster Secondary, a Dominator Secondary, a Tanker Primary, and a Brute, Scrapper, and Stalker secondary.
That's the standard speculation. Now into the Full Bore RAMPANT speculation.
Dominator Secondary: Rifle Assault. Because everyone needs redraw.
Blaster Secondary: Marital Manipulation. I really don't know what this set would be, but it'd be great to fake out all the people who want Dual Pistols/Martial Arts.
Tanker Primary: Carp Armour is too much to hope for. I suspect Size Shifting is also not on the table. Perhaps Psionic Protection or Radiation Armour?

I've got a Willpower/Stone Melee, and the only thing that keeps me at +0/x3 is the fact that I have no AoE yet. I imagine that once I get tremor slotted, things will speed up a bit. I really like the set, though. It just feels like it hits hard. I've played sets that do more damage, but they feel weaker.
The advantage of a brute is getting Tremor at level 32 instead of level 35. Not a huge gap there.
Willpower is one of the stronger sets for brutes because the more hit points you have, the more regeneration does for you. And it has resurgence, which seems classic for a villain. Sure, you think you've beaten Metallo, but the moment you turn your back, he gets right back up.
Invulnerability/Stone Melee wouldn't be a bad choice, but it is 35 levels without AoE. Also, it'll ache for endurance. My Willpower/Stone has Quick Recovery 3 slotted, Stamina 2 slotted, and about 30% Endurance reduction on all my attacks and I still run low on endurance now and then. Without any slots for endurance reduction, with the Willpower toggles plus Tough and Weave costs 1.48 end/sec while the Invulnerability toggles plus Tough and Weave cost 1.38 end/sec.
Electric Armour at least gets you AoE at level 1, and a little bit of endurance management at 12 with more at 26. -

Frankly, I more commonly run into the problem of the name not working because it exceeds the character limit than I run into the problem of the name being already taken.

Well, when it's time to level up, you can copy the character over to test, pick a power that's available, and play around to see how that power feels with your character. If you like it, take it to live, if you don't, copy your character over again and try with a different power. At the end, pick the power you enjoy most.
At levels where you can't find a power you want to add, take a power that leads to a power that you might want to have.
There is no governing theory behind builds, every person who approaches a power set will have a goal and a way they see to attempt that goal.
One person who wants to get 45% defense to Smashing/Lethal on an Invulnerability character will take Combat Jumping, Maneuvers, and Weave and slot 5 sets of Reactive Armour, 1 Mocking Beratement, 1 Steadfast Protection: Res/Def, and 1 Oblieration. Another will slot 5 sets of Kinetic Combat, 1 Perfect Zinger, 2 Reactive Armour, 1 Steadfast Protection: Res/Def, and 1 Rectified Reticle.
But honestly, it's hard to have a character so broken that they cannot contribute to a team. You can ignore set bonuses and just slot powers to get the most enhancement possible for the power and do well enough. -

You're already down two to packs from which to extrapolate a trend.
I'll give you that the Magic set is rather lacy and skimpy. Witch Bare and Witch Lacy are both nearly lingerie.
I don't agree with you on the steampunk pack, though.
You tell me that the Bustier and Leather Bustier are lingerie are skimpy? I suppose, in a certain context, they are. A T-shirt, in a certain context, can be skimpy. A men's dress shirt, in a certain context, can be skimpy. A Burlap Sack, in a certain context, can be skimpy.
I really don't think you have enough data points to see a trend here. -
It can do scantily clad men, but it doesn't do them entirely well.
It has most of the "Tops with skin" options by throwing textures on a Bare Chest, and there's also Bare Chest Smooth, Leather Straps, Tank Top, Tattooed Bare Chest, Tattooed Tank Top, and Tattooed Yakuza.
The problem is with Bottoms. Firstly, there's no "Athletic Shorts" option, and I do know a number of men who wear those (yes, they're all cyclists). The closest you can come is tights with Bare feet. There's not even a "no socks" option for sneakers with tights (which women do get). The only skimpy option is really "Bare" which gets you the type of shorts men wear for body building. It's not underwear, it's not a speedo, it's not anything.
Actually, I'm kind of annoyed right now. If you're male in City of Heroes and you want to show off your calves, you have two options: going barefoot or Kung fu slippers. -
And it's probably the busts that make it difficult for them to bring the Jackets like Baron over to the female models. I mean, getting those jackets to look right no matter where the chest slider is set cannot be easy.

And I'm aware that "The game is not balanced around what is possible with IOs," but that just means that they don't consider the power levels of IO'd characters when designing content. It does not mean that they don't consider set bonuses when designing powers. It would be short sighted of them not to. Think about Domination.
But ignore Set bonuses for the moment. A stalker who takes Dull Pain and slots nothing but recharge will exceed the hit point cap when she activates it. This is because the stalker cap is roughly 133%.
Stalkers do not benefit from +HP as much as Scrappers do. -
For Huge and Female characters, it seems like a lot of the hats don't fit quite right. Stocking Cap for females, as an example, seems to be sized for a head larger than a watermelon, the hair and the cap hover about an inch or so away from the head on all sides. Do-rag does about the same thing. Bandana is only slightly too large.
And Huge is the only gender wherein Physique will change the way hats fit. Hats like Ninja Hood, Matey, Resistance, Stocking Cap, Do-Rag, Student Cap, Fedora (but Fedora 2 still looks okay), all stop fitting when the physique slider heads left of center.
This is the first time I've tried to make a huge character, so I can't say if this is a new problem, but this is the first time I've noticed this problem with females. -
It'll help scrappers, but 1606 hit points is not hard to come by on a stalker. It just sort of happens from the accolades and the set bonuses you get trying for defense bonuses or the like.

Revive should not get the same buffs as Resurgence, because it's Revive, not Resurgence. Yes, add the 15-sec untouchable, but otherwise leave it its own power. I think Revive should play more into the "can't keep them down" idea. I would reduce the recharge to 60 seconds, extend the debt protection to 60 seconds, and give it a regeneration and +HP buff. -

I go instinctively to Pictsies, which can be broad sword/Invulnerability, Broad Sword/ Willpower, Invulnerability/Super Strength, Willpower/Super Strength, or, if you want to the a battle poet... Sonic/Mind? I'm not entirely sure about that.
I have a Faerie, bound with a glyph of ice. She's a toggle-less Invulnerability/Ice Melee.
