I'd say neither. Typically the free respecs went out on three occasions:
1) Anniversary
2) Winter Event
3) Massive change to an archetype or the entire game.
This is a fairly major change to gravity, but only gravity. It doesn't meet the threshold for a free respec. -

The Stone Tank needs some help, it needs more Energy Resistance.

I mean, it's easy to exceed 90% resistance. So imagine a tank has 100% smashing/lethal resistance. That's reduced to 90%. The tank is then hit with a 100% smashing/lethal resistance debuff. 90% of that debuff is resisted, so it becomes a 10% smashing/lethal resistance debuff.
The question is: Does that mean the tank has 80% resistance now, or 90%? -

However, anything that gets rid of the interrupt times makes the Snipe Invention Sets entirely pointless.
And just today, I learned that, with Manticore 5 slotted (skipping the acc/int/range enhancement) the interrupt reduction is sufficient that at peak disintegration range, I can disintegrate, hit snipe, and not get interrupted by the return attack. -
I'm quite happy with my Electric Melee/Willpower stalker.

According to Arcanaville, the game cannot currently determine how long you've pressed a button, so the tech won't allow charging up like that.
However, the tech does exist to charge up powers, in the form of either combos or Assassin's Focus.
So your idea would work fine if a snipe attack got something like "Sniper's Focus"; taking the Snipe attack would get you two buttons: One that's the attack, and one that charges the attack. Give Sniper's Focus a 1 second recharge, it could stack up to three times.
Using the Snipe without Sniper's Focus would provide a Moderate damage attack.
Using the Snipe with one stack of Sniper's Focus would provide a Heavy damage attack.
Etc. -

If you're doing a lot of Carnival of Shadows missions, it helps.
Basically, the idea is that Cardiac's endurance reduction is just another form of damage mitigation, helping to keep your blue bar as full as possible. Very few tanks do well with an empty Endurance Bar. -

Which would be to say that she's implying your comment about wanting it for your characters was a bit of a non sequitur.

Invulnerability can hit the hit point cap. It also gets Defense Debuff Resistance.
I couldn't come close to saying which set is stronger when you sink billions of influence into each build, but it's much closer than you're saying.
The only set that I'd say is stronger than any other, Hands Down, is Stone Armour with Granite. Soft capped Defenses, 90% resist all but Psionic, Hit point cap, and good regeneration? It's got everything. -

Cardiac: This one's good. If you've built properly, you weren't having endurance troubles most of the time, but with Cardiac, your blue bar won't move. The extra resistance doesn't hurt either, but if you're at 90% Smashing/Lethal resistance already, it's not much to talk about. If you take it, go Core, the other enhancements found in the Radial aren't worth it on a tank.
Musculature: I wouldn't advise it. With Rage up, you're already 20% enhancement from the damage cap, so you won't get the full damage bonus from either core or Radial. You might have one immobilize, but you won't have a defense debuff, or the to-hit debuff. If you want the End Mod or the Run Speed, go Agility.
Nerve: A better option than Musculature. You don't need the accuracy, so don't go Core. Radial gets you Defense, Taunt, Hold, and Fly Speed. Not a bad option.
Spiritual: Awesome for Dull Pain, really. It doesn't hurt for Footstomp or Knock-out Blow either. Since I went Rebirth for my Invulnerability/Super Strength Tank, I picked up Spiritual Core.
Agility: Defense and Recharge, it's not a bad option. The end mod doesn't hurt either.
Intuition: It's a better option than Musculature if you want to increase your damage. Still, not one of the better options.
Resilient: If you skipped Resist Physical Damage but you have Tough, Temporary Invulnerability, and Unyielding, then Resilient Core can get you to 90% smashing/lethal resistance. Other than that, if you want resistance, take Cardiac Core. If Resilient Core had Resistance, To-hit buff, and Taunt, I'd recommend it, but not with Immobilize.
Vigor: It'll provide a better boost for Rebirth than Spiritual will, especially since Rebirth isn't effected by Recharge, but aside from that, Spiritual is a better choice. With Rage up, Super Strength doesn't need the accuracy, and the Endurance reduction shouldn't be something you need with a completed build. -

However...
I could be wrong, because I'm not all that in-the-know about these things, but I am not sure, coding-wise, that a singe power could differentiate enemy and ally in these ways that you have suggested.
Far be it from me to say that it cannot, but I'd be interested to hear!
However, I'll agree that I don't think AoE powers can do that. -

I think those, combined with the two existing topless options would cover everything short of tattoos. -
