Doctor Brattleboro: Demon Summoning/Pain Domination.
This character gives his Rats the BEST drugs. You know, the ones not cleared for human testing yet. I'm a little disturbed that they speak, but I haven't decided if that's because he gave the rats near human intelligence or just because he like to imagine the rats are talking. Either way, all the demon chatter is slightly ironic. -

Wait... there's the answer right there: Give only scrappers access to Centauri hair. Also, give them an e-mote that's "I'm not saying it's aliens, but it's aliens."

Incidentally, from day one my biggest glitch with the game has been an inability to make Doctor Strange. And it wouldn't be hard for the devs to grant me that: level 9 access is all that would be required.
When Jack was creating Melee/Defense and putting in Defense/Melee just to screw with J_B and Melee/Ranged to screw with everybody else, he forgot to put in God/Mode.
I don't know how you'd even start making Dr. Strange in this game. Roughly four hundred and fifty percent of his powers have no in game application. -

I have an Invulnerability 'tanker' with no defensive toggles. I got her all the way to 50 mostly solo (by mostly, I'd say 95%). I'm going to start running her through the Dark Astoria content soon.
I started a toggle-less Super Reflexes/Martial Arts tanker, but I got bored witless by level 28. -

...actually, thinking about it, it wasn't "For fear of" it was because the player base had been doing the same in lots of encounters that had lava.
I remember taking on the Tyrant AV as a two person team, not having the damage capacity to beat him, so just bringing him into the lava where my Invulnerability tank was taking 25 damage a tick from the lava and he was taking 250.
On Who Will Die? Arc 1, people routinely got the Elite bosses into the lava. With Crane Kick, I'd manage to just accidentally knock the bosses into the lava.
And Trapdoor? Well, he just seemed to start running straight into the lava as soon as you aggro'd him. The guy has a death wish. You did not need to trick him into it. -

Well, if we entirely ignore development time, we can do things like Assault sets, where blast sets are combined with melee sets:
Control + melee
Shields + Buff/Debuff
And that'd be an interesting AT. I'm not sure which set would be the primary.
Edit: I suppose Control + Melee / Shields + Buff/Debuff is kind of in the game already. Hello Fortunatas. -

If you don't believe me on the mathematical impossibility, fire up Mids' and check it for yourself. I 6 slotted Resist Physical Damage, Temp Invulnerabilty, and Tough with 5xBoosted Resistance enhancements, AND added t4 Cardiac. The Brute topped out at 78.4% resistance to S/L.
2) Unyielding also provides Smashing/Lethal resistance.
3) The Brute ATO set provides Smashing/Lethal resistance.
4) Shield Wall: +3 Res all
So, 6 slots in RPD, 6 Slots in Tough, 6 slots in Unyielding, 6 Slots in Temporary Invulnerability (Two of them boosted to +5), the full set of the purple Brute ATO and Resilient Core Paragon.
OR, more expensively:
3 slots in RPD, 4 slots in Temporary Invulnerability, 3 slots in Unyielding, 3 slots in Tough, Shield Wall: +3 Res in Tough Hide, full Purple Brute ATO set, 3 full sets of Air Burst, and Resilient Core Paragon. -
I've always imagined Captain America as a tank and Peter Parker's Spider-man as an Archetype not currently in game. Now, if they ever introduce an archetype with a one set (primary or secondary) that is ranged controls and melee attacks, and one defense set (along the lines of Ninjitsu) then that's what Spider-man is.
