Going by hero builder, Sonics have a -5% acc bonus built in to all their attacks - hence why your missing alot.
I've got a Sonic blaster as well and didn't know this but have started to redo my enhancements to compensate for this (x2 Acc at the likely expense of a damage).
As far as enhancements go, I just used training acc ones untill I could get DO's and even then only used the accuracy ones. I did make the error of getting knockback and range ones later on as they offer minimal improvements compared to the SO ones.
So sell all TO junk you get! -
Considering the level gap already I may as well forget level 50 since most players are on Cov (where I am as well most days) and I've managed a grand total of three missions in one week
Feel like my powers are totally useless for anything bar AV killing - lost track of how many times I ended up in the psi Clockwork mission in the same week.
All in all, feeling mightily depressed ...

Might want to stick an endurance reduction in FSC since its almost 20 end a pop at the expense of one of those recharge reducers.
I've just picked the power for my brute at 30 and sadly I won't be able to slot it untill level 33 (which gets x1 end, x1 recharge and x1 acc). -
TK Blast also has the benefit of split damage, giving you Smash and the Psi element so for those who resist Psi, you get meagre damage inflicted on them.

Blazing Aura on a blaster once destroyed some half bugged turrets during the Hess TF - nothing else would work and they were nibbling us slowly to death.
Apart from that, I havn't seen it on a blaster let alone be used, so no idea if its pointless or not.
Maybe its ok for PvP? -

I had Combustion on my beta brute for at best two days before they took it away. To say it was over powered with even low levels of fury is an understatement -

If you continually hit the same target with a Psi move, does the -recharge effect stack in any way?
Hard to tell but it seemed like it does with Psi Dart with the Dominator power. -

While I know you've gone with this build, heres my 2p worth(my empath is a psi too)
The defence buff in hover is pretty much a waste as a single slot power - I'd swap it with a fly speed and then you can (very slowly) hover around the battle with it on almost all the time.
I don't like slotting travel powers, maybe you do but I'd have taken 2 slots from Fly and put them into my Health.
Clear Mind with a recharge reducer? The animation is so short as it is that its up the moment its done, so I'd swap it with an endurance reduction.
I'm a fan of knockback so I'd have TK Blast setup for that at the expense of damage.
While I know your in your early 40's I'd have tried to make the build friendly if I needed to exemp or do a low level TF but maybe thats of no interest to you now

Given the reduction in mez protection, having Burn (instead of Temp Protection) to remove any immbolisation affect on you when a shield is down (or even for PvP purposes) could save your life.
I know I wish I had it when I jumped too close into a pack of +3 CoT (2x boss + 3x minion) and was chain held and immobed to death (with Acrobatics + all shields from DA on). -

3 x defence buff + 1 end reducer for Deflection/Insulation shields.
Dispersion bubble I'd go with 3x defence buff + 3x end reducer.
With ED theres not much variety in how you do your bubbles now. -
I'll see if I can get E.V.I.L. to coalition as I have Crazy in there and there a friendly and active collection of players of mixed levels.
