Yea, the more AOE the less single target damage. And while AOE is great for dropping large groups all at once, it's typically lower damage per target then a ST attack. Back with the old difficulty slider, I made a spine/dark scrapper (then king of aoe damage for scrappers). And while I could drop large groups of minions, LT or bosses gave me a lot of trouble. Especially bosses.

At 34 my archery/devices blaster has only the defense that cloaking device gives. Which may as well not exist. And yet, I HAVE jumped into groups of +4x8 enemies with an AV in them to drop trip mines. Course, I only toebomb with trip mine like that when in a good team.

Yes, I want a "natural" set but it's more of "Gadget" kind of control/assault set. There's a lot of talks/ideas about "natural" set. I vote for Martial Art style Assault and Gadget/Whip controls. -
Even in comics it can happened. The original Question (DC comics) for example gained psychic powers through meditation years after he started fighting crime.

Point of fact, if you read the info for various Family bosses, you find out they use tech for their powers. Mind troller family boss? He's using a device for the mind control. Super strength family boss? He's using a device. Grav troller family boss? Yet again he's using a device.

Crab Spiders/Huntsmen for instance technically have ST attacks, but they are definitely not that great at ST damage. The same goes for Assault Rifle and Elec Melee. Those sets are designed around doing good AoE damage.
On the other end of the spectrum you have things like Martial Arts and Energy Melee which are focused on ST to the point that their AoE isn't that impressive. -

As people have pointed out, a resistance capped character at 90% is far tougher than a defense capped character simply because they never have to worry about that lottery hit that will one shot kill them. Remember, if you have 20 bad guys surrounding you 1 of them is statistically going to hit every round of attacks, and if you get a bad luck streak you will instantly die if +def is your only defense. -
Actually, for a traditional whip I'd think more sonic damage then lethal. The bulk of the damage from a whip comes not from the whip it's self, but the fact the tip is moving at the speed of sound. Getting hit by the tip (barely) is more painful then getting hit by the middle of a bull whip.

Aye, are you an alien from the planet Quantro? Does everyone on your planet have the ability to fly and generate fire? Then if you took fire/fire and plan on flying, your 'natural'. Are you an entity made entirely of rock? If there was no experiments, mutations, or magic involved in your coming into existence... Then being a stone/stone brute or tanker could be natural origin to you. Are you a psychic? Widows are all psychic to one degree or another. Yet they are Natural origin. Their psi powers are natural, they just train to use them.
I have a dark melee/regen scrapper. He's natural origin though. He got his powers cause the universe decided to finally answer the eternal question of "Who cares?" It was natural forces which granted him the powers. He wasn't born a mutant, nor was he mutated by an outside force. Science didn't give him his powers, nor does he use magic in any way. He just woke up one day Caring, and with the power to help those in need. He is... the One Who Cares.
I have an elven archery/devices blaster. RP wise, she uses pseudo-tech cause her innate magic is unreliable outside of the faerie realm. She's natural origin though. Her skill with a bow is from training, and all elves have innate magic. She just trained to call upon it and enlisted allies. I RP her targeting drone is actually a pixie friend who helps her spot hard to see foes, and her gun drone will be another pixie friend RP wise. It'll just appear as a machine to others cause pixies like to hide their existence. -
Yeah, there's a limit to how many ways one can swing a whip. I can think of "Light attack", "Heavy attack", "trip", "Entangle" (although this runs into a problem of locking you out of doing anything too), maybe a stun (whip crack in the face)... But that's just the mechanic part. Appearance wise it would pretty much all look alike.

I know all that Whisper. My point was that when facing extreme defense/debuff situations, it's somewhat easier to get more ACC at times. If things are flooring to-hit, they likely are doing enough that you either need debuff resistance, or a lot of to-hit. Of which options may be limited to Insights or Aim/Buildup. But both of those aren't exactly reliable. One can run out fast, especially in missions with nothing but to-hit debuffers. The other is a really short duration per activation. But again, ideally you want both to-hit and accuracy.

Where as a whip is about 1 or 2 yards in length tops usually. Sometimes larger. The reason whip attacks in demon summoning are longer range is... Your actually firing blasts from the whip, or using an extendo-range whip. As such I could see it as an assault set, or melee. maybe a blast set but that's pushing it IMO. Just don't think we'll see a full whip powerset, melee or otherwise. -

It should also be considered that a scrapper's lower survivability still enables some down right psychotic things. You may or may not remember the old scrapper forum bragging threads.

And "That would take too much work" is also a valid reason. It's not a "We'll never do that" reason either. Staves may come in the future for example. But it's something they can't do on a whim. Would cost too much money and take too much time. And when it all comes down to it, Paragon Studios needs to make a profit. -

Now you could say that this is a lot of work for just a melee set, but the OP is kind of being short sighted in just proposing it for a melee set (Just as the Devs were short sighted about DP.). Lash is already a ranged set so it could be easily made into a Blast set. Whips just like pistols are a short ranged weapon in the real world, and could fairly easily be made into a melee set (Just as DP could and should have been.). There was already precedent with ranged attacks in melee sets, and KM added more ranged attacks. Also there is no reason to not use the already created animations just because they are attached to long range attacks in other sets. With melee attacks we know have the option for an Assault set. The OP has already pointed out some possible control powers so with a little thought, a Control Set might be possible as well. We now have some form of Lash in every standard AT in CoHV.
Do you think it might be worthwhile now? -

They stated the three whip attacks we got were hard to do. They learned *how* to do them, but was still hard. I'd imagine an entire set would be worse. Think I remember BAB saying something along the lines of "Oh god, no" in regards to a full whip set. Could be wrong though.

Slot accuracy. It does have a 2.0 accuracy to summon the pseudo pet. The acc you slot will help the damage hit.

I wouldn't. I don't know the limits of the engine. Don't know what can and can't be done. But I'm fairly sure they either can't, or wont make powers which affect the enemy AND take you out of the fight at the same time.

Then you'd be wanting 7 new whip powers, when the devs admitted that making the current 3 whip attacks took way more time and resources then they expected. I ask again, are you trying to give the devs a fit?
And for your tier 9, no player would ever use it. You stipulated a power which is a PLAYER hold. Why would anyone use an attack which means they can't do anything else, not even move? -
As I recall, they said that the whip attacks were a huge pain in the rear to create. And they only had to do 3. Now your wanting 9 whip attacks? Are you trying to give them a fit?
Not sure if 'whip' would end up being a melee set either. The first 3 whip attacks quite clearly aren't melee. One's a definite blast, and the other two are still not melee range. -

That'd essentially be a full eight person spawn of mez-capable enemies (assuming you didn't pull two or more groups together) and I'm not aware of any enemy group outside of AE that you can get that in. And even then, spawns that big are balanced for teams, not solo.

Ideally, you want a combination of to-hit and accuracy. Although if suffering from extreme debuffage, accuracy may be more useful then to-hit. It's rather hard to get enough to-hit to reliably hit through five force field generators, or 8 stacked nemesis vengeance. But heavy acc slotting will help you hit a tad more often.
