Hasten is needed to keep dark servant perma, and helps overall effectiviness.
Two travel powers is just personal preference.
Howling twilight could be useful, but not fitted it in personally.
Shadow fall is late, it's either that, ghost or PG, personally I thougyht shadow fall was the one to take late.
No pet can be slotted to enhance their RES or DEF, not since beta. Only way to increase their survivability with slotting is +heal (for siphon/drain life) or -ToHit (for knights and lich). -

Brute is the closest thing to a scrapper in CoV, stalkers are really more like blappers, especially at low levels.

IMO, you should have 2 EndRdx in both shadow fall and darkest night.
Twilight grasp needs 2 ACC, no more than 1 rech, IMO.
Wouldn't pick howling twilight really.
You might want to try and get your patron hold by L47, so you can stack it with your other holds. -

Haze is lower cost, shorter recharge, higher damage than irradiate, and wide enough to suit my tastes. Also, it is in no way a short cone, one of the longest ones more like.

I agree with Shannons build as a pure PVE build, except maybe for 1 thing. I don't understand the reason for slotting Chilling Embrace with slow in PVE. I don't see the point in slowing PVE mobs as they don't exactly move very fast.

Actually, I like Lightning Clap partly because it has a nice short activation suitable for a panic button (approx. 1.2 sec.). Are you confusing it with the Storm Defender Thunder clap, which has a much longer activation? (approc. 2.4 sec.)

If you want damage out of acontroller, fire/kin is propably best choice. Travel power isn't too relevant, although superspeed and superjump really have the best bonuses for such char. (SS increasing recharge speed and SJ leading to acrobatics, mez protection)

With dark you'll be running 2 costly toggles, and spamming certain powers. Personally I find stamina necessary, and even with it manage to run out of endurance in harder fights. and there's no way you'll be able to fit in leadership in any efficient /dark build.
