As Max guessed they fixed it, it has 0,9s activation time now on Test. Yay! Now to find the slots for it...

    Drop the snipe.

    [/ QUOTE ]

heh, made me laugh. Seriously tho, 0.9 sounds good enough to make mental blast viable

[/ QUOTE ]I checked it today and seemed like more than that, but not nearly as long as it used to be.

I am not sure I understand how the powers you mention can be obtained.

    [/ QUOTE ]
Get a planner ASAP. It will help you understand how it works if you play around a bit.

And there is no "Plight" here, only BindW

[/ QUOTE ]As Toxic here didn't feel like linking to a planner, see here.
  5. You can have 4 normal pools, and one ancillary(heroes)/patron(villains) pool. Once you hit one of those limits, you can not take any more of those pools, but you can still pick new powers inside the pools you have taken.

After L6, you can pick any Tier 1 or Tier 2 power from any pool (util you have 4 pools), per every power level. Please note that this is NOT additional to your primary/secondary power choices, you can only choose one power, be it from secondary, primary, or pool, per power level (Even levels until L32, then every 3 levels until 47, then once more at 49). You can pick both Tier 1 and Tier 2 powers from a pool if you wish, if you want to spend 2 power choices.

After L14, you can pick the Tier 3 power from any pool, as long as you have one other power from that pool. You can still pick Tier 1 and Tier 2 powers as well.

After L20, you can pick the Tier 4 power from any pool, as long as you have two other powers from that pool. You can still pick Tier 1, Tier 2 and Tier 3 powers as well.

    For example, the flight pool:

    Hover: Available at L6
    Air Superiority: Available at L6
Fly: Available at L14, if you have either hover or AS.
Group Fly: Available at L20, if you have at least 2 powers of hover, AS and fly.

Your suggestions are not doable, since you're taking 5 pools. You can only take 4 pools, and 1 ancilalry pool.

Ancillary pools open up at L41, and are different from normal pools.

A supposedly damaging power that sometimes hits and does no damage is something I would like to swap for something else. (ie. if they dont get levitated due to immob etc they take no falling damage). Although I have levitate on my dominator who isnt a damage king anyway..

[/ QUOTE ]It always does damage if it hits. The damage is in no way related to fall damage, no foe would take even NEARLY that kinda damage numbers from falling from sucha low height. The damage is inflicted by the power hitting, it just hasfew second delay befor applying the damage.

Oh, and yes, levitate and lift are pretty much the same.

Not sure if propel is worth picking up

[/ QUOTE ]Oh, it is, believe me. Might be a power to 'spec out later, but at low levels it's gold.

    the priamry always come first

[/ QUOTE ]What about blappers? Scrankkers? Tanking brutes? "Healer" corruptors? Ill/Empathy controllers who focus on their secondary? And, most relevant to this thread, offenders?

These are ALL viable ways to play one's character, and you have no right to say to people who choose to build these characters that their playstyle is "wrong".
  9. If that's a PvE build, drop the ACC in attacks. (Oh, and definitely add 3rd Tohit in TD)

nofuture claim to have got the power info from the game files which is untrue

[/ QUOTE ]And you know this, how?

    [/ QUOTE ]

Because its been discussed on the US forums and the guy who does nofuture said its all from player info and not from the game files.

[/ QUOTE ]All I've seen is him saying that all the other info is from game files, and damage numbers are player recorded.

This thread is supposed to be about helping someone with there build not having a debate about healing and whether they should or shouldnt have attacks

    Midnight Grasp

Its not hold, it's immob. It's mainly useful for the damage, which is pretty nice, and it's the only purely negative energy attack in the set.
  13. Cynic has one at L22 now and it seems to be doing OK, although he is teaming with my thermal which considerably ups the survivability.

    How to slot MoG

According to my source, elude is 45% def and MoG 71,25% def for scrappers. This would mean that both cap with just the base value, but elude is more vulnerable to defence debuffs. Elude does, however, offer defence debuff resistance, while MoG does not.

[/ QUOTE ]Please sterilize yourself to avoid further contamination of the gene pool.
  17. The most powerful blaster attacks are melee, so get used to it. Personally, I would take ice bolt as well, but some want one power slot for something else, and at higher levels a build is viable without it.

Oh, and we only call the last powers of blast sets "nukes" (since they're...you know, big), the other stuff is just called blasts

Constant damage buff of that magnitude could easily go overpowered. ALthough saying that, if it was made to affect only the primary (not the mines etc),

    [/ QUOTE ]
Device droppables are already unaffected by buffs on the player. In any case, I'd expect a 15-20% damage buff at most if such a thing happens, remember that TD already has a secondary function with the +Perception.

[/ QUOTE ]AFAIK TD does NOT transfer to spawned entities, since it's a toggle, not a click.

    [/ QUOTE ]
As I already said, Device droppables do not gain the benefit of any buff(s) on the player. Buffs include Inspirations, Aim, Fulcrum Shift, Targeting Drone and similar powers.

[/ QUOTE ]Gah, misread and thought you said they are affected

    How to slot MoG

    [ QUOTE ]
but able to deal with higher acc foes much better

[/ QUOTE ]No matter what the acc of the foe, more than 45% def is useless unless faced with def debuffs, AFAIK.

Dont miss the snipe, skip Scream instead if you have to drop a power. The psi snipe is fantastic. Snipe and Subdue can two hit pre DO's (though probably not as effective as foes get tougher)

[/ QUOTE ]Two hit? Pfft, snipe can 1-hit clocks
  21. [ QUOTE ]

ah, so that would make and end red in each of the three toggles a viable option?

    [/ QUOTE ]Definitely
    [ QUOTE ]
also you mentioned slots in health wouldn't be missed, I had never even considered not 3-slotting it. would taking away 1 slot from here (giving me the extra 3 I now need for the 3 toggles) be a suitable move?

[/ QUOTE ]You have DR, health is so small survivability boost in comparison that those slots propably won't be missed.
  22. The AoE's could use 1 EndRdx each, Mental blast is propably worth slotting in I8, acro doesn't need that much End, I'd strongly recommend fitting in snipe somewhere, preferably early on.
