Glue Arrow could use more +rech.
If you take hasten, you put 3 rech in it, no question.
Drop the procs in ice arrow and focus on enhancing it better.
6 slots in Acid Arrow with no +acc is a bad move.
Why Encouraged Accuracy in Tactics? It's got the least useful set bonus of the 4 sets.
Oil Slick needs much, much more recharge.
You will not have enough endurance to run Whirlwind without outside buffs.
For EMP and Stuning Shot, drop the procs and focus on getting rech and mez duration up.
Why Rectified Reticle in PBU?
Swap ToHit for ToHit/Rech in Aim. -

Well, the psi damage and stun procs wouldn't be too bad. Scirocco's and Pacing (For CE and 'Pots) damage procs are alright, but they're L and S damage.

For Consume, EndMod sets can bring it to 91% Acc/rech/end with 5 slots. -

To be honest, I couldnt tell the difference if it was on or off. I was running it, enemies clearly debuffed, and yet they simply ignored me and turned to pound my scrapper partner.

Try playing with it in a team without other taunt auras. -
I wouldn't mind just having a bar that'd show your total damage buffs.

Ayes, we're getting confusing again here...
Assume you have an attack on Live that does 100 Damage Base. When enhanced with 3x SOs that's a little less than 200 Damage (when enhanced) due to ED.
If we buff the base damage by 12.5% (New Defiance) we get 112.5 Base damage, 225 enhanced. So you'll end up getting an extra 25 damage when you use the attack- and 25 damage is 25% of the normal base damage.
In the game extra damage buffs always work off the base damage not the enhanced damage... so if you, on live, pop a small red insp (The "+25% Damage" ones) then that's almost exactly what you should see on test.

The really nice thing about the base damage increase is that even at the damage buff cap, it still gives a 12.5% increase to the damage dealt. -
