And also it's tame compared to some things I've already seen on CoH.
Dom/Sub overtones are more than prevalent in City of Heroes, as are a few other "fetishes" such as latex/spandex and the like.
The admittance of these sorts of costume pieces is not going to see a flood of furries streaming in to take over the public channels and doing who knows what. And if they try, that's what petitions are for.
I just want to make a character with a mythological background that doesn't look like a person in a cheap set of slip on cat-ears. -

Sheesh, when they added "anime" pieces everybody cried "City of Anime" and "Never"!
But really, the pieces we have now are such that it's easier to make a creepy fur-suit wearing weirdo than it is to make a decent mythological creature with anthropomorphic features. -

Everytime we get a fairly good size thread going that agrees that such costumes would be useful to making a variety of character concepts. Now, on Champions (which I admit I rarely play anylong) I have to deal with body proportions by Leifield but at least I have some vareity.

With the shark and toad heads in combination with other pieces I can likely do a good sahuagin or deep one like character. With the stag head a celtic-inspired wild hunts men is possible. And, of course the insect options and the ability to create dinosaurs

Miss Liberty's pet organization isn't Freedom Corp, it's Longbow. They tend to be a bunch of rabid idealists that manage to be worse at the ends justifying the means than Wyvern is.
Even then, Longbow is another private organization.
Vanguard is UN sanctioned and the Rogue Isles, much as we heroes don't like to hear it, is a member nation and thus forces are accepted from its ranks.
Miss Liberty's urge to shut down Vanguard is rather like Bruce Wayne and his army of trainees (admit it people, he's no longer quite the lone hero he used to be) insisting that Interpol be dismantled.
However, there is a history in comics and comic roleplay of UN super-groups having friction with American super-groups.
Granted, my first thought comes from the Champions Paper and Pencil game (HERO system is awesome even if the MMO based on Champs is disappointing).
Ask any classic player of Champions about how well PRIMUS and UNTIL get along and you'll hear quite simply "they don't".
This parallels the real life tendency (at least portrayed in media, which are, granted Hollywood inaccuracies) of American law enforcement to dislike Interpol.
Americans have a tendency toward Isolationist thinking (quite the contrary from the Imperialism most accuse us of) and trying to keep the world out of our business.
So, the FBI - Interpol rivalry is naturally mirrored in comics.
Vanguard v Longbow is simply another extension of that. -

What the devs focused on was endurance balancing, but that's the least important factor.
What is important is that passives can't be turned off, but toggles can: you can be endurance drained to zero, you can be mezzed, you can be detoggled. So every character with a defensive set can be in one of two states: passives, or passives + toggles. That's it. So the best thing to do is to make sure that when a character is detoggled, the right amount of protection comes off. And the right amount of protection is not "basically all."
Consider SR (its the easiest to consider in this case). Fully slotted with SOs, Sr has about 30.4% defense to melee, ranged, and AoE. With only the passives, its about 8.8% defense. With only the toggles, its about 21.6% defense. In terms of survivability, knocking out the toggles increases incoming damage by 110% - more than double. If it were possible to knock out only the passives, incoming damage would increase by only 45%. That's a lot more survivable.
In fact, if 75% of your protection came from passives and only 25% from toggles, on a survival adjusted basis (to give you an idea, that would imply the toggles would be offering about 4.9% defense *slotted*) then detoggling and mezzing would be much more reasonable. Instead, its almost a death sentence in many cases, and therefore the playerbase rightly dismissed detoggling as a viable game mechanic.
If you combine this with a linear returns mitigation mechanic (similar to the one that Champions Online uses for resistance, actually) then you wouldn't have soft-capping issues complicating matters, and people would not be able to exploit strong passives by skipping the toggles altogether.
Which is the objection to this idea: if the passives are so strong, won't the players skip the toggles altogether? And my reply is: since the toggles are so strong now, why don't the players always skip the passives now? And the answer should be obvious to the devs: because the game is balanced with them taking most of those powers on average. You can walk around with 21% defense if you want with only the toggles, or you can have 30% defense with the passives and be about twice as survivable. That's not much of an option.
Furthermore, if the players *do* decide to take just half the set, doesn't it make more sense to give the players the option to take just the passive half? After all, they are sacrificing half the set's protection: are you going to force them to eat all of its endurance costs anyway?
It makes a lot more sense to say, in effect, the first half is free, and the second half costs (end). Because then there's actually a valid endurance choice: do you want to pay more for more. But instead, the game offers this choice: you must pay endurance for the baseline protection, and if you want more, its free. That actually ironically trivializes the choice of managing endurance, because you have to pay it no matter what, so why skip the zero-cost protection powers?

The Warriors....given that they are supposedly the main perptrators in the Hellion-Outcast-Warrior artifact trade, they have a serious lack of people with strange powers.
While I admit that the majority of them (including all minions) should simply be really skilled martial artists, I think there should be at least twice as many lieutenants as their currently are (total of 6) with the extra three having "weird" abilities based on artifact use.
OR, probably better, you can design them like the Tsoo, with lots of strangely powered bosses and a small selection of predictable minions
Really, these guys should be going toe-to-toe with the Tsoo for martial weirdness. With the Warriors basing their powers on artifacts and "gifts from the gods" in contrast to the Tsoo bosses that learn strange, mystical arts. -
more tilesets would always be nice:
houses
mueseums (I get tired of going to a museum to protect it and find myself either in a warehouse or an office building with no displays)
schools
malls
hospitals that aren't abandoned
and even if you don't do that, yeah, new tiles would be wonderful -

Eventually in Scion she was going to get the shapechanging powers to turn into a fox or other forms, so it would be nice to have a simple, non-snarling vulpine head for a fox-version further on along down the line -

I made a TA/Archery defender and named him Tricky Rabbit (yes after the Trix bunny... I was bored) I can't tell you how annoying it is that his face looks mostly human and that the rabbit ears don't make the human ones go away... -

I also have binds to combine three of each level insps (except greens, purples, break frees, and awakens) into blues. I manually combine BFs/wakies if I have enough, otherwise I delete them. I use greens and purples to avoid having to use heals.
I also slot IO sets with recovery in mind. Some of my builds/proposed builds have Stamina-level recovery.
Note the end-crazy build for my regen was built expressly to deal with Dark Ring Mistresses and their PBAoE end drain toggle
I would like to see those combine binds though. -
They've all been suggested before.
The long and the short of it is that the engine isn't designed for it.
I doubt we'll get a web-centric set, that's way, way too specific. -

Canine (actual canine head, not the beastial things we have now)
Feline (with optional mane and other details for various sorts of cats)
Goat (or at least something non-carnivorous that can be made horse/goat/cow by adding details)
Other reptiles/amphibians (snake, turtle, lizard, frog)
Fish (Sharks, piranaha, something Sahauginish)
maybe have a seperate category for animal heads as adverse monster heads
as to monstrous heads
Cthulhu-ish
demonic heads akin to what champions has -

. I think it should be Professor and Monitor Duty (you spent your on duty time sitting around doing nothing). The Accolade power is Impressive Solo an AoE placate that applies an immbolize and "only affects self" to you with an animation based on the sing emote.

The game uses a coordinate system, I was thinking maybe when the power is activated code could track the location and update every second and calculate the distance traveled by the player. Maybe the badge could be attained after about 5 miles? thats the idea.... now..... CONVERSE!

Indeed, its no worse than the bondage-fetish style pieces we do have, or the android pieces (which is a rather disturbing fetish), or the number of people that make naked costumes
heck, you can even fetishized versions of school girl and cheerleader outfits
Given all of those, especially the LAST one, I don't see the "no furries" complaint...immature people will be immature regardless of what we do or don't give them
Anyway, what the rest of us want animal pieces for are things like the characters listed above and the following:
Mythics:
Egyptian Gods: Bast, Sehkmet, Anubis, Horus, Isis (we do have very intimidating monstrous heads for the evil gods, but some noble animal heads would be nice...Native American spirits can also be done this way)
Mythos Creatures: Medusa, Minotaur, Satyrs, Kitsune, Tanuki, Raven, Naga (many of these I can somewhat do, though Kitsune and Tanuki are missing their tails and Medusa her hair, Naga unfortunately require a new skeleton and library of animations...granted they HAVE the skeleton already, but they'd need replacement animations for all the powers since the snake skeleton doesn't have the bulk of animations attached to it that are necessary)
Werecreatures: Wolves, Cats, Bats, Rats, Sharks, Foxes, Rabbits, Alligators, Snakes (most of these are simply missing one piece: head or tail. Snakes are the most difficult, see the problem with Naga above...also, the above, with the possible exception of bats, are all from actual myths...not comics)
Journey to the West: Lots of the characters have animal characteristics, especially Monkey and Pigsy (though Monkey is relatively easy to do) -

I have also wanted to do rescue missions that aren't related to crime:
natural disasters, fires, traffic accidents
For example, have an "earthquake" where the players have to beat into cars to rescue citizens before the bridge is destroyed similar to what happens with with fires in Steel Canyon (and note that even the mind controls and psychic blasters have telekinetic abilities, so no problem there)
or a fire where the villains are replaced by spawns of fire
a tornado that throws around debris (which can be destroyed before it hit things) -

That's when I got the idea of Reverse Missions. They're quite a bit different from the regular mission. Reverse missions are, exactly what I'm hinting at: the enemy groups attack you at your base instead of you attacking them at their base. So all of you dastardly villains could protect your precious bank loot from Longbow, or you bold heroes could protect the hapless citizens from waves of supercrime.
I've always wanted a bit more variety in my missions. I know you do too. So here's how it'd work: You'd be at the back of your (relatively small) base, chillin' with an innocent, and a small group of (for instance) Hellions attack. You (and your team) would have to thwart the Hellions. Now here's where I get a little confused: I'm not really sure if it would be that the next wave comes after the group is defeated or if the next wave comes periodically no matter what.
I'm sure that if you wipe, you'd have a set time to get back to the hostage and defeat the thugs so they don't get away, or if that's too hard you fail on a wipe. I'm thinking that most of these missions would be tough, especially when solo, so you might get a fist or four to aid you in your attempts to send the bad guys behind bars or make sure those goody-two-shoes don't take your toys from you.

You set up a trap for Nocturne. This is made by giving you a glowy that, when clicked fills a previously empty base with enemies that you then beat up.
This can be similarly done in AE missions by using the maximum number of patrol and defeat boss spawns (all of which use up regular spawn points) set to spawn only after certain things happen. -
