This ok you get double tar patch, an aoe stun/rez/massive -regen click, a pet that sets up containment and arguably one of the best heals in the game. Oh and with perma PA levels of recharge it's stupid easy to perma fade(which is the only +def power in the whole game to also give def debuff protection).
-
Quote:For the 1st bold part you left out hasten which is not a insignificant amount of recharge.This. Even with 180% global recharge and slotting for 95.9% recharge, Tar Patch takes 23.94 seconds to recharge. Tack on the 3.3 second activation and it's 27.24 seconds between Tar Patches. I'm sure Laev won't be satisfied with anything outside of datamining the average time for mob defeats, but in my experience that's a long time for anything barring EBs and AVs to stay alive on a team/league. Of course, casting it near the end of a mob's lifespan can mean not having it for the next.
Even if we assumed a much longer fight that flat -60% resist is a misleading number. That is, after all, the plateau of Tar Patches debuffing. With 27.24 seconds between patches there is only 17.76 second window of overlap, doubled stacking only 39.47% of the time. That means an average resistance buff of 41.8%, significantly more than EF but significantly less than the -60% being bandied about.
This conversation has also skipped over the fact that EF offers -damage which Tar Patch does not. Or that Radiation can bolster its -resist a small amount with the Achilles' Heel proc in Radiation Infection.
For the second bold so what that's what darkest night is for. -

That flying thing was that the bat wing? O.o I liked it what ever it was.

Staff is also a set I've been waiting for pretty much since I started playing. It has everything I pretty much want in a set. A really good looking t9 that does good damage, a range energy attack, a +def power bonus points because it's aoe and the stances are actually meaning full.
I rolled staff/energy scrapper and this is one of the few toons I've had that can solo x8 groups even con but still at level 25. Also I haven't had this good a time leveling a toon since I started playing, heck I can't even remember the last time I didn't power level my character but nope don't need to with staff it's that fun all the way threw for me so far currently 38. -
What if instead of the traditional angel we go the scary(weeping) angel. To Who?

I know this will probably never happen any time soon and I actually do like EOTS animation but wouldn't it be awesome it we could get this for EOTS http://www.youtube.com/watch?v=GSprkzio_pE at 1:07 to like 1:14.
I mean it's not like the animation isn't already long enough
Also City of Heroes is a great game cause I can actually fight what feels like that many guys and win. -
I'm just curious why did all this start? I mean this new proc mechanic. Was there like a group complaining about how the old school procs worked before anyone even knew about ppm procs? Seems like a case of if it aint broke don't fix it. But you did fix it and now your gonna have teeth gnashing and angry customers was it worth it?
I'm glad this aint coming till i24 hopefully I'll be burnt out by then and this wont even be a blip on the radar. -
This one is so awesome I'm gonna post it here it's about the legend himself Chuck Norris.
Quote:If someone were to ask you who the last person anyone should ever dare to mug is, what name would be your answer? This lister is betting on 80% or better of respondents answering, Chuck Norris.
Amazingly, astoundingly, two idiots managed to try just that. It happened in 1994. Norris mentions this whole thing in his autobiography, Against All Odds. And, by his testimony, this is what happened. Honest to God, it really happened.
In 1994, right at the beginning of his run as Walker, Texas Ranger, Norris was, and still is, living in Dallas, Texas, where the show was filmed. One day he was walking down the street by himself, no entourage, no fans following him, no bodyguards, not even his wife. He turned a commercial block in the downtown skyscraper area and saw two men a little bigger than he coming straight for him from the other end of the block.
They were staring right at him, and he figured they wanted autographs, which he enjoys signing. So he walked up to them and stopped with a smile, whereupon they stood in front of him, whipped out a couple of large pocketknives, and one of them demanded, Give me your wallet, Chuck! Give it here!
Norris actually opened his mouth wide and then asked, Are you insane!?
No! We know who you are! And we know you got a lot of money! Now give it up, or youre dead!
Now before we go further, let us just go over a few of the particulars. All jokes aside, Chuck Norris truly does have the following black belts: 1st degree in Brazilian Jiu-Jitsu, 8th Degree Grandmaster in Tae Kwon Do, 9th degree in Jeet Kune Do under Bruce Lee and Lees best student, Dan Inosanto, 10th degree in Shito Ryu Karate, 10th degree in Tang Soo Do, 11th degree in Chun Kuk Do.
Granted, the last art is his own concoction, a hybrid of all the best moves he has learned over the years, all blended for both self-defense and competition, and you are only allowed a 10th degree or better in anything when you found your own dojo. But suffice to say, the muggers didnt even use guns. From a hundred feet away. They used knives within arms reach. What happened next was rather anti-climactic.
The police arrived about 4 minutes later, 3 officers in two cars, and were greeted by the scene of two men with SEVERELY broken arms (the bones had gone through the skin) sitting on the curb, two bloody knives in the gutter, and Chuck Norris, the Almighty Himself, leaning against the wall, wearing his beard, jeans, cowboy boots and a cowboy hat .he shrugged at them. The police started laughing so hard that they bent over, holding their sides, unable to put the handcuffs on the muggers. One of them managed to ask, Did you not know who he was?!
One of them said, Yeah, we knew who he was! We figured all that crap on TV was fake!
I love Chuck Norris! -
Maybe it's the rich people, I once heard Vin Diesel played WOW maybe we have a few celebrities and don't know it.

Quote:Shields hasn't been relevant since the HO fix. Sorry to burst that bubble. Shield's natural DDR is too low, combined with it's lowest-in-game Defense values for a Defensive based set.
Quote:
<--- Doesn't play Shield Defense. Thinks it looks a little too dorky with non-weapon sets, and doesn't like any of the weapon sets that can use it enough to... use it.
Do you always base you opinion and judge things based off of hearsay? -

How about this from left field, they should give the ninjas from the MM primary ninja run as their travel power XD maybe update them to use staff to idk

I'm gonna post actual numbers of attacks you know the damage they actually do
Staff fighting tier 9,189.9
Broadsword tier 9, 187.7
Dark melee tier 9, 189.9
Dual blades tier 9, 161.5
Fire melee tier 9, 207
Katana tier 9, 164
Martial arts tier 9, 164
Street justice tier 9, 218.8(more then fire? sounds like something needs a nerf)
Titan tier 9, 166
Kinetic melee tier 9, 222.7(no build up or combo points system to up damage seems like a fair trade)
Seems pretty comparable so far
OK lets check the main aoes of some sets(I'll try to use PBAOEs when possible)
Staff fighting EOTS 84.65
Broadsword Whirling Sword 87.59
Dark melee Shadow maul 148.4(still meh cause it's a lame super short cone)
Dual blades Typhoons edge 78.45
Fire melee Fire sword circle 126.7
Katana The lotus drops 91.34
Martial arts dragons tail 81.2
Street justice spinning strike 106(not a true pbaoe but TAOE not nearly as good imo but gets better damage to make up for it)
Titan Whirling Smash 95.05
Kinetic melee Burst 86.02
ok how about the few sets that get range attacks(ST only I'll try)
Staff Serpents reach 123.9
Claws focus 95.66
Kinetic melee Focused Burst 112.9
Spines Impale 137.9
Seriously WTF is people complaining about that staff can only get 260 dps? -
Quote:
I can solve everyone's end problems in three steps.
1. Make the Recovery Serum
2. Make the +recovery buff from the empowerment station
3. Spend 100,000 influence to buy Second Winds from the market*
*If 100,000 inf isn't throwaway money for you, replace second winds with catch a breaths.
My criterion measures potential. It isn't a perfect way to do that, but it does the job.
.
LOLOL with that last MA build you posted to prove MA could get 300 dps except it was such a terrible build no smart person would play and now this advice I'm just gonna assume you solo pylons all day long lol.
PS Temp powers don't work in incarnate trials and inspirations don't drop nearly as often when teamed with 24 others.
Please no one should ever follow any of this guys advice it's just plain bad with a capital B. -

Love staff fighting and here's some numbers to compare for the fun of it
Staff fighting tier 9,189.9
Broadsword tier 9, 187.7
Dark melee tier 9, 189.9
Dual blades tier 9, 161.5
Fire melee tier 9, 207
Katana tier 9, 164
Martial arts tier 9, 164
Street justice tier 9, 218.8(more then fire? sounds like something needs a nerf)

Everything seems pretty balanced to me with a few outliers here and there but nothing to big.
I love staff for a few reasons. It has good a range attack love them in my melee sets. And aoe power that gives +def and cool animations and the damage seems comparable what more could I really ask for. -

Funny I went staff/energy too only 23 so far but I'm liking it. This is what I came up with so far though. It might change once I get to 50 idk depends how it feels to play but it looks really solid to me.

You guys are awesome tyvm for this. Found one minor bug Overload from Energy Aura there is no button to turn it off and on(for scrapper not sure about other ATs).
Thanks again guys! -
Those guys are awesome way faster then I expected.

Quote:What about something like this? 40.5% damage buff, tons of procs, requires ageless. Just a theoretical construct of course, but technically possible.
I don't have time to calculate the attacks out, so just going by mids numbers:
Storm Kick: 361.5
Crane Kick: 434.5
Crippling Axe Kick: 441
Total: 1598
So, 275 before reactive, and over 300 with reactive, by your numbers (usually, I go with 14 for reactive).

That build is meh at best. No heal aid self or even rebirth since you said you needed ageless which means chugging greens, low HP even with all the accolades on, tough is slotted poorly, no travel power, no eagles claw for the added crit bonus for dragons tail.
Might get the DPS you speak of but wont get the job done in hard content like incarnate trials so unless you just like soloing pylons all day ya this build just wouldn't actually cut it.
