1) Any idea on how fast phase will/can recharge?
2) Does phase and hibernate count as the same thing? I seem to remember,and , I may be wrong that phase would cause hibernate to go into a 30 sec wait.
2. you are correct about phase and hibernate there is a timer to using the two. 30 seconds sounds right -
If this is pvp you need to fix alot of things first you got alot of defense but this is a balster and in PVP zones blasters literally can't go over 20% def and even that's useless. Get rid of aid self and carry greens replace it with phase. Nova is crap in pvp and same with any other AOE get rid of them so nova and energy torrent. Melee attacks on ranged toons are weak loose em. You need 41 points of KB protection so get acro and 32 points from IOs. Get power push and slot it for knockback and use it. Oh ya change your epic to ice so you get a real self heal that also boosts your max hit points no aid self nonsense.

Have this same problem an my one lower end comp for some reason turn your firewall off and tell me what happens. It should let you in once your firewall is down i got the same exact message with my firewall up.
and the firewall wont say it's blocking it, it just is try it trust me -

Procs work the same in pvp as pve it's actually one of the pluses they have going for them. Some are irresistable which is another plus. If you can fit 3 dmg procs and 3 HOs dmg/acc into attacks your attacks are gonna hurt. -

I always wondered why this proc sold for so much 3 percent resistance is negliable thats like equal to 1.5% def and there's not really and res set bonuses to stack it with
/e shrug
GL it will probably sell pretty quickly -
Another plus in favour of damage procs are quite a few of them are irresistable.
