Sorry should have made clear that was a respec build, not an out of the box build. Out of the box I would have delayed ToF and AS by a bit. When LN was still leveling, a long time ago now, I didn't take AS at all and went fro SJ not SS, though I did take hasten, sadly this was before I started using the planner software so I can't actually remember the exact build. For Facilitator BS/Rgn Dull Pain was in at 20 and Reconstruction in at 6/8, Facilitator left out fitness till mid 20s and Stamina at 30 IIRC and of course BS has no END rec powers. Luckily I have a Kin/Dark defender I duo with, so End and Speed were never a real issue
Also the situation on an Invulnerability scrapper is different as to Sphon Life, you get Dull Pain as a self heal. I get four heal powers two clickies and two quick regens. In that situation IMO Siphon life is a waste of a power. -
My thoughts...
3x Dmg in all attacks.
Siphon Life is not good enough, as Cynic says, its slow end heavy and poor damage. The heal that it gives you will not stop them killing you in the alpha and will only really save you if all other clickies have been used in AV/GM fights. IMO. I have it on my lvl50 and will lose it at my earliest oportunity. If def/res is your lack go for 3x slots in Resilience and get tough.

Ideas:
Long attack chain, I don't use brawl at all, but SP, SM, Smite, AS, ToF & MG all addup to a good chain, plus with the knockdown from AS
Fly is in purely for Vertical, SS gives me the speed and a little stealth
Build is lvl50 respec build otherwise I would juggle the low level powers to get reconstruction in earlier.
Reconstruction can run with just two recharges, recharge then is about 36s without hasten (22s with) you only gain 6s with the third recharge. I have more in this build...
All attacks apart from ToF are 2x ACC 3x DMG at minimum on pretty much all my builds for scrappers. Its not worth IMO running anything less. This could be due to the amount of time I spend exemped under 41, which for LN has now probably been longer than it took her to get to 50 in the fist place, and 0x ACC or 1x ACC is piss poor when you really need it. Also bear in mind that FA will only be of any use in RV so its not the best choice for a PvP build again IMO
Dark Consumption and Soul Drain also have 2x ACC mainly as if they don't hit they have a knockon effect on other powers, DC I take at its own level (18) that tides me over in low end situation until I get Stamina and helps me pad out the pre 20 powers so I don't have to fit stamina in there too. Soul Drain is my build up the more mobs it hits per activation the more damage I do, I don't want this to miss ever ande if I had the spare slots I'd stick a tohit or two in there too.
Stamina late gets me ready for FAs END use also helps when running Tough, before then its not needed as much.
Resilience Stacks with Tough giving a good bonus to resistance.
This is actually a modified build I did for a test, the orginal build has no FA. Basically its the same except:

Been duoing a lot with my Kin/Dark. So far played with several types of scrapper, controllers, blasters & tanks. With blasters being the hardest because I tend to play in melee range.

What powers are must haves, what are must nots?
Only on level 8 at the moment but I know nothing about either set apart from facing them in PvP. This character will certainly be PvE only until I hit at least mid thirties. So any helpful hints would be appreciated. -
Go down that route and just find a chump with speed boost and you can get away without having hasten or super speed. Oh or fitness.

Unless they change the pets AI in I7 TP is very useful to unstick your pets when they get stuck on/in scenery.

I always put powers for use in mission above powers to help me get to missions, that's why I feel it's important to not have more than one Travel power - two are useless, you can get anywhere in the game without any, get one and you're good, getting two is making yourself less effective at doing your job than you should.

Okay then SS is the most useless of the travel powers, SJ is better because it adds the third dimension. As I said I wouldn't have gone for SS anyway, I agree that one travel power is better than two, I just disagree that SS is the one to take. Apart from the fact that Hasten is a prerequisit. The same could be said for Air Superiority then Fly!
You cannot get anywhere in the game with SS several badge locations are impossible to reach without a vertical power. Some zones while not impossible to navigate with SS are much harder and become easier with any of the other three.
Where it not for PvP (zone) I too wouldn't bother with a 2nd travel power but I don't just do missions, or just travel or just PvP I do lots of different things, versatility is better than none. -
I've tanked some of the praetorian AVs without it, and some with (obviously not the Psi ones). I find that to make it good it needs all its slots and I seldom have enough spare slots for a power that I feel is less then essential. I'd far prefer to dump the slots elsewhere to better advantage. That all said I'll probably take it on my BS/Rgn as it fits the concept. My DM/Rgn which originally had it in I3 and so played with it perma
no longer requires it as she works very well anyway. ToF FTW!!!

I'd like to know how the Fudge dropping Energy Torrent, a Ranged Cone with Energy damage which, from my experience playing a Spines Scrapper tops off the AoE to a point where it's nearly as good as it was before ED, would be better than a comepletely unneccesary second Travel power? Every Spines Scrapper should have Energy Torrent, really, but it needs slots.
And I went to 50 in 200 hours with my Spines/Regen with no Hurdle and only Superspeed. It's not as hard to travel zones as most people say.

I never played a spines/regen before ED so I wouldn't know, personally I don't like haveing no vertical travel power. If you want one you need to drop 1/2 of the four I mentioned. I personally get more mileage from the two I kept. (Though if the build were 100% for me I wouldn't take revive either, I don't plan on dying!)
You say it's completely unneccesary to have a second travel power, I don't think it is. Personally I wouldn't have taken SS anyway as I don't like it, if I want speed I'd go for superjump from the off. If I wanted manuaverability I would have got fly. Plus from the admitedly limited experience of PvP that I have done (not with spines) being able to follow squishies off the ground is almost essential. (And yes I know spines haas a minus fly)

It's a reasonable arguement but... 5 seconds? Have you never been sitting slamming the Reconstruction button waiting for it to recharge to save your rear end? I'd always slot this 3 Recharge because it's totally worth it.

I agree but as I seldom have enough slots for all my regen and attacks anyway this is an okay place to drop a slot from as it makes little overall difference. -

Okay detailscomments based on the original posted build)
Hasten if your going to take and your not a stalker three slots, not worth anything else.
Super Speed doesn't really need the extra slot, it does cap with two but the difference between 1 and 2 isn't that noticable.
Health doesn't need four slots. Three is optimal, four is a wasted slot.
Stamina better with 3 slots too.
Instant Healing and Dull Pain should have three recharges and three heals
Reconstruction should have 2 recharges 3 heals. Recharge caps with three but the actual difference is ~5s.
My changes:

I suggest you drop two of Revive, Resilience, Laser Beam Eyes or Torrent. And take Combat Jumping/Jump Kick and Super Jump. Personally I would probably take fly as I prefer is to leaping. ANd you get air superiority as a prerequisiote, a much better attack than Jump Kick. -
I have tanked AVs without it, and died against AVs with it.
MoG is not a terrible power to have but it is very situational. And with the long downtime isn't much use as anything but a panic button. It is brilliant for sappers and bosses but unless you only solo so meet them only occasionally its often down when needed. I had it while it could still be permaed and it was lots of fun, now its less so and far less useful for that. -
If you want to run focused accuracy, or the leadership pool (tactics especially) or want the fighting pool. Both are, well nigh essential. If you don't or have a low end primary like claws, or possibly DM (has an END rec power) then Stamin isn't essential. But never go for Stamina over quick recovery.

If you have slots to burn get MoG it is a good power but very situational, and especially in the late game you do face an awful lot of PSI equiped foes. So it isn't the be all and end all that Elude is.
Don't get weave its pants. -
One of my characters can't even get in her base any longer as she gets kicked out immediatly. Bases suck atm.
