I've always maintained that raising a TriForm Kheldian through the levels, and then somewhere after Lightform for PB's and Eclipse for WS's and before your 40's you can definitely respec into a Human-only build and then have all the fun you want with a Human-only Kheldian.
Nowadays, with dual-builds it's even easier because you get to keep two builds for one character, oddly enough though, for my own Kheldians, I seem to always think about what it may be like to have a Human-only build, but I never actually get to doing it because TriForming is too much fun!YMMV of course.

I've started an All Kheldian SG on Infinity, the Umbra Illuminati, and heard about previous efforts as well. It's doable but not easy.

I think the term you're looking for would be "game breaking" -
In my opinion, the problem isn't an All Boss Spawn, or all lieutenant spawns, the problem is that nothing in this game actually rewards the players according to how easy or difficult it was for them to defeat their enemies! That is the root cause why PL'ing is even possible, that is the root cause why farming is possible, and that is why AE will always be even more exploitable than the other in-game content is.
If you truly care about this issue and are truly looking at ways on how to fix this issue, the answer doesn't lie in restricting All Boss Spawns or what-not. The answer lies in giving rewards proportionally to the direct effort each character had to invest in the fight to defeat a groups of enemies. That's my opinion at least, YMMV. -

I'm guessing you are lucky enough to have parents like the ones you describe, so am I. However, many people all over the globe aren't so lucky, and when we have Institutions jumping into conclusions without first seeking the proper context of an issue, parents are definitely not excluded from this phenomenon. -
I just slotted mine yesterday with SO's for the first time on this new TriFormShade I made on Triumph. His Sunless Mire is slotted with 1xAcc;2xEndRdx;2xRecharge; and Black Dwarf Mire is slotted with 1xAcc;2xEndRdx;2xDamage;
EDIT :: When I'll be ready to slot IO's in, I'll probably frankenslot the Mires first, and then settle on specific IO-sets, probably those that will allow me the most recharge without being too expensive. -

I love the AE too, it's a great idea and although I wish some of its implementation was different, it's still awesome. -
You mention Triumph, and last week I started a new Warshade there. It's now Lv26 and all I've done with it is quite a bit of being sidekicked by high-level SG members, and a lot of soloing of my own in-game Warshade story-arc. No AE what-so-ever, well, other than running in to check up on my one and only story-arc...
I think the key to finding people to play with... is being a part of a good Supergroup. Perhaps the game is changing and you know... the Sewer PuGs are dead, long live AE PuGs... -

I still get a kick though out of helping abandoned young heroes (think pre-teens) get out of Skyway City and back to less hostile zones with my TriFormShade that comes out of nowhere and invites them to a team and teleports them to safety. -
After experimenting with the Chance for Recharge IO proc from one of the Force Feedback Knockback set, I have to say slotting this in fast-recharging attacks has increased my DPS and also helped me stay alive longer overall. Very recommended and not too expensive.

Ok guys... I'll tell you a little secret here: What sparks Kheldians, is surely, other Kheldians!
And I should know!
I recently joined a SG that my wife plays on. The SG is actually a themed SG, and since I normally don't do stuff like that, I was surprised at how much fun I was actually having thinking up a TriFormShade who's actually a very large... Cat, essentially.
Long story short, the moment people saw my Warshade, and started teaming with me, the stories about Umbra Illuminati (my Infinity All Kheldian SG) and other stories about Quantums/Voids/Cysts and the likes started coming out of the woodwork, and before you know it, people were talking about bringing out their Kheldians, and.... ummmmmm... believe it or not.... how cool it'd be to run with All Kheldian Teams!
So... yeah, spread the word, Kheldians are on the rise! -
Seeing as IStrike is such a slower power (to animate and to recharge) but is a Hold, I personally would slot it as a Hold and put the Hecatombs either in RStrike or my White Dwarf single-target attacks... but I'm a TriFormPB... so YMMV

The most authoritative answer would be given to you by the Attribute Monitor. Take your TriForm Kheldian of choice for a test-ride with the Attribute Monitor window open and check all possible scenarios.
To save you some time though, I can say that set bonuses do carry over, but auto-powers carry over for such a short period of time it is negligible in effect. -

Well, I think that just like critters are kept in files that are different than the Arc file itself on the client machine, the CoX Servers could possibly store our critters in different files/database-tables, so that if a mission was banned, the critters themselves could still be used unless the critters were the reason why the mission was banned, in which case the Devs could adjust the critters so that they're no longer too weak or overpowered.
Can you imagine having your friends excitedly invite you to a Gladiator match and fight you with one of your very own creations?
Speaking of critter-sharing, why not enhance the AE so that instead of simply being able to play a story-arc, we could also download the story-arcs' critters into our own PC's so we could later use those critters in our very own story-arcs? -
All day?! You can play CoX all day and you get to complain?! Pfffffffffffft!
