The idea was never to actually use slots on the Med Pools, but to take them as filler powers which require no slotting to serve a two-fold purpose: a) let you select a power; b) allow you to augment your team if the situation allows and calls for it.

If we were discussing an AT that was not meant to be a Jack of All Trades, I'd see your point, but we are discussing a Jack of All Trades and all you seem to want to focus it on, is DPS.

If PB's are meant to be Jack(s) of All Trades, then you should never focus them on one topic, DPS. You should strive to balance their capacity in everything they do. Currently, I feel that the damage they create is superior to their capacity to protect the team, therefore I suggested improvements that would allow a PB to do exactly that.
Telling someone to go roll something else, especially when you're discussing a Jack of All Trade AT, doesn't seem very valid to me. -
That's why I dislike talking builds, numbers and efficiency. It tends to turn everything into a friggin' pissing contest at worst and at best, it nudges people towards FoTM's.
That doesn't mean I don't play with Mids and share my ideas, but I just don't like the whole atmosphere around the number crunching scene. -

I enjoy constant form-shifting on both my TriFormShade(s) and TriFormPB. It gives me this odd pleasure to annoy packs of enemies (conning purple to me) totally unprotected in Nova, only to meet them face to face on the ground in Dwarf form.
Sometimes I rinse repeat this exercise on purpose, just to kite them all over the map, if it's an outdoor map, of course.

I have those procs in my Single Target attacks on both Nova and Dwarf (both on my PB but also on the WS where available) and I've learned not to rely on them, however, when they do fire-up, you see a great increase in overall DPS because you can blast/punch faster.
Watch out for your Endurance bar though because despite Stygian Circle/Eclipse being so nice to you in returning endurance, you can sometimes get Shadelock which may leave you breathless

Not AFAIK, and this is yet another example of how limited AE story-telling tools are. I think panicky citizens should be a concept separate from the map and employable by the author on any map, but we're just not there yet...

That's what I'd think too, but then, I remember how complex these Hit/Miss calculation can be and it does help to have both +Accuracy;+ToHit but also maintain -DefDebuff on the enemy, not to mention, you may not notice it if the -DefDebuff was gone, but your teammates may!

A busy playstyle with plenty of form-shifting will benefit the build, although once self-buffs have kicked in, it should be possible to use either form for nice DPS and survivability. -
I think what makes the -Def seem useless in PvE is that fact that it actually works and does its job. I mean, you'd notice it if it were gone, wouldn't you?

Here's a TriFormPB build that I think should be fun to play. The emphasis is on functionality from Dwarf/Nova and using Human-form to buff and heal yourself in between shifting forms.

The stories themselves, may be better, but as long as just one person can immerse in them, the team leader, and as long as people urge the team onwards into the next group of enemies, stories will play a backseat role to blowing through the levels, which to me means this isn't an MMORPG, but simply an MMO, just like all the others, and that's definitely not what I thought the Devs were trying for. -

The build includes 18% Ranged/AoE defense and Eclipse should help with damage resistance so that your Nova can blasts from up high and in relative safety.
I also included some powers I'd never make a Warshade without, but some of them have interesting twists put on them to support a solo-Nova with its blasting career.
Black Dwarf is in the build, but mostly as a panic button, and the idea is that as soon as you Dwarf-up, you can use Black Dwarf Mire to slow down your enemies hopefully slowing down their recharge rate as well as their speed and either teleport away and shift to Nova, or quickly down-shift to use Eclipse and Sunless Mire before going back to Nova and blasting away the opposition.
I should also caution you about the nature of the recharge of Dark Extraction. Since this build cannot rely on static global recharge, but rather uses and hopefully abuses Chance for +Recharge quite a bit, you should add your recharge rate to the attribute monitor window so you can see when your recharge rate is high enough to supply you with more than one fluffy!
A final word about the strategy... I would Dwarf-up, teleport into a group of enemies, then use Black Dwarf Mire, (drop to Human) Eclipse, Sunless Mire, Gravitic Emanation, (shift to Dark Nova) , Dark Nova Emanation, Dark Nova Detonation. If anything lives through that, but you were lucky with all the procs, then your enemies are now looking at a Nova with the following stats:
- 18% Ranged/AoE defense
- 85% Damage Resistance (to all types, assuming you hit 8 mobs)
- 120% ToHit (assuming you hit 8 mobs)
- Between 58% to 328% Recharge (depending on Hasten and Chance for +Recharge)
- All the other good stuff the build offers

I also love taking Ascendantia to PI and hunt CoT Death Mages and Fake Nemesis/Warhulks. There's something quite satisfying in making them bounce around.
