If you're ever going to give PB's a chance, I suggest you do that before diving too deep into Warshades because most people don't like PB's much after falling for their Warshades -

They supposedly introduced the tech into the game, what, three issues ago? And all they've used it for is two instances of giving a password to get in (both But Thou Must unfailable) and a few "that's interesting, tell me more" to break up tl;dr text blocks into smaller chunks.

Last night I jumped on CoH for my SG-night activities, we meet once a week on Thursday nights, and after that played a bit of CO with my buddy. Both games are excellent in my opinion, despite their flaws, and provide me with a good "diet" of Superhero co-op/MMO playtime. Both games are already distinguished as they are, providing different gameplay styles, and different concepts despite their similarities.
If the question is, what should Paragon Studios do to make CoH/V interesting and relevant in a world where more Superhero MMO's exist. The answer is very easy actually. Just keep providing the best narration you can, from your point of view of the Superhero experience.
As an example, consider that both CoH/V and CO provide user-created content. CoH/V does this with AE, and CO does this with the Nemesis system. In all honesty, at first, I thought that the AE was superior to what CO would offer with the Nemesis system. However I recently changed my mind and delightedly (although grudgingly) gave points to CO because their Nemesis system has direction that to me feels better than AE.
What could CoH/V do with AE to make it surpass CO's Nemesis system? Very simply, provide more tools for catering for mission-content rather than pure and simple mission-combat, and also increase the immersion factor by integrating AE missions and story-arcs in the "normal" game environment.
Numerous examples exist for this, so both games are already distinguishing themselves by developing original concepts that may stem from the same ideas.
Disclaimer: This post is naturally my personal opinion. It may be contradicting to other people's opinions, including the Mods who may decide to delete/lock/ban or whatever. Just keep in mind that compare/contrast threads can teach us a lot about what players are looking for as long as the posts are done constructively. -
This idea sounds so good, I wonder why it wasn't implemented from day-1 of Newspaper/Scanner missions, and quite frankly, the OP should be hired pronto+stat!

Give the good old Ice/Rad Controller a try. Between Arctic Air and Choking Cloud and Ice Slick dropped at your feet, there's triple mitigation that causes major shutdown

Even then, the right squishy builds can floor enemy accuracy in groups or even control the large groups well enough.

Believe it or not, this I'd actually like because it gives people more options. I'd like to actually propose that the +4 mez protection increase be divided into 3 (or 4) sets instead of just lumped into one set so that each set would contribute to the complete bonus and the Devs can elevate the desire for the previously unwanted sets.

Make whatever AT/power-set combination you like, take whatever powers you like, but as soon as you get the power, remove it from the power-tray and fight only using Brawl and be sure to use Rest while still in-combat. That would make you extremely useless for sure.

Even Champions Online, that does have gear that actually affects your character, doesn't allow the gear to affect your character's costume. If CO hasn't done it, that's a major reason for CoX not to even contemplate doing it.
Now, if you were talking about gear-items that we could craft ourselves (or go on quest-lines to obtain) and then enhance, and obviously re-enhance so that we could maintain a favorite look and our required stats something like items with general boosts that are controlled by placing SO's into them for example that I would actually like!
EDIT :: OK, after re-reading the OP, I have to say I initially missed the point where the OP says the Devs would decide whether the items are visible or not. Essentially, I'd like this decision left to the player, not the Devs, and I would still like to be able to modify the stats/enhancements on those items.
This could liven up the gameplay at Lv50 and allow the game to reward us in a way that appeals to the roleplayer and hardcore player at the same time. I still maintain that these items should be upgradable only by placing SO enhancements on them so that the effort of upgrading an item doesn't become a time/INF-sink, but rather obtaining the item itself is.
It'd be even nicer if each item would have several different upgrade paths allowing us to decide if the Helm of Ubberness would contribute to our overall HP and healing with the placement of Healing-SO's, or overall Endurance and stamina with the placement of EndMod-SO's. -

I'd love to see any of these implemented, and I'd love to see more done with the game through Inspirations as a mechanism. Imagine if you will costumes that are in fact triggered by inspirations, or abilities that let us roleplay our way through a mission allowing us to pick our fights, or resolve the mission goals in other ways. Inspiration may even be the key to adding a true "object" inventory to CoX... and then, the sky's the limit.
More likely though, none of this will happen, because like they always say, we can't have good stuff! -
