What about the Rikti Monkey Fight Bar in Sharkhead? It's the perfect reason for villains to all gather around. Everybody loves monkey fights, gambling, drinking. All that stuff. Only problem is that it's in Sharkhead, guess that's too difficult for low-levels to reach.
